STATEWIDE GRIEVANCE COMMITTEE Martha Goss, Complainant vs. E. Arthur Morin, Respondent Grievance Complaint #96-0147 PROPOSED DECISION Pursuant to Practice Book '27J, the undersigned, duly appointed reviewing committee of the Statewide Grievance Committee conducted a hearing at the Superior Court, 235 Church Street, New Haven, Connecticut, on April 2, 1997 and June 4, 1997. The hearing addressed the record of the complaint filed on August 13, 1996 and the probable cause determination rendered by the Stamford/Norwalk Judicial District Grievance Panel on October 18, 1996 finding that there existed probable cause that the Respondent violated Rules 1.3 and 1.15 of the Rules of Professional Conduct. Notice of the hearing on April 2, 1997 was mailed to the Complainant and to the Respondent on February 25, 1997. Notice of the hearing on June 4, 1997 was mailed to the Complainant and to the Respondent on April 25, 1997. The Complainant and the Respondent appeared at the April 2, 1997 hearing where the Respondent requested a continuance because his counsel, Attorney Robert S. Bello, could not appear at that time. The Complainant and the Respondent, represented by counsel, appeared at the continued June 4, 1997 hearing and gave testimony. The committee also heard the testimony of James Goss. Exhibits were received into evidence. This reviewing committee makes the following findings: In her complaint the Complainant alleged that the Respondent represented the Complainant and her husband regarding a foreclosure action brought against them. The Complainant alleged that she and her husband provided the Respondent with money orders to pay the mortgage debt but the Respondent failed to forward the payments to the bank or deposit the funds into his trust account. As a result, the Complainant alleged that the money orders became stale dated and expired. The Complainant alleged that as a result, although she and her husband qualified for assistance, which may have saved their home from foreclosure, the Respondent's failure to timely deposit the funds or turn them over to the bank prevented the Complainant from availing of financial assistance to prevent the foreclosure. The Complainant's home was foreclosed.

Sir George Arthur
Sir George Arthur, Governor of Upper Canada at the time of the Patriot Army's incursion, had previously been Governor of Van Diemen's Land. He called for the execution of "at least sixteen" of the Patriots, but this was prevented by higher authorities anxious to avoid further trouble. Instead, Arthur illegally ordered transportation, a punishment seen by American as almost as bad as hanging. It is one of history's ironies that some of the Patriots endured Port Arthur, one of the world's most feared penal colonies — a place named after Arthur himself.

Tibault Jessie Stevens Ninette Jean Paige Monsieur Morin Arthur Donaldson Pierre Martin Faust One of O. Henry's stories, screened by Vitagraph, as a Blue Ribbon Feature, "Find the Woman" has an appeal, and one's interest never lags throughout the five reels. It is an interesting and quaint story told in the author's inimitable style, much of which has been conveyed to the screen. The scenes are laid in the old French Quarter of New Orleans. The photography is sharp, in fact the whole picture runs with a pleasing smoothness, much of which is due to the careful direction of Tom Terris. Madeline Renard (Alice Joyce), a gifted member of the French Opera Co., is much beloved by Maurice Dumars, critic on the leading French journal of New Orleans, "L'Abeille" (The Bee). Chance gives her the opportunity to sing Marguerite in Faust," and for the great jewel aria she goes to Monsieur Morin, a pious old man and a marvelous gold worker, and induces him to make a set of paste jewels, Replica of a pearl necklace which had belonged to her mother and of whose existence none of her friends knew.

Fenniman, Jr. Chief of Police The Scoop on the Poop Although most of the response to this program has been very favorable, it is a fact of life that from time to time, our horses will leave droppings on the streets downtown. We have researched this issue with other existing Mounted Units and have determined that this does not create a health risk that anyone needs to be concerned about. At times, this will even occur without the officer being aware of it. In these cases, we ask that members of the public contact the Dover Police Department Dispatch Center at 742-4646 and let our Dispatchers know. They will make arrangements to have the droppings removed and discarded properly. We appreciate the warm reception and support that we have received in the community and hope that you will continue to enjoy the presence of "King Arthur", "Royal Knight", and "TJ" as members of our downtown community. Our special thanks to Parking Enforcement Officer George Watkins who makes sure that droppings are removed in a timely fashion. Without George's help, our officers would have to remove the droppings themselves at the end of each day. "Many hands make for light work" and we appreciate George's help.
