John West, to the present day, two churchmen stand out pre-eminently, Archdeacon Cochran, and Archbishop Machray. (While making this statement there is no reflection intended on the saintly and scholarly Bishop Anderson, nor on the silver-tongued orator, Archdeacon Hunter, nor on the Divines of later years). Strange to say, both these men were of great stature, commanding presence, and strong personality, and each in his own sphere performed his duties industriously, conscientiously and well. They both arrived at the scene of their labours when their peculiar qualifications were required for the development of the Red River Settlement, and of Rupert's Land. Mr. Cochran came when the climate and fertility of the Red River Valley had become known as suitable for agriculture through the efforts of the Lord Selkirk settlers. Discharged Hudson's Bay servants arrived in large numbers from the Saskatchewan country in the west and from Albany and the James' Bay district in the north-east. Bishop Machray arrived in October, 1865, a few days after Cochran had passed away, and the rule of the Hudson's Bay Company was waning. About this time also, the Government of Canada acquired the territory of Rupert's Land from the Hudson's Bay Company, thus introducing a new order of things and promoting immigration to this country.

WILLIAM A. COCHRAN, was born at Farmington, Iowa in 1842. In the spring of 1861 he moved with his parents to Kansas, and went to work, although he was but nineteen years of age, driving stage for the Overland Mail Company. In this he continued until the completion of the Union Pacific railway across the continent, in the spring of 1869. While he was in the employ of the Overland Stage Line he drove on five different divisions between Atchison and Salt Lake City. He also drove one winter in the '60's from Nebraska City to Saltello, seven miles south of Lincoln Nebraska. During the winter of 1864 he ran as "rough-locker" over Bridger's Pass, between Sulphur Springs and North Platte stations. After leaving the Overland Stage Line, he drove on the Texas trail in the early '70's, and then retired to Missouri. His brother was Congressman Cochran, of St. Joseph, Missouri. Thad Cochran was born December 7, 1937, in Pontotoc, Mississippi. His father, William Holmes Cochran, was the principal and his mother, Emma Grace Cochran, was a teacher in schools in Pontotoc and Tippah County. Summers were spent by the family, which included Thad's younger brother, Nielsen, on the campuses at the University of Mississippi, where their parents would earn Masters degrees, and at Blue Mountain College, where they were members of the faculty. In 1946, the Cochrans moved to the Byram community of Hinds County near Jackson. There was much time devoted to sports, music, the Boy Scouts, and church activities. Thad became an Eagle Scout and helped establish a new scout troop at Spring Ridge Methodist Church. He served as its rst Junior Assistant Scout Master. At Byram high school, Thad earned varsity letters in football, basketball, baseball, and tennis. He gave a piano and voice recital his senior year and was class valedictorian. He was also a member of the 4-H Club and Daniel Memorial Baptist Church. During junior and senior high school, Thad worked in a variety of after school and weekend jobs. His

COCHRAN URGES SUPPORT OF NATIONAL MISSILE DEFENSE BILL
Washington, D.C. Senator Thad Cochran (R-MS) urged Senators to support his national missile defense bill (S.257) when the legislation was brought up for consideration on the floor of the U.S. Senate today.
Following is Senator Cochran's floor statement:
Mr. President, The National Missile Defense Act of 1999 will make it the policy of the United States to deploy an effective missile defense system to defend against a limited ballistic missile attack as soon as technologically possible. Today, American citizens are completely vulnerable to ballistic missile attack.
Last year, when the Senate debated similar legislation, some suggested that our bill was premature, that there was not yet any reason to suspect that we were confronted with a ballistic missile threat. Now, however, there is no disagreement about the nature of the threat. Consider these recent developments:
(1) In 1997, the Director of Central Intelligence said, and I quote: "gaps and uncertainties preclude a good projection of when 'rest of the world' countries will deploy ICBMs."

William Cochran Hall
Representing in ancestry some of the flower of old Virginia and colonial stock, Doctor Hall was born at Bell in Highland County, Ohio, October 29, 1860. As a boy he attended the public schools of Highland and Adams counties, Ohio, and took summer courses in different normals. Like many successful professional men he did his first work as a teacher. In 1880 he graduated from the normal department of the National Normal University at Lebanon under Professor Holbrook. He did his first school work as a teacher at the age of seventeen. He taught four terms and in the meantime took up the study of medicine at West Union, Ohio, and in 1885 was graduated M. D. from the College of Physicans [sic] and Surgeons at Baltimore. With all the heavy demands made upon his professional time, not to speak of his business and civic responsibilities, Doctor Hall has kept pace with the advance made in medical affairs during the thirty years since he graduated. In 1896 he took a course in the Chicago Policlinic and has pursued other courses in the medical schools of Chicago. He located for practice at Latham, Ohio, but after nine months, while still retaining the practice he had built up in that community, he moved his home to Sinking Springs, Ohio, where he remained about a year. On April 25, 1887, Dr. Hall arrived in Coffeyville, which was then a comparatively young city, and deriving some of its chief importance from its position as the gate city into Indian Territory. Since that date, for thirty years, he has enjoyed a large general medical and surgical practice, but his reputation is particularly based upon his skill as a surgeon. His offices are at 818 Maple street, and he resides at 402 West Ninth street.

Senate and House votes to endorse national missile defense exploded like thunderclaps across the American national security landscape in mid-March. The prolonged Republican campaign for deployment- which had seemed like a fool's errand only days before- had suddenly come the closest to accomplishment since Ronald Reagan delivered his famous Star Wars speech in 1983. The change in the tenor of the debate began on January 20, when Defense Secretary William Cohen announced that the administration would add $6.6 billion to the Pentagon's six-year budget for the deployment of a national missile defense, bringing missile-defense spending for the period to $10.5 billion. He also said that the administration would make a decision on deployment as early as June 2000, in the midst of the presidential campaign. The announcement of additional money was driven by a bureaucratic imperative: the need for the Pentagon to lay out its budget plans for the next six years. Interpretations of Cohen's announcement differed widely. Some saw the president as finally donning the Republican's Star Wars armor after years of resistance. Others saw the decision as providing only the appearance of change, while in reality deferring a deployment decision into the indefinite future. Once more it appeared that the president, so expert at "triangulation," had coopted a Republican position without endorsing it in its entirety. He had filched the issue just as he had welfare reform, deficit reduction, crime, and, most recently, military spending.

Update on bass stocking
By Bill Cochran ROANOKE.COM COLUMNIST Approximately 102,000 largemouth bass were released in the Chickahominy River in good shape, according to Bob Greenlee, a fishery biologist for the Department of Game and Inland Fisheries. The fish were about 2-inches long and came from Dunn’s Fish Farm in Arkansas. They were purchased by a new angling group called Concerned Bass Anglers of Virginia, said Greenlee. The fish were delivered to the state’s Front Royal Hatchery where they were chemically marked so the future assessment of stocking success can be monitored. Mortality during the marking was low, Greenlee said. About two-thirds of the fish were delivered to Chickahominy Riverfront Park and the remainder were taken to a site near Walkers Dam From there they were stocked in a number of sites of the river and its tributaries. About 20 volunteer anglers used a flotilla of bass boats to assist in the stocking.

Wheel Tax Legislation Gets a Flat
Ben Cunningham of Tennessee Tax Revolt , who alerted me yesterday to legislation pending in the state Senate that would have made it easier for county commissions to raise wheel taxes - and harder for citizens to stop them - emailed this morning to report that Sens. Bill Ketron and Ron Ramsey have withdrawn their support from that legislation.
