This is my undergraduate thesis on noncollision singularities. It is expository and includes a proof of the existence of unbounded solutions to the four body restricted Isosceles problem using regularized binary collisions. The proof is simpler than the McGehee-Mather proof for the collinear case because simultaneous binary collisions are avoided trivially by symmetry. Yet it still exhibits many of the main ideas of Xia's important proof which avoids binary collisions. The work was done under the advisorship of Richard McGovern at Marist College.

James Bain was born in Scotland and earned his air engineer licenses while with the RAF. He moved to Canada in 1938, taking a position with Trans-Canada Airlines maintenance and overhaul in Winnipeg, Manitoba and eventually rose to the position of Director of Maintenance and Engineering of Air Canada. He is widely known as the man responsible for the specifications and development of the Canadair "North Star". Sex offender bill goes to governor
BRAD SHANNON, THE OLYMPIAN Originally published Wednesday, March 13, 2002 OLYMPIA The state will get to dictate where state-supervised sex offenders are placed in six counties, including Thurston, according to a bill the Senate sent Gov. Gary Locke on Tuesday. Under the proposal, which cleared the Senate on a 29-15 vote, civilly committed predators who complete treatment at the state's Special Offender Center on McNeil Island will be farmed out to the six counties that have the greatest number of offenders in the center. If local governments don't adopt plans for siting facilities by Sept. 1, the state Department of Social and Health Services will do it for them. "It's a big step forward in meeting our responsibility to operate the program in a way that meets the legal requirements and protects the community," said Dick Van Wagenen, Locke's criminal-justice policy adviser.

Bill farming out cases against state dies in House BRAD SHANNON, THE OLYMPIAN Originally published Friday, February 22, 2002 OLYMPIA South Sound lawmakers are at odds over a Republican proposal to change state laws that require most lawsuits against the state to be heard in Thurston County Superior Court. The Thurston County docket is getting clogged, and civil cases take about a year to be heard, court officials say. Their preference is to find money to hire an eighth judge, which lawmakers say is impossible because of the state budget crisis. Reps. Gary Alexander of Olympia and Richard DeBolt of Chehalis want to shift lawsuits against the state into other parts of the state instead. They sponsored House Bill 2801 because Thurston County Commissioner Kevin O'Sullivan was looking for a way to ease caseloads that are making local residents wait too long to get their day in court, they said.

Chapter Text:
Section 1. Creation of public library district. Notwithstanding the provisions of any general, special or local law to the contrary, there is hereby created and established in the county of Oswego, a public library district which shall include all of the town of Constantia. The public library district shall be known as the Constantia public library.
1. The public library district described in this act shall not come into existence unless and until it is approved and the initial proposed budget is approved by a vote of the majority of the qualified voters voting in an election held pursuant to the following provisions: Upon receipt of a petition signed by not less than fifty voters qualified to vote at a general town election, the board of trustees of the existing Julie Thurston Library Guild, Inc. shall give notice not less than thirty days prior to an election to be held on or before December 31, 2004. If a majority of the voters approve the formation of the district, then the district shall come into existence on the terms and conditions set forth in this act. At such election the issue shall be: (a) whether the public library district therein described with the initial budget therefor proposed by the board of trustees of the Julie Thurston Library Guild, Inc. shall be created or not; and
