Who was Frank P. Ramsey?
Frank Plumpton Ramsey was the first to express an operational theory of decision-making based on the dual, intertwining notions of judgmental probability and utility. In his essay "truth and Probability" in 1926, Ramsey adopted what is now termed the decision-theoretic point of view. To Ramsey, probability was an expression of a degree of belief interpreted as operationally meaningful in terms of a willingness to act based on that belief. Ramsey died in 1930 at the tragically early age of 26. Besides his essay on probability (reprinted in Studies in Subjective Probability , H.E. Kyburg Jr. and H.E. Smokler (eds.), New York: John Wiley and Sons, 1964), Ramsey is also recognized for his path breaking contributions to the theory of optimal economic growth and the problem of decideability in mathematical logic.

Frank P. Ramsey Medal learn more about Frank P. Ramsey The Frank P. Ramsey Medal is the highest award of the DAS. It was created to recognize distinguished contributions to the field of decision analysis. The medal is named in honor of Frank Plumpton Ramsey, a Cambridge University mathematician who was one of the pioneers of decision theory in the 20th century. His 1926 essay "Truth and Probability" (published posthumously in 1931) anticipated many of the developments in mathematical decision theory later made by John von Neumann and Oskar Morgenstern, Leonard J. Savage, and others. The Ramsey Medalists are recognized for having made substantial further contributions to that theory and its application to important classes of real decision problems. The Medal is accompanied by a $1,000 honorarium.

Frank Plumpton Ramsey
The Cambridge philosopher Frank Ramsey, A wunderkind of first order, wrote three important contributions to economics. The first, "Truth and Probability" (written in 1926, published 1931), was the first paper to lay out the theory of subjective probability and begin to axiomatize choice under (subjective) uncertainty, a task completed decades later by Bruno de Finetti and Leonard Savage. This was written in opposition to John Maynard Keynes 's own information-theoretic Treatise on Probability. Ramsey's second contribution was his theory of taxation (1927), generating the famous "Boiteux-Ramsey" pricing rule. Ramsey's third contribution was his exercise in determining optimal savings (1928), the famous "optimal growth" model - what has since become known as the "Ramsey model" - one of the earliest applications of the calculus of variations to economics. The young Frank Ramsey helped in the translation of Ludwig Wittgenstein 's notoriously difficult Tractatus Logico-Philosophicus (1922) - Ramsey was also among the first to review it and even served as the great philosopher's thesis supervisor at Cambridge. One of the things that occasionally puzzles me is why movie theatres don't use Ramsey pricing, whereby a producer of multiple goods apportions the fixed and common costs to the final product prices in inverse proportion to the price elasticity of demand.
OK, I'd better step back a bit and explain. Many industries incur fixed and/or common costs. If you consider local phone service and long distance service to be two different products, then the costs of running copper wire to your house is a fixed cost (in that it is incurred whether or not you sign up for service) and a common cost (in that you can't trace it specifically to local phone service or long distance).
So the problem in such instances is how to incorporate those costs into the final product prices. A guy named Frank Ramsey came up with a theory on how to do this (actually his theory applied specifically to taxation, but was later extended to this case by Boiteux). His theory was that when you look at the demand for the various products at issue (without the fixed and/or common costs apportioned), you should try to figure out how to add those costs into the prices without changing the proportional demand for each product.

Frank Plumpton Ramsey's career was ended abruptly by his untimely death in 1930. He was only 26 at the time but had already earned the respect and indebtedness of such powerful thinkers as Bertrand Russell, Ludwig Wittgenstein, and John Maynard Keynes. In the preface to his Philosophical Investigations , for instance, Wittgenstein says that he was forced to recognize "grave mistakes" in his own thought by the criticism his ideas encountered from Frank Ramsey, with whom he discussed them in innumerable conversations during the last two years of Ramsey's life. Though much smaller than the Carnap and Reichenbach Collections, the Ramsey Papers clearly evidence their author's original and lasting contributions to symbolic logic, epistemology, philosophy of science, foundations of mathematics, probability theory, and economics. Ramsey's papers are handwritten, and much is unpublished. Of special interest is an incomplete book on logical theory. The manuscript was occasionally worked on during the last few years of Ramsey's life and shows evidence of considerable revision. Several chapters exist in various draft stages and bear titles like "The Coherence Theory of Truth," "Judgement," and "Knowledge and Opinion." There is also a draft of a paper on the foundations of mathematics that Ramsey delivered to the London Mathematical Society in 1925 and published originally in its

Bertrand Russell
Over the course of his long career, Russell made significant contributions, not just to logic and philosophy, but to a broad range of other subjects including education, history, political theory and religious studies. In addition, many of his writings on a wide variety of topics in both the sciences and the humanities have influenced generations of general readers. After a life marked by controversy (including dismissals from both Trinity College, Cambridge, and City College, New York), Russell was awarded the Order of Merit in 1949 and the Nobel Prize for Literature in 1950. Also noted for his many spirited anti-war and anti-nuclear protests, Russell remained a prominent public figure until his death at the age of 97. Frank H. Sanders (BA '87) was born in Colorado Springs, CO February 21, 1961. He received a B.A in physics from the University of Colorado in 1987.
From 1979 to 1987 he was a Junior Fellow with the Institute for Telecommunication Sciences (ITS) at the U.S. Department of Commerce in Boulder, CO. Since 1987 he has been an electronics engineer at ITS. He currently leads the Radio Spectrum Measurement System Operations Project at the Institute. His research areas include advanced radio spectrum measurement techniques, radar emission measurement techniques, and application of new technologies to problems in spectrum allocation.
