George Mathews attended Ludlow Grammar School. From there he went to University College, London where he studied mathematics. He then studied at St John's College, Cambridge from where he graduated as First Wrangler in 1883. The following year Mathews was elected a Fellow of St John's College, and later in 1884 he was appointed to the chair of mathematics at the University College of North Wales at Bangor in the year the university opened. He taught at the University College of North Wales in Bangor and in Cambridge for periods through his life. He resigned his chair at Bangor in 1896 to return to Cambridge, but in 1911 he resigned from Cambridge and was appointed to a special lectureship at Bangor. Most of Mathews' research was on number theory but he also wrote texts on Bessel functions and on projective geometry . In his two volume work Theory of numbers (1892) topics covered included Gauss 's theory of quadratic forms and their development by mathematicians such as Dirichlet Eisenstein and Smith . The book also discusses prime numbers and Riemann 's memoir on primes but, since it was written two or three years before the prime number theorem was proved, this part of the work became dated rather quickly.

    The Pine Barrens Speculation and Yazoo Land Fraud Until 1803 Georgia distributed land based on the "headright" system. Each head of family had the "right" to 200 acres of land for himself and 50 acres of land for each member of his family, up to 1000 acres. After the Revolutionary War a number of governors signed land grants of significantly greater amounts than the law allowed. These grants, most of which were signed by Governors George Walton, George Mathews, George Handley, Edward Telfair and Jared Irwin, served to fuel land speculation that would briefly put Georgia in the national spotlight. Governor Mathews granted a million and a half acres to a single man. In Montgomery County Richmond Dawson received grants of 987,000 acres, James Shorter received grants of 1,219,000 acres and Micajah Vassar received grants of 458,000 acres of land. These grants alone totaled 2,664,000 acres of land in a county with an area of only 407,680 acres of land. By the end of his term outstanding land grants totaled three times the amount of land available in Georgia. In the early 1790's lands "rich in hickory and oak with streams..." were sold to investors caught up in the intense land speculation fever sweeping the country. From the descriptions the land would be suitable for farming. Actually the land was a pine barren that covered 4 counties. The Pine Barren Scandal was quickly overshadowed in 1795 by the Yazoo speculative land fraud. The Yazoo Land Fraud and the Pine Barren Speculation are two episodes of Georgia history that are not only frequently misunderstood but often merged.

    George was born to John and Ann (Arthur) Mathews on August 30 in Augusta County, Virginia . His father was an Irish immigrant from Ulster , who brought his young family to the Virginia frontier. Young George helped expand the family enterprise. He went into business with his older brother, Sampson, and the brothers acquired property as far west as the Greenbrier district . Their commercial or mercantile efforts extended to oversees markets. George joined the militia, and became active in civic affairs. He became a vestryman in the church, a Ccaptain in te militia, and the sheriff of Augusta County.     WMD in Iraq: Evidence and Implications
    In a new report, WMD in Iraq: Evidence and Implications , Carnegie authors Jessica Mathews, George Perkovich, and Joseph Cirincione outline policy reforms to improve threat assessments, deter transfer of WMD to terrorists, strengthen the UN weapons inspection process, and avoid politicisation of the intelligence process. The policy recommendations flow from a detailed study that distills a massive amount of data into side-by-side comparisons of pre-war intelligence on Iraq; weapons of mass destruction, the official US presentation of that intelligence, and what is now known about Iraq's programs. The authors conclude that Iraq was not an imminent threat, that UN inspections were working far better than realized, that our intelligence process failed, that officials misrepresented the threat, and, importantly, that war was not the best-or only-option. Key policy recommendations include:
    • Create a nonpartisan independent commission to establish a clear picture of what the intelligence community knew and believed it knew about Iraq's weapon's program;
