Purvis RIVLIN WILL SPEAK AT COMMENCEMENT CEREMONIES The fifth commencement ceremonies of the Lyndon B. Johnson School of Public Affairs will be at 1:30 p.m. Saturday May 22 in the East Campus Lecture Hall. The 57 members of the School's fifth class will hear an address by Dr. Alice Rivlin, director of the Congressional Budget Office. The first Emmette S. Redford Award for Outstanding Research will also be presented. Taking part on the program in addition to Dr. Rivlin will be Kenneth W. Tolo, acting dean, and graduates Joseph J. Murphy and Melanie McCoy. A reception on the eighth floor patio of the Lyndon Baines Johnson Library will follow the ceremonies. Rivlin, an economist, became the first director of the Congressional Budget Office, after having earlier served as an assistant secretary of Health, Education, and Welfare, and at the Brookings Institution, where she was recognized as one of the leading authorities on the federal budget. Evening graduation ceremonies for the entire University will begin at 7:30 p.m. on the south terrace of the Main Building. Dr. Daniel J. Boorstin, the Librarian of Congress, will deliver the commencement address.

Purvis DEAN SEARCH COMMITTEE ISSUES FIRST REPORT On January 22, President Lorene Rogers met with the members of the Dean Search Committee. The Committee is charged to recommend to the President three or more candidates for the deanship. In case none of the candidates is acceptable to the President or all nominees reject the post, the following procedure will be followed: "…the President may either request the Committee to make additional nominations or invoke such different procedure for selecting the appointee as the President deems appropriate, provided that such different procedure shall include consultation with the Committee before the President offers the position to any candidate." ( Handbook of Operating Procedures, U.T. Austin) The Committee elected Jurgen Schmandt as its Chairman and Frank Sturzl as Vice-chairman. The other members of the Committee are: Albert Blum, Henry David, Jesus Garza, Dagmar S. Hamilton, Jared Hazleton, Ray Marshall (economics), Emmette Redford, Sarah Smith, and Jerre Williams (Law School). The Committee asked me as Chairman to regularly report to the LBJ School community about the procedures used by the Committee and progress achieved in its work. (a list of prominent people born at these times) As Uranus moves into Pisces next year it goes into mutual reception with Neptune . This rare phenomenon means that each is in the sign ruled by the other. The two planets are not compatible and represent very different energies which create great tension. In mutual reception, however, their energies combine to form a synergy which colours each. For example, when Uranus was last in Pisces without this relationship, we saw the rise of nazism and fascism. The surrender of individual consciousness represented by Pisces was expressed collectively as a mindless mass participation in ideological violence and hatred. We might expect that mutual reception will combine these energies in a far more harmonious way. The surrender will be more spiritual and will probably draw on uranian genius and technology rather than its ideological side. More on this later.

"By the late 1970s, then-Surgeon General Julius Richmond conceived a 'Second Public Health Revolution' to tackle the agents of contemporary mortality, namely, smoking, drinking, diet, sedentary living and poor safety practices. Dr. J. Michael McGinnis was appointed as the director of the Office of Disease Prevention and Health Promotion in the DHHS. 'The Surgeon General's Report on Health Promotion,' 'Healthy People,' and 'Objectives for the Nation,' which set forth the ambitious goals for all Americans to be achieved by the year 1990 were products of Dr. McGinnis' tenure." Victor Weingarten was the public relations consultant for Montefiore Hospital in New York City, circa 1958. Union organizer Moe Foner recognized his name, and confirmed that he was the same Victor Weingarten who had worked with George Seldes and Izzy Stone. Weingarten collaborated with Foner, and one of the members of the Montefiore board, George Kirstein of Bloomingdale's, who owned The Nation, was on Foner's side as well. And, Montefiore's director, Martin Cherkasky, had helped organize interns and residents while he was a student in Philadelphia. Foner also contacted Evans Clark, who was on the editorial board of The New York Times (and also happened to be the husband of Freda Kirchwey, publisher of The Nation), for a favorable editorial.
