Animal Fighting Prohibition Enforcement Act Approved by Congress
The original Senate bill, S. 261, was introduced by Sens. Maria Cantwell (D-Wash.), John Ensign (R-Nev.), Arlen Specter (R-Pa.), and Dianne Feinstein (D-Calif.), and it was approved by the Senate Judiciary Committee on March 15. The bill now awaits signature by President Bush, and will take effect immediately once it is signed into law. Facts: S. 261 had the bipartisan support of 39 cosponsors, and its House companion, H.R. 137, had 304 cosponsors. More than 500 groups have endorsed this legislation, including all major humane organizations, the American Veterinary Medical Association, the National Chicken Council, the National Sheriffs' Association, and more than 400 local law enforcement agencies covering all 50 states. The legislation establishes a felony-level penalty of up to three years of jail time for any interstate or foreign transport of animals for fighting purposes. Dogfighting is illegal in all 50 states. Cockfighting is illegal in 49 states, with Governor Bill Richardson signing a bill to ban cockfighting in New Mexico last month. Only Louisiana allows legal cockfighting. Lawmakers across the country are trying to strengthen anti-animal fighting laws; legislators in Arizona, Georgia, Illinois, Indiana, Kansas, Louisiana, Tennessee and Texas are considering bills.

    Dog Fighting is one of the most barbaric 'sports' in existence today. Although illegal in all 50 states and the District of Columbia, the people who fight Pits operate underground, making them very difficult to catch and successfully prosecute. The people involved in animal fighting operate in very closed circles, and the fights themselves are held in remote and secret locations.
    What is Dog Fighting?
    Dog fighting is seen as those involved as a 'sport'. It is in reality a vile 'contest' where two dogs (who have been bred, conditioned and trained to fight) are put into a pit to fight each other for the entertainment and gambling pleasure of the spectators. The fights usually last about an hour, but can last longer than two hours. The 'match' ends when one of the dogs either will not or cannot carry on.
    Animal Cruelty
    The injuries sustained by the dogs involved in fighting are severe and frequently fatal. These dogs are extremely powerful and are capable of doing serious damage to each other. The people who fight these dogs cannot take the dogs to a regular vet for fear of exposure to the law, so they generally 'medically treat' the dogs themselves, with little to no knowledge of veterinary medicine. As a result, these dogs frequently die of blood loss, shock, dehydration, exhaustion and infection.

THE AMERICAN PIT BULL TERRIER IS THE MOST popular breed of dogs used in dogfighting. Although the dogs average only 40-50 pounds, their jaws are extraordinarily muscular and capable of breaking an opponent’s leg. On top of that, generations of selective breeding for maximum aggressiveness, combined with often cruel training methods and conditioning regimes that can involve the use of drugs and steroids, has resulted in dogs who are capable of inflicting terrible wounds or killing an opponent.
Unfortunately, the cruelties of dogfighting begin early in a dog’s life and are not limited to the animals who are forced to fight.
In a dogfight, two dogs are placed in a pit enclosed by plywood walls, where they must fight before a crowd of cheering spectators until one dog is too injured or exhausted to continue. The dogs, both the winner and the loser, usually suffer from multiple puncture wounds and deep lacerations.
After the match, if a dog had an embarrassing loss, it is not unheard of for the dog to be shot or have his throat cut so the breeder won’t get a reputation for selling puppies of poor-quality fighting dogs. Even winning dogs sometimes die as a result of their injuries. This isn’t surprising, considering that dogfighters can’t run to the vet with battered animals for fear of being turned over to authorities. Instead, using tape or suture kits to close up gating wounds, owners do the job themselves.

The attorney general's office announced a national effort of state attorneys general to crack down on animal abuse and illegal animal fighting. Animal Fighting Prohibition Stands on Common Ground
On May 3, 2007, the Animal Fighting Prohibition Enforcement Act was signed into law. Although dog fighting is outlawed throughout the country, and cockfighting is illegal in most states (all except Louisiana), this federal measure makes it a felony to transport both animals to be used in fighting and animal fighting equipment across state lines. Animal cruelty is the cornerstone of animal fighting activities. Roosters are fitted with small knives and other implements as sharp as razors and often are pumped up on drugs to make them more aggressive and inflict more injuries and death. Dogs that are bred and trained to fight are encouraged to maim and kill their opponents. Injured animals often do not receive any medical attention and are left to suffer and die after a fight. In addition, animal fighting rings often coincide with illegal activities such as drugs, gambling and violent crimes against humans. This is one of those animal issues that galvanizes widespread support from animal rights activists, animal welfare proponents, law enforcement and animal-related industry groups. Finding common ground is essential to social change.

    RICHMOND Legislation that would expand penalties for all forms of animal fighting picked up key endorsements today from politicians and animal protection groups. The bills would make it a misdemeanor for anyone to attend an animal fight, punishable by up to a year in prison and a $1,200 fine. The legislation also would subject the organizers of cock and other animal fights to the same felony penalties that the sponsors of dog fights face: a maximum five years in prison and $2,500 fine. The measures were spawned by outrage over the Michael Vick dog fighting case. The suspended Atlanta Falcons quarterback in December received a 23-month prison sentence for running a dog fighting ring out of Surry County.
