John Maynard Keynes was a British economist during the first half of the 20th century best known for his revolutionary theories on the causes of unemployment and recession, which came to be known as Keynesian economics. Excerpted from Commanding Heights by Daniel Yergin and Joseph Stanislaw, 1998 ed., pp. 39-42.
Profile John Maynard Keynes was a product of the late Victorian and Edwardian eras, a period when stability, prosperity, and peace were assumed and when Britain ruled the world economy. Keynes never lost the self-confidence, self-assurance, and indeed the optimism of that time. But his intellectual career, and his profound impact, arose from his efforts to make sense of the disruptions and crises that began with the first world war and continued through the Great Depression.
As an economic advisor to the British delegation at the Versailles conference in 1919, he became convinced that the Carthaginian peace that the Allies were imposing on Germany would undermine European economic recovery and guarantee new crises. Disgusted, he resigned and retired to the English countryside, where, in a matter of weeks, he brought together his searing criticisms in The Economic Consequences of the Peace.

Who's Who
Bastiat, Frederic. 1801-1850. French pamphleteer who popularized economic ideas with superb satires, several of which are still read for amusement and profit today. Becker, Gary. b. 1930. One of the many prominent economists associated with the University of Chicago, Becker won the Nobel Prize in economics for his applications of economic methods to a variety of novel situations. Boulding, Kenneth. b. 1910. This British born economist taught for many years at the University of Michigan and then at the University of Colorado. Buchanan, James. b. 1919. A founder of a branch of economics called Public-Choice economics, Buchanan won a Nobel prize for his contributions to economics in 1986. Carlyle, Thomas. 1795-1881. A British writer whose only contribution to economics was the term, "dismal science." Coase, Ronald Coase published relatively little, but what he did publish had tremendous impact. Though part of the Chicago school of economics, his most influentional writings, on the nature of the firm and on externalities, focus on tranactions costs as a force preventing market solutions to problems. Fischer, Irving. 1867-1947. An amazingly prolific writer on a wide range of topics, Fisher may have been the most important American-born economists during the first half of the twentieth century. A professor at Yale University, he made contributions in many areas of economics, including monetary theory, mathematical economics, index numbers, and the theory of interest. Among the reform movements he championed were prohibition of alcohol and eugenics.

I was brought up, like most Englishmen, to respect free trade not only as an economic doctrine which a rational and instructed person could not doubt, but almost as a part of the moral law. I regarded ordinary departures from it as being at the same time an imbecility and an outrage. I thought England's unshakable free trade convictions, maintained for nearly a hundred years, to be both the explanation before man and the justification before Heaven of her economic supremacy. As lately as 1923 I was writing that free trade was based on fundamental "truths" which, stated with their due qualifications, no one can dispute who is capable of understanding the meaning of the words." It miy be useful, therefore, to attempt some sort of a stocktaking, of an analysis, of a diagnosis to discover in what this change of mind essentially consists, and finally to inquire whether, in the confusion of mind which still envelops this new-found enthusiasm of change, we may not be running an unnecessary risk of pouring out with the slops and the swill some pearls of characteristic nineteenth century wisdom. What did the nineteenth-century free traders, who were among the most idealistic and disinterested of men, believe that they were accomplishing?

One colossus of twentieth-century economics assesses the work and influence of another. Milton Friedman argues that John Maynard Keynes (1883-1946) left two principal legacies. The first, to technical, scientific economics, was embodied in his Tract on Monetary Reform (1923), his Treatise on Money (1930), and his General Theory of Employment, Interest and Money (1936). The other, to politics, was his belief in benevolent policymakers advised by elite and incorruptible civil servants. Of the two legacies Friedman judges the second to have been the more influential in the realm of public policy, even though he questions its validity. http://www.geocities.com/alcaide_econoh/john_mynard_keynes.htm
