Lambert Adolphe Quetelet
Lambert Adolphe Quetelet (1796-1874), the Belgian mathematician, is famous world-wide for his 'Body Mass Index' (also called the 'Quetelet Index' ) which remains the official measurement for obesity to this day. The method is only valid for people over the age of 20. If the result is greater then 30 then a person is officially obese. The formula for calculating the Quetelet index is: In non-metric measurements, the formula becomes: (weight in pounds) * 703 QI = height in inches One science was not enough, however, for Quetelet. Starting around 1830, he became heavily involved in statistics and sociology. Quetelet was convinced that probability influenced the course of human affairs more so than earlier generations had and more so than his contemporaries did. Astronomers had used the law of error to gain accurate measurement of phenomena in the physical world. Quetelet believed the law of error could be applied to human beings. If the phenomena analyzed were part of human nature, Quetelet believed that it was possible to determine the average physical and intellectual features of a population. Through gathering the "facts of life," the behaviour of individuals could be assessed against how an "average man" would normally behave. He believed it possible to identify the underlying regularities for both normal and abnormal behaviour.

Quetelet's Work in Statistics, as Viewed by F. H. Hankins
An extended discussion of Quetelet and his work, emphasizing his activities in the field of statistics, is provided by the doctoral dissertation, Adolphe Quetelet as Statistician , of Frank H. Hankins (1877-1970) at Columbia University. Hankins went on to join the faculty of Clark University and, later, that of Smith College. In 1938 he was elected president of the American Sociological Society (now known as the American Sociological Association); in 1945, president of the Population Association of America .. Hankins's dissertation was published in 1908 by Columbia University as Number 4 in Volume XXXI of its Studies in History, Economics and Public Law . The first chapter of this dissertation sketches Quetelet's biography, and Hankins credits the obituary by Mailly (see below) for much of the information in the chapter. To provide a 21st-century level of convenience in accessing Hankins's work on Quetelet, I have posted it to the World-Wide Web in Portable Document Format*, in five sections corresponding to the chapters in this dissertation. Adolphe Quetelet (1796-1874) was a Belgian social statistician who was a forerunner in demonstrating the importance of statistics to social science. Amongst his influences were Malthus, Fourier and Laplace (Lazarsfeld 1961, p. 280). Quetelet was convinced that knowledge of causes influenced the course of human affairs more profoundly than his contemporaries appreciated. Prior to the 1820s this type of knowledge was generally regarded in European intellectual circles as evidence of GodÂ’s hand in ordering the universe. Quetelet argued that the perfection of science could be judged by the ease in which it could be approached by calculation. Statistics emphasize the regularity of social processes, eliminating accidental and random elements in social events to enable a discovery of underlying laws governing phenomena. In this way Quetelet was a pioneer in developing a whole new methodology to be used in the social sciences. He felt that using statistics to gather social knowledge was the solution for the betterment of society.

The Adolphe Quetelet Society (Société Adolphe Quetelet - Adolphe Quetelet Vereniging) was founded in December 1952 by Professor Léopold Martin, as a Region of the Biometric Society (now called International Biometric Society ). Its scope is to contribute to the development of quantitative biology in Belgium. The Society has about one hundred members. It sets up scientific meetings, oftentimes in collaboration with other learned societies. In 1988, a group of members of the Adolphe Quetelet Society organised in Namur the 14th International Biometric Conference (IBC'88). Some members of the Adolphe Quetelet Society are involved in the management of the International Biometric Society. The latter is an international society devoted to the mathematical and statistical aspects of biology. Biologists, mathematicians, statisticians, and others interested in its objectives are invited to become members. Through its regional organisations the Society sponsors regional and local meetings. National secretaries serve the interests of members in many regions throughout the world.

Most industrialized countries now take a census every 5 to 10 years. Scientific census-taking in the United States began with the decennial census of 1850, when the scope and methods were greatly improved by making the individual the unit of study. In 1902 the Bureau of the Census was established in the Dept. of the Interior; the following year it was transferred to the Dept. of Commerce and Labor and remained in the Dept. of Commerce when the Dept. of Labor was separated (1913). In addition to being a vital source of statistical data about the nation, information from the U.S. census is also used to allocate federal resources. The government was criticized and also sued for undercounting the homeless and minorities in the 1990 census. In 1996 the Supreme Court ruled that the decision to adjust the count is left to the discretion of the secretary of commerce. The government proposed remedying the problem of undercounting through the use of statistical adjustments to the 2000 census, but the Supreme Court ruled (1998) against the plan, and the traditional head-count method prevailed. In 2001 the government again decided to use unadjusted census figures. About 3.3 million people, largely minorities, were estimated to have been missed by the 2000 census; a smaller number were thought to have been counted twice. Unadjusted census figures are generally believed to favor Republicans in the drawing of districts for the House of Representatives.
