There is very little written in the achives of Detectives between the 1840's and 1862. On the information of the New South Wales Police Department in 1862, a Dectectives Force was established as part of the Foot Police. The Officer in Charge was Sub-Inspector Charles Edward Harrison and his staff of twelve were:

Jason Swainson Alexander R. McMartin John Sanderson The newly formed Detectives were mostly involved in tracing missing persons, usually at the written request of relatives from England. Many of these inquiries evolved into murder investigations, the deceased having come to this country in search of gold and being 'done to death' on some lonely track in the New South Wales outback. The Wild Colonial Days also saw the Detectives despatched to the country areas to assist the mounted troopers in the search of the infamous 'Bushrangers' Ben Hall, Frank Gardiner, Andrew Scott, Thunderbolt and the Kelly Gang when they crossed into our State. These gangs heralded a new era of violence, finding easy security from Police in the mountains of the Great Dividing Range and further west in the remote pastoral areas. Detectives and Uniformed Police spent many a difficult and dangerous day tracking and ridding these offenders from the country districts of New South Wales. On the 19th November, 1979, the Detectives of the New South Wales Police Department were formed into a separate Branch, the C.I.B.

S Chapman Earlier this year a colleague returned to Sydney from what had promised to be a dull meeting of the Royal Australasian College of Physicians in Hobart, the drizzle soaked capital of Tasmania. Photo: AP News coverage of the singer Kylie Minogue's breast cancer led to an unprecedented rise in the number of Australian women seeking breast screens and could result in the saving of many lives. During the fortnight of media frenzy after the 36-year-old's diagnosis in May, there was a more than 100 per cent increase in bookings for mammograms by women in the eligible age bracket - 40 to 69 years - who had never had a breast screen before, researchers have found. Overall, bookings for screenings rose by 40 per cent. Simon Chapman, Professor of Public Health at the University of Sydney, said the coverage was notable for the way it portrayed Minogue as "one of us - almost as a favourite neighbour whom we would all want to support and see recover from her illness". Previous levels of breast screening had been predicted to cut mortality from the disease by about a quarter. "The significant 'Kylie effect' on screening may further reduce breast cancer deaths," Professor Chapman said.

Amid the telethons, the art of anonymous donation has been lost, writes Simon Chapman. The response to the Asian tsunami has set new benchmarks for community and corporate philanthropy. It will bring relief to millions and, perhaps more importantly, cause reverberations for decades from the sort of conversations we've all been having about how a few hundred dollars to me can mean so much to people who have nothing. Perhaps it takes immense tragedies to jolt us from our decadence. A Malaysian friend has just returned from her home country and told me that Australia's rapid response was big news in the affected areas and was outweighing years of suspicion and enmity among ordinary people. But the biblical dimension of the tsunami has demagnetised the moral compass in some very interesting ways.

More articles on Public and environmental health Abstract Objective: To evaluate compliance with a legislative ban on smoking inside restaurants by comparing smoking in Sydney restaurants (where it is legally banned) with smoking in Melbourne restaurants (not subject to a legal ban).
Design and participants: Unobtrusive observational study of restaurant patrons, and interviews with restaurant staff, carried out by 159 volunteers.
Setting: 78 Sydney restaurants with smoke-free indoor environments (as required by legislation) and 81 Melbourne restaurants not subject to legislation preventing smoking. The study took place from 20-31 October 2000.
Intervention: Legislation to ban smoking in indoor areas of restaurants was introduced in New South Wales in September 2000 (about six weeks before our study).
Outcomes: Observed incidents of smoking inside restaurants; staff attitudes to the ban; customer satisfaction as indicated by comments to staff; staff perceptions of restaurant patronage.

MJA In 1897, William Osler advised doctors not to "toy with the Delilah of the press". Despite researchers being generally delighted with journalists' translations of their work into news (few would disagree with Mae West that it's better to be looked over than overlooked), Osler's counsel sadly retains widespread support in the health professions. For too many, journalists spell trouble. Almost by definition, people in the midst of life-threatening medical emergencies, who may be unconscious, in shock, in extreme pain or delirious, surrender their normal sentient ability to consent. Health and medicine are rich with news value. Doctors are cast by the news media in many roles: for example, as medical miracle workers; as sages interpreting issues of contemporary morality; as intrepid, no-stone-unturned disease detectives; or as entrepreneurs.

The low-cost space race is on as private companies see big money in launching satellites and tourists into orbit. JOHN HUXLEY talked to some of the people turning dreams into machines. EVEN as a schoolboy, growing up in the far-off Sydney of the 1940s, Phil Chapman had a simple if ambitious career plan: to go from Parramatta High to sky-high by the fastest possible route. He studied the stars. He devoured the fantasies of the science-fiction writer Arthur C. Clarke and dreamt of turning them into fact. He wrote to the Prime Minister, Robert Menzies, warning him that the proposed Woomera rocket site in South Australia was pointed in the wrong direction for satellite launches. "Oh, yes, Menzies wrote back," Chapman recalls. "He thanked me for my interest, but reassured me - wrongly, as it happened, of course - that as satellites would not be required in the future, I was not to worry." Undeterred, Chapman had decided by age 14 that he wanted to be an astronaut. Since then, he has come tantalisingly close. After a distinguished academic career in Australia and the United States, he joined NASA as a scientist-astronaut. From Houston, he watched man walk on the moon. He was mission scientist for Apollo 14. He was shortlisted to go into space on Skylab II. ...

Friend has great knowledge of the subject and no doubt he has read the submission by the Law Society, which is worried about the new tariff proposals. The society says:
    "The new clause seems to envisage local authorities determining that in respect of some developments a planning contribution would not be appropriate."
Does my hon. Friend agree that giving local planning authorities the power to say, "No, on these developments you must pay a tariff", is a step too far? Sir Sydney Chapman: I am trying to play devil's advocate to my hon. Friend to keep the quality of the debate high. There may be no fundamental difference between that arrangement and the procedure for section 106 agreements. I understand what the Law Society says but I do not necessarily agree. Section 106 agreements are negotiable, but the bottom line is that local authorities may say to applicants, "If you don't do what we want, you don't get what you want." Therefore, applicants might not get planning permission, although I suppose that they could still run off to the Secretary of State to appeal. Section 106 agreements are effectively compulsory, so I envisage no difference in principle compared with the arrangements for planning contributions. Keith Hill: Sir Sydney Chapman:

A MESSAGE FROM A SUPPORTER I am a supporter of the HS Chapman Society, which is a non-political watchdog of the integrity of our voting system. After examining the Society's publications, I am convinced of the urgent need for an independent ombudsman as per the petition attached. "That the electoral system is open to manipulation is beyond question" (NSW Electoral Inquiry 1989). The fact that no ID is needed for enrolment OR voting and that there is seemingly no procedure to avoid multiple voting certainly encourages such manipulation. Professor Simon Chapman
Simon Chapman, is Professor in Public Health at the University of Sydney. He is a sociologist with a PhD on the semiotics of cigarette advertising, author of 10 books and major government reports and 160 papers in peer reviewed journals.
