    The problem of estimating the ratio of variances of two normal distributions with unknown means are treated relative to the Kullback-Leibler loss function in a decision-theoretic framework. Using Stein's truncated estimators, it is shown that the unbiased estimator of the population variance ratio is improved upon by the double shrinkage estimator, which is shown to be an empirical Bayes estimator. A generalized Bayes estimator which is better than the unbiased one is also obtained. Interpreting the proposed double shrinakge estimator as a linearly combined estimator of two single shrinkage estimators with a random weight, some other improved combined procedures with double shrinkage are proposed. The risks of the estimators are compared by Monte Carlo simulation method. A generalization to the convex loss functions and to the distributions with monotone likelihood ratio properties is given. Improvements to the usual F-statistic as an estimator of the variance ration are also given.

    STATISTICAL ECOLOGY SECTION Notes from the Chair The section had a very active August this past year (1998)... First, just before the ESA Baltimore meeting proper, on Saturday August 1, an all-day workshop on General Linear Mixed Models in Ecological Studies was conducted by Susan Durham of the Utah State University Dept. of Fisheries and Wildlife. It featured use of PROC MIXED in SAS for ecological experiments. Topics included: defining mixed models; applications and philosophy; completely randomized designs; random effects models; randomized block designs; split plot and strip plot designs; repeated measures designs; and models for spatial correlation structures and heteroscedasticity. The workshop was attended by about 25 participants at a cost of $35 each. As one of the participants, I can personally vouch that it was a very informative and enjoyable day. Thank you, Susan, for all your hard preparation for this excellent workshop! Next at ESA, Section Vice-Chair Mark Taper, along with Subhash Lele and Nicholas Lewin-Koh, organized a very thought- and discussion-provoking symposium on The Nature of Scientific Evidence. The symposium was held 1:00-5:00 Monday August 4, followed by a discussion roundtable from 7:30-10:00. An extraordinarily impressive slate of speakers participated, despite the fact that non-ESA members had to pay their own registration fee (in alphabetical order): J.H. Brown, B. Dennis, D. Goodman, N. Lewin-Koh, S.R. Lele, B.G. Lindsay, D. Mayo, R. Royall, and M.L. Taper. The evening discussion was especially stimulating and could have gone on indefinitely! It finally had to be cut off to prevent the exhaustive collapse of some of its participants!

    Editor's Note: Liaison is pleased to reinitiate the publication of interviews with some of our statistics stalwarts. Jim Zidek kindly accepted to provide our first interview, the actual interview was designed, conducted and edited by Nancy Heckman. They sat and chatted for quite a few hours in Vancouver during this past Spring. We are grateful to Nancy and Jim for making it all possible.

    In 1974, Jim served on the Local Arrangements Committee for the International Congress of Mathematicians, held at UBC.
    Jim Zidek, at the reception marking the end of his second term as head of the UBC Statistics Department. Jim Zidek is currently Professor in the Department of Statistics at the University of British Columbia, a department he was instrumental in founding in 1983. His research ranges from his foundational work in decision theory and group Bayes analysis to his applied work in environmetrics. He is a Fellow of the Insitute of Mathematical Statistics and the American Statistical Association and a member of the International Statistical Institute. He has received numerous awards, including the Ninth Eugene Lukacs Symposium Distinguished Service Award, the Statistical Society of Canada's Gold Medal, the Distinguished Achievement Medal of the Environmental Statistics Section of the ASA, and the Izaak Walton Killam Research Prize. He has served the statistical community in many ways, including as NSERC Group Chair of the Mathematical Sciences, President of the Statistical Society of Canada, member of numerous editorial boards, and currently as Advisory Editor for CRC.
