Adolphe Quetelet received his first doctorate in 1819 from Ghent for a dissertation on the theory of conic sections . After receiving this doctorate he taught mathematics in Brussels, then, in 1823, he went to Paris to study astronomy at the Observatory there. He learnt astronomy from Arago and Bouvard and the theory of probability under Joseph Fourier and Pierre Laplace Influenced by Laplace and Fourier , Quetelet was the first to use the normal curve other than as an error law. His studies of the numerical consistency of crimes stimulated wide discussion of free will versus social determinism. For his government he collected and analysed statistics on crime, mortality etc. and devised improvements in census taking. His work produced great controversy among social scientists of the 19 th century.

The more progress physical sciences make, the more they tend to enter the domain of mathematics, which is a kind of centre to which they all converge. We may even judge the degree of perfection to which a science has arrived by the facility with which it may be submitted to calculation.

    http://www.mrs.umn.edu/~sungurea/introstat/history/w98/Quetelet.html
Adolphe Quetelet Adolphe Quetelet was one of the most influential social statisticians of the nineteenth century. His applications of statistical reasoning to social phenomena profoundly influenced the course of European social science. Quetelet had come to be known as the champion of a new science, dedicated to mapping the normal physical and moral characteristics. Quetelet called it social mechanics. He published a detailed account of the new science in 1835 which he titled A T reatise on Man, and the Development of His Faculties . This was a lengthy account of the influence of probability over human affairs. Quetelet thought more of "average" physical and mental qualities as real properties of particular people or races awaiting discovery and not just abstract concepts. Quetelet helped give cognitive strength to ideas of racial differences in ni neteenth century European thought. His conception of "average man" is the central value about which measurements of a human trait are grouped according to the normal curve. The "average man" began as a simple way of summarizing some characteristic of a population, but in some of Quetelet’s later work, "average man" is presented as an ideal type, as if nature were shooting at the "average man" as a target and deviations from this target were errors. Cournot and ot hers criticized the concept. An individual average in all dimensions might not even be biologically feasible, they argued.

(Redirected from Quetelet Lambert Adolphe Jacques Qu©telet February 22 ) was a Belgian astronomer mathematician statistician and sociologist . He founded and directed the Brussels Observatory and was influential in introducing statistical methods to the social sciences . Some French-language sources give his last name as Quetelet , with no accent. Quetelet received a doctorate in mathematics in from the University of Ghent . Shortly thereafter, the young man set out to convince government officials and private donors to build an astronomical observatory in Brussels ; he succeeded in The new science of probability and statistics was mainly used in astronomy at the time, to get a handle on measurement errors with the method of least squares . Quetelet was among the first who attempted to apply it to social science, planning what he called a "social physics". He was keenly aware of the overwhelming complexity of social phenomena, and the many variables that needed measurement. His goal was to understand the statistical laws underlying such phenomena as crime rates, marriage rates or suicide rates. He wanted to explain the values of these variables by other social factors. These ideas were rather controversial among other scientists at the time who held that it contradicted a concept of freedom of choice. His most influential book was

His subsequent active encouragement of the collection of empirical social data led to the first national census in Belgium and Holland (in 1829), the formation (in 1834) of the Statistical Society of London (now named the Royal Statistical Society), and the organization (in 1841) of the Belgian Central Statistical Commission, a central agency responsible for collecting statistics. As president of the latter, Quetelet did much to inspire the creation of statistical bureaus all over Europe and labored unstintingly to promote internationally uniform methods and terminology in data collection and presentation. Under his leadership, the first of a long series of International Statistical Congresses was held in Brussels in 1853.
Although there had been forerunners in England, France, and Germany, Quetelet earned the honor of being called the "father of modern statistics" by the publication of his in 1835. In this book, Quetelet noted how social phenomena (such as crime or suicides) reproduced themselves with amazing regularity. He argued that such regularities were discoverable only by statistical techniques and, even more important, could also be linked to causes with the help of such techniques. Unlike earlier writers who had given a theological interpretation to social regularities (seeing in them evidence of a divine presence), Quetelet pointed to social conditions as causes. He suggested that legislation could also ameliorate their effects (such as crime or suicides). As he put it:
