Alexander Alexandrovich Chuprov (or Tschuprov) February 18 April 19 ) Russian statistician who worked on mathematical statistics, sample survey theory and demography. Chuprov was born in Mosal'sk but grew up and was educated in Moscow where his father, Alexander Ivanovich (1842-1908), a distinguished economist and statistician, was a professor. Alexander Alexandrovich graduated from the physico-mathematical faculty of Moscow University in 1896 with a dissertation on "The theory of probability as the foundation of theoretical statistics." He spent the years 1897-1901 studying political economy in Germany, in Berlin and Strasbourg. His doctoral dissertation, supervised by Georg Friedrich Knapp (1842-1926) Die Feldgemeinschaft, eine morphologische Untersuchung was published in 1902. The most important result of his stay in Germany was his friendship with the statistician

Chronology of Probabilists and Statisticians Page Carl Fredrich Gauss Guass , born in Germany, published Theoria Motus Corporum Coelestium in Sectionibus Conisis Solum Ambientium (“The Theory of the Motion of Heavenly Bodies Moving about the Sun in Conic Sections”). This book primarily concentrated on planetary orbits, but also included a section where he addressed combinations of observations from a purely probabilistic point of view. Guass, while trying to solve a system of equations involving the error curve, found a distribution for the errors that pointed towards the method of least squares. Although his reasoning for the error distribution was faulty, his work provided Laplace with the necessary link between linear estimation and the central limit theorem. Once this link was realized, Guass’ method of least squares was improved, using a normal distribution for the error terms. Later, Guass employed second moments to arrive at least squares estimators in what is now called the Guass-Markov theorem.
Guass’ and Laplace’s discoveries merged the employment of probability to make inferences with the coalescence of observations through linear equations.

    http://www.terra.es/personal2/xberna/wlexis.htm
    Wilhelm Lexis
Born: 17 July 1837 in Eschweiler, Germany From 1876-79 Wilhelm Lexis studied data presented as a series over time. He initiated the study of time series with his 1879 article On the theory of the stability of statistical series.
Lexis required a binomial dispersion for his series to be stable and this ruled out most interesting series. However it applied to the problem of year to year fluctuation of the sex ratio among children born in a city. It posed the question of whether an empirical index of dispersion is consistent with the assumption that sex is governed by a simple chance mechanism.
