Sydney Chapman (1888-1970) excerpted from A Theory of Upper-Atmospheric Ozone Memoirs of the Royal Meteorological Society [Manuscript received November 26, 1929] Introduction 1. The object of this paper is to develop a quantitative theory of the equilibrium and changes of ozone and atomic oxygen in the upper atmosphere. The existence of the ozone, and many facts regarding its distribution and changes, are now well established . McLennan's identification of the green auroral line , shown in the spectra both of polar and non-polar aurorae, as due to atomic oxygen, proves that oxygen is present in the atomic state at heights of 100 km. and above during polar auroral displays, and, in non-polar regions, at all times, in varying measure and at a height which is as yet unknown. cf. ) capable of being tested by observation and experiment, so that further light on the points in doubt may be hoped for. The discussion involves the consideration of the amount of atomic oxygen at the level of maximum ozone density. In another paper I hope to deal with the question of the proportion of ozone and atomic oxygen at greater heights, showing that atomic oxygen probably becomes an important constituent beyond 100 km. This result is of obvious interest in connection with the green light of the polar and non-polar aurorae; it may also have an important bearing on the state of ionisation of the outer atmosphere.

For almost twenty years Iran has been working on its plans to produce Weapons of Mass Destruction based on enriched uranium while claiming that its efforts are limited to lesser grade uranium for civilian use. Its deceptions were discovered around a year ago. After a dialogue with Europeans countries Teheran promised that it would suspend its uranium enrichment activity. Since then, conservative clerics have oppressed reformers in Iran and the news coming from Teheran describe a change in the Iranian intentions and activity regarding this issue. 3. The idea that an extremist Islamic regime which finances and supports militarily and politically terrorist organizations, like Hissbullah in Lebanon and Islamic Jihad and Hammas in the Gaza Strip, will posses a nuclear capacity is a cause deep concern to the international community. If Iran does succeed in attaining nuclear capabilities it will tempt it to lead a more aggressive foreign policy based on its will to export its extreme ideology and by doing so it will jeopardize stability of moderate states in the region. 4. A nuclear capable Iran is clearly a threat to international peace and security. Therefore the Council of Europe should act to inform its member states on the developing situation and on the possibilities of countering this threat and should call upon the member states to act accordingly. Such a process must begin without delay by submitting a report to the Assembly as soon as possible.
