page: John Maynard Keynes was the most influential economist of the twentieth century. His economic theories provided the basis of the modern welfare states of North America and Western Europe. For a quarter of a century after World War II, Keynesian economic theories, and the policies that followed from them, dominated the economic life of industrial countries. Both liberals and conservatives owe something to his thinking. Keynes, however, was much more than an economist. He was a complex and gifted man who brought about, both in economic theory and policy, some of the most significant and influential changes of the twentieth century. John Maynard Keynes, First Baron Keynes (1883 - 1946)
Arguably the most influential economist of the 20th century and among the greatest thinkers of his generation, John Maynard Keynes was a man of many and considerable talents. A school of economic thought was named after him, and as a financier, patron of the arts and prominent civil servant, he left his mark on various other aspects of British life. Keynes was born in Cambridge in a well-to-do academic family. His father was an economist and a philosopher, his mother became the town's first female mayor. Suitably stimulated, he excelled academically at Eton as well as King's College, Cambridge, mastering mathematics, history and philosophy with equal ease and rarely settling for doing just one thing at a time. After graduating, Keynes entered the civil service and simultaneously managed to work on a dissertation - often during office hours - which earned him a fellowship at King's College. He also emerged as a member of the Bloomsbury group of intellectuals and artists.

d. April 21, 1946, Firle, Sussex English economist, journalist, and financier, best known for his revolutionary economic theories (Keynesian economics) on the causes of prolonged unemployment. His most important work, The General Theory of Employment, Interest and Money (1935-36), advocated a remedy for economic recession based on a government-sponsored policy of full employment.
Background
Keynes was born into a moderately prosperous family of the professional elite. His father was an esteemed economic scholar and later academic administrator at the University of Cambridge. His mother, the daughter of a minister endowed with advanced opinions, was one of the first female graduates of the same university. At Cambridge, which Keynes entered in 1902, he fared even better. At King's College, one of the oldest and richest of Cambridge endowments, he "quickly established," as one biographer put it, "the ascendancy that he had achieved over his contemporaries at Eton." He blossomed as a polemical speaker, becoming president of the University Union Society, the undergraduate counterpart of the House of Commons. Gradually, as he came under the influence of Alfred Marshall, the leading Cambridge economist, his mathematical interests diminished, and his attachment to politics and economics increased. Cambridge introduced Keynes to an important circle of writers and artists. The early history of Bloomsbury, that exclusive circle of the cultural elect, which counted among its members Leonard and Virginia Woolf, the painter Duncan Grant, and the art critic Clive Bell, centres upon Cambridge and the remarkable figure of Lytton Strachey. Strachey, who had entered Cambridge two years before Keynes, inducted the younger man into the exclusive private club known simply as "the Society." Its members and associates (some of them homosexual, like Keynes himself) were the leading spirits of Bloomsbury. Throughout his life, Keynes was to cherish the affection and respond to the influence of this tribe of free souls.

This seminar will examine the life and work of one of the truly important figures of the twentieth century, John Maynard Keynes. The context of the development of Keynes's thought in late Victorian Cambridge, and the influence of Moore and the Apostles, sets the stage for an examination of Keynes's emerging role as government advisor, journalist, teacher, and economist. The seminar will study his connections to the Bloomsbury Group as well as his non-economic writings, both political and biographical. The emergent focus will be Keynes's influential General Theory of Employment, Interest, and Money , and its intellectual background; this work is a major text of this century's intellectual life, and so it will be read directly, and not from a modern perspective of, for example, "Keynesian economics versus Monetarism."
Required reading will be the two volume biography of Keynes by Skidelsky; there will also be readings of various portions of Keynes's writings found in The Collected Works of John Maynard Keynes . Secondary readings will include G. E. Moore's Principia Ethica , biographies of other Bloomsbury figures like Strachey and the Woolfs, and essays on Keynes in books like that edited by his nephew Milo Keynes.

The Economic Consequences of the Peace, 1920
John Maynard Keynes (1883-1946) was an important English economist. In his The Economic Consequences of the Peace he attacked the effects of Versailles Settlement for its effects on Germany. His remarks were probably correct, but it is also probably that discomfort among the intellectual elite of the victor countries contributed to a lack of resistance when Hitlerism took over Germany.
This chapter must be one of pessimism. The Treaty includes no provisions for the economic rehabilitation of Europe, - nothing to make the defeated Central Empires into good neighbors, nothing to stabilize the new States of Europe, nothing to reclaim Russia; nor does it promote in any way a compact of economic solidarity amongst the Allies themselves; no arrangement was reached at Paris for restoring the disordered finances of France and Italy, or to adjust the systems of the Old World and the New. The Council of Four paid no attention to these issues, being preoccupied with others, - Clemenceau to crush the economic life of his enemy, Lloyd George to do a deal and bring home something which would pass muster for a week, the President to do nothing that was not just and right. It is an extraordinary fact that the fundamental economic problems of a Europe starving and disintegrating before their eyes, was the one question in which it was impossible to arouse the interest of the Four. Reparation was their main excursion into the economic field, and they settled it as a problem of theology, of politics, of electoral chicane, from every point of view except that of the economic future of the States whose destiny they were handling....

Keynes, John Maynard Eldest son of John Neville Keynes, Maynard (1883-1946, 1st Baron of Tilton, created 1942) was educated at Eton (of which he became fellow) and King's College, Cambridge (of which he was fellow from 1909 and bursar), where he studied mathematics; he was convinced to switch to economics by Marshall, but was also influenced by the philosopher G. E. Moore . He was a member of the Apostles and of the Bloomsbury Group. President of the Cambridge Union Society in 1905, he joined the India Office (1906-08), became lecturer in economics at Cambridge (1908-15), and during the war joined the Treasury (1915-19). He was principal representative of the Treasury at the Paris Peace Conference and deputy for the Chancellor of the Exchequer on the Supreme Economic Council (1919). He was a member of the Committee on Finance and Industry ( Macmillan Committee, 1929-31) and leader of British Delegation which negotiated the American Loan in Washington (1945). He took over the editorship of the Economic Journal from Edgeworth in 1911, and remained in charge until 1944.
