Preface People have long been interested in the circumstances under which it is appropriate to believe. Often, the source of this interest is the desire to believe something for which one has insufficient evidence. Extensive excerpts of the following essays by William Kingdon Clifford and William James are often reprinted in anthologies. This is sufficient proof of the enduring interest in this subject, and of the importance of these particular essays. But since they are excerpts , and since Clifford’s Lectures and Essays is no longer in print, there is a need for the present book. Indeed, usually the excerpts from Clifford’s essay come exclusively from part one of his three-part essay. And James’ essay is usually reprinted without parts II, III, V, VI, and VII, with the other parts not reprinted in their entirety. Following are “The Ethics of Belief” and “The Will to Believe” in their entirety, along with added explanatory notes. Following these essays is “An Examination of ‘The Will to Believe.’” It is not the first examination of that work;

He wants to convince us that forming our beliefs in the right way is a matter of real ethical importance. Thus, he begins with an example where the co nnection between belief and ethical considerations seems very strong: the ship-owner knows that his ship might need to be overhauled. Before the ship leaves port, however, he talks himself out of his doubts. He reminds himself that the ship has sailed saf ely many times before. He reminds himself that he believes in Providence. And he persuades himself not to distrust the shipbuilders and contractors who have worked on the boat in the past. The ship sinks in mid-ocean and all aboard it die. Clifford insists: the ship-owner is morally responsible for the deaths of these people. And his failing is clear: he let his beliefs be guided by things other than the evidence. Further, Clifford insists, he would be just as guilty if the ship had never sunk. What makes actions wrong are not the results. What makes actions wrong is not a matter of results. He had no right to believe that the ship was safe; it was wrong of him to hold that belief, even if he is lucky enugh to have nothing go wrong as a result.

Bill Clifford's impact on organized water skiing is unsurpassed among his peers in a career that spanned nearly 30 years of close association with the sport. For 25 of those years, he was executive director of the American Water Ski Association but his service to water skiing extended for beyond his duties in that capacity. Clifford was introduced to the sport in 1948 when he enrolled at Florida Southern College under the G. I. Bill and signed up for water skiing for physical education credit. He made the water ski team and competed against skiers from the University of Miami and Rollins College, three-way match-ups that marked the beginning of intercollegiate water ski competition. Tricks and slalom were his favorites ("My jumping was good only for laughs.") He introduced the back-to-front toe turn (then known as the swan turn) to competition in 1951. His skill as a trick and slalom skier took him to the Nationals during the 1950's. His best finishes were a second in tricks and a fourth in slalom, not bad when you consider that he was one of the few slalom skiers who persisted in running the course on two skis long after the single ski had been almost universally adopted for high-speed runs. Clifford's lengthy list of officiating credits began in 1950 when he was named judge of the World Championships at Cypress Gardens. In the next 18 years, he was judge for scores of major tournaments, including the Nationals, All-American, Dixie, North American championships, Southern Regionals and the Masters.

What did Gen. Boykin say that was so offensive?
R eligious intolerance is flatly un-American. So let's everybody just get off the back of Army Lt. Gen. William G. Boykin.
Boykin, of course, is the decorated veteran of special operations who is now in charge of the search for uber -terrorists such as Osama bin Laden. A practicing Christian, he recently spoke to some church groups about the work he does. Not surprisingly, he stressed religious themes.
Start with the remark that has drawn the most ire: Boykin's reference to a "spiritual enemy...called Satan." The Washington Post suggested that reference was "inflammatory, if not illegal." How do they figure? Boykin was clearly speaking here about mass murderers such as bin Laden. If they are not evil, then there is no such thing as evil. But if they are evil, it can hardly be outrageous to describe a war against such evil as a struggle against a "spiritual enemy." Isn't that what evil is? As for Satan, he is the personification of evil. What's the charge, here, officer? Reckless anthropomorphism?

William G. Gale On January 1, 2001, Russia introduced what has frequently been called a flat tax. Over the next several years, the country's tax revenue and GDP grew dramatically. Some commentators claim those two sets of events were causally related (Mitchell, 2003). Others just link the two repeatedly, being careful never to explicitly assert causation (Rabushka, 2002, for example). In the United States, supporters of the Hall-Rabushka (1995) flat tax often refer to the Russian example as evidence in their favor. In this paper, we examine the limited research and information available on the effects of Russia's personal income tax reform and reach five principal conclusions: (2) The personal income tax component of the reform package bears little resemblance to a Hall- Rabushka flat tax. Rather, it looks more like the changes enacted in the United States in the Tax Reform Act of 1986, which retained the income tax, broadened the base by closing capital income loopholes, and reduced rates at the top. In the Russian case, changes in tax administration and enforcement, and other structural changes, appear to be significantly more fundamental and sweeping than the changes in income tax rates.

This is the first biography of a mathematical genius and his literary wife, their wide circle of well-known intellectual and artistic friends, and through them of the age in which they lived. William Clifford died in 1879 at the age of 33. During his short life he became renowned not only for his innovative and lasting mathematics, but also for his philosophy, which embraced the fundamentals of scientific thought, the nature of the physical universe, Darwinian evolutionary theory, the nature of consciousness, personal morality and law, and the whole mystery of being. It is now recognised among mathematicians and physicists that Dirac's theory of the electron, fundamental to modern physics, is based on Clifford algebra. He also anticipated Einstein's idea that space is curved.

Mr. Chairman and Members of the committee: I am honored to appear before you as the nominee for member of the Mississippi River Commission. The Mississippi River Commission, established by Act of Congress on June 28, 1879, consists of seven members, all of whom are appointed by the President of the United States subject to confirmation by the Senate. Three members are Corps of Engineers officers, one of whom serves as president; one member is from the National oceanic and Atmospheric Administration; and three members are from the civilian sector, two of whom must be civil engineers. From its inception in 1879, the Commission has been charged with the vital task of planning and implementing a program of flood damage reduction projects and navigation improvements on the Mississippi River. More recently, project purposes have been expanded to include environmental restoration. This task continues to be conducted in concert with the myriad of political institutions, individuals, and public entities which have major interests in seeing that the water resources needs and opportunities of the Mississippi Valley are evaluated, planned, designed, constructed, and maintained. Reorganization of the Corps of Engineers in April 1997 has placed the entire length of the Mississippi River within one Division of the Corps of Engineers. The Commander of this Mississippi Valley Division of the Corps also serves as President of the Mississippi River Commission. The reorganization of the Corps will allow management of the Mississippi River as a single and unified system and will allow the Commissioners to more effectively serve as advisors to the Division Commander and the Chief of Engineers as authorized in the enabling legislation in 1879.
