Cochran BMD bill
Majority Leader Trent Lott has filed a "cloture" petition, a parliamentary device to bring about a second vote this year on whether to debate the Cochran missile defense amendment. The vote is expected Wednesday morning, September 9. Lott needs 60 votes to succeed. For political reasons, Senate Republicans who say there are not sufficient legislative days remaining to debate campaign finance reform, tobacco legislation or managed health care wish to force another vote on missiles defenses before the November elections. (Later in September, the House is expected to vote on a similar Weldon (R-PA)-Spratt (D-SC) measure). On March 19, 1998, Sen. Thad Cochran first introduced S.1806, now numbered S. 1873, entitled "American Missile Protection Act of 1998." The bill declares: "It is the policy of the United States to deploy as soon as technologically possible, a National Missile Defense system capable of defending the territory of the United States against limited ballistic missile attack (whether accidental, unauthorized, or deliberate)." The bill was adopted by the Senate Armed Services Committee April 21, 1998 by a party line vote of 10 - 7. A motion to proceed to debate on the Cochran bill won a 59 - 41 majority on May 13, 1998; however, 60 votes were needed to begin debate, and the bill failed.

Senate Panel Approves NMD Bill Seeking To Move Up Deployment

ON APRIL 21, the Senate Armed Services Committee approved by a party-line vote of 10-7 the "American Missile Protection Act of 1998," setting the stage for what could become a highly contentious debate between the Clinton administration and Congress over national missile defense (NMD) policy. The bill (S. 1873), introduced on March 19 by Senators Thad Cochran (R-MS) and Daniel Inouye (D-HI) and reintroduced on March 27 by Cochran and 38 co-sponsors, states that it is U.S. policy "to deploy as soon as is technologically possible an effective [NMD] system capable of defending the territory of the United States against limited ballistic missile attack (whether accidental, unauthorized, or deliberate)." The commitment in the bill to deploy an NMD system contrasts with the administration's "3+3" program, under which the United States is developing the elements of an NMD system by the year 2000 that can then be deployed three years later if warranted by the ballistic missile threat. If a decision is made in 2000 not to deploy an NMD system, then the United States will continue to develop and refine the elements of the system, always remaining three years away from actual deployment.

In 1957 Harvard University established a Department of Statistics in which Cochran was hired on to add strength and senior leadership. Cochran’s knowledge in the field of statistics did not occur by chance. He studied and worked at the most prestigious universities. He was a colleague of and a student of some very well known statisticians. Cochran was a student of Fisher’s and a colleague of both Yates and Wilks. The statistical knowledge of Cochran was used by the Census Bureau, it was used in the medical field by the Surgeon General, and it was used in agriculture to determine crop yields. COCHRAN, WILLIAM, was born in what is now Middle Paxton township, Dauphin county, Pa., in 1780. He received a good English education, and was brought up on his father's farm. In 1814 he served as a volunteer and marched to the defense of Baltimore. He served as coroner of the county from 1818 to 1821; member of the House of Representatives from 1820 to 1824; county commissioner from 1830 to 1833, and sheriff from 1837 to 1839. He died at Harrisburg on Sunday, 26th of April, 1840, aged sixty years, and was interred in the family burying ground in Middle Paxtang. The Intelligencer pays this tribute to his memory: "Mr. Cochran was a highly respected citizen, a popular officer, and a kind and hospitable neighbor."

William Cochran took the University of Glasgow Bursary Competition in 1927 and he was placed first. The award of a bursary allowed him to take his first degree at Glasgow and he was awarded an MA in mathematics and physics in 1931. He won the Logan Medal for the best student in the Faculty of Arts and won a scholarship to study mathematics at Cambridge. At Cambridge he took John Wishart 's course in mathematical statistics, then proceed to take a practical course in the School of Agriculture. In 1934 R A Fisher left Rothamsted Experimental Station to accept the Galton chair at University College, London and Frank Yates became head at Rothamsted. Cochran was offered the vacant post but he was still not finished his doctoral course at Cambridge. Yates later wrote:- ... it was a measure of good sense that he accepted my argument that a PhD, even from Cambridge, was little evidence of research ability, and that Cambridge had at that time little to teach him in statistics that could not be much better learnt from practical work in a research institute.

    by William D. Hartung Even the new, more modest Star Wars plan has been plagued by technical fiascos. As Bradley Graham pointed out in a front-page story in the Washington Post The heirs to the Reagan legacy have responded to these high-profile testing fiascos by demanding that Star Wars be deployed sooner, not later. This past spring Senator Thad Cochran introduced a bill requiring deployment of a limited ballistic missile defense capability by the year 2003. Cochran's proposal, which has fifty co-sponsors, never came to a vote because his supporters could round up only fifty-nine of the sixty ayes needed to force one. But all fifty-five GOP senators voted for Cochran's bill. Fortunately, the Senate is counterbalanced by a stronger anti-Star Wars faction in the House. If the Cochran bill passes anytime soon, one would hope it will be killed in a House-Senate conference committee. Meanwhile, Pentagon spending for ballistic missile research is running at roughly $4 billion per year, and companies like Boeing and Lockheed Martin hope to ride this gravy train well into the next century. John Pike of the Federation of American Scientists notes that in the wake of last year's merger with McDonnell Douglas, Boeing has a quarter-million people working for it a potent political weapon. Boeing has another major political asset: Former Clinton Defense Secretary William Perry now serves on its board of directors. Boeing may have felt compelled to grab Perry to "level the playing field" with Lockheed Martin, which outgunned its military industry rivals with a whopping $2.3 million in campaign contributions during 1995-96.
