Home Elected Officials Candidates JAMES J. HIGHLEY MERCER COUNTY CLERK OF COURTS Jim was born and raised in Mercer County (Washington Township). He is the youngest son of Orville and the late Leona Highley of Celina. He is a graduate of Celina Senior High School, and attended International Business College, majoring in Business Administration and Finance. He put college on hold, to serve his country for two years in the U.S. Army. He intended to return to college after his discharge from military service. While in the Army, Highley graduated from the U.S. Army Clerical School at Fort Knox, Kentucky, then was transferred to Fort Sam Houston in San Antonio, Texas, where he graduated from Medical Records and Reports School. He was then assigned for the rest of his military tour of duty to the Registrar’s Office of the beautiful Irwin Army Hospital in Fort Riley, Kansas as a Medical Records Specialist. In his spare time, Jim worked as a Sheriff’s Department Dispatcher, or went out on patrol with full-time Deputy Sheriffs. He was one of the first Deputy Sheriffs in the State of Ohio to be trained on the LEADS Law Enforcement Computer System. He worked as a road Deputy for nearly five years, then the Sheriff promoted him to Lieutenant, putting him in charge of the Civil Division of the Sheriff’s Office, at that time located on the third floor of the Court House. In that capacity, he maintained the Sheriff’s budget, payroll, and legal paper service. During that time, Jim worked very closely with the Clerk of Courts Office, becoming familiar with many of their duties and procedures.

The Shins have been having quite a year. Since the release of their second album, Chutes Too Narrow, in the fall of last year, the band has received a worthy amount of attention much of it because of their relationship with soundtracks for major motion pictures. In addition to having one of their songs ("New Slang") referred to as "life-changing" in Garden State, the band also landed two songs on its soundtrack "New Slang" and "Caring is Creepy." Most recently, the Shins contributed a song to the soundtrack for The Spongebob Squarepants Movie. Sam Beam / James Mercer Bottom of the Hill Februay 8, 2003 Review by Jake Thomas I was extremely excited about this show going in. I've been listening to the The Shins record is one of my favorite releases of the last couple of years (James Mercer is the singer of the Shins). I was actually afraid that I was putting so much pressure on this being a good show, that it could never live up to it. Luckily, it was even better than I ever expected. Rosie Thomas was the opener, but I got there right as she was finishing. I still got to see bits and pieces of her though, as she came on the stage and accompanied the other two at various times during their sets. I was already damn pleased with this evening, and James Mercer played the role of icing on an already decadently tasty cake. I wasn't real sure what James was going to play, if he had a bunch of solo stuff to do, or maybe some old Flake Music songs, but it turned out to mostly be Shins tracks. Not just the songs off of the album, but some of their lesser known B-side releases as well. He also accompanied the songs with harmonica from time to time, giving them a very different feel from the poppy, psychedelic medium that you're accustom to hearing their songs played in. One of the shining moments was when Sam came out for a duet with him on 'New Slang', easily my favorite Shins song; it was pretty and amazing and pretty amazing. For the finale, all three musicians came on stage for the final song, giving it a very CSNY 'everyone singing at the same time' sound that was damn good.
