Biographical Note Zygmunt William “Bill” Birnbaum (1903-2000), was for thirty-five years professor of mathematics and statistics at the University of Washington (1939-1974). Zygmunt William Birnbaum was born in Lw³w, Austria-Hungary, on October 18, 1903, to Ignacy and Lina Birnbaum. He attended grade and high schools (gymnasium) in Lw³w and Vienna, and then, in deference to his family's wishes that he pursue a "practical" degree, he obtained a master of law degree from the University of Lw³w in 1925. He practiced law for a year, but during that time he resumed his studies in mathematics. In 1926 Birnbaum received a teaching certificate in mathematics. He taught at a gymnasium in Lw³w from 1925 to 1929 while continuing his graduate studies in mathematics under Hugo Steinhaus and Stefan Banach, among others. He received his Ph.D. in 1929, with Steinhaus as his major professor.

The File contains information on scientists who were prominent in the early 1970s. It consists of folders containing photographs, biographical information and bibliographies of 1200 American and 100 foreign scientists and engineers. How was the collection formed? The collection was formed during the years 1972 - 75, when The Science and Technology Division solicited the materials as gifts from members of the National Academy of Sciences and the National Academy of Engineers. Other scientists included those listed in Who's Who in Science, Engineers of Distinction, winners of the National Medal for Science, and Scientists in Search of Their Consciences. Egon was educated at Cambridge University and closely followed in his father's footsteps. Early on, he joined his father's department at University College, London. In 1933, when his father resigned, he took over one of the two new positions created as replacements, the other one going to R. A. Fisher (Biography 13.1). In this position, and as editor of Biometrika , he contributed importantly to statistics (he himself published some 133 papers). Above all, he is known, along with Jerzy Neyman (Biography 13.2) as the developer of the modem theory of hypothesis testing (as it is found in text Chapter 13). The Neyman-Pearson approach differed considerably from Fisher's and this difference gave rise to a lifelong and bitter controversy. Unlike Fisher who viewed hypothesis testing as a procedure by which a researcher could form an opinion about some population parameter, Neyman-Pearson viewed it as a means by which a decision maker operating under uncertainty could make a clear choice between two alternatives, while at the same time controlling the chances for error (and minimizing costs associated therewith).
