OFFICERS AND BOARD MEMBERS HASSLER MEMORIAL TABLET DEDICATED On December 2nd, the Information Services Division sponsored a ceremony in the Green Auditorium to dedicate the Ferdinand Rudolph Hassler Memorial, which was recently installed in the Administration Building Lobby. Hassler, the first Superintendent of Weights and Measures for the United States, is considered the forefather of NIST. President Jackson appointed him to lead the nation's first efforts to standardize weights and measures in 1830. The Swiss-born scientist also served as the first Superintendent of the U.S. Coast Survey, and as such is an important figure in the history of NOAA as well. Representatives from NOAA and the Hassler family joined NIST representatives for the ceremony.

    Reviewed by Alan E. Shapiro Virtually everyone who has read Newton’s Principia in English has read it in the translation by Andrew Motte as revised by Florian Cajori. The Motte–Cajori edition was published by the University of California Press in 1934 and has long been available in paperback. Motte’s standard English translation from the Latin appeared in 1729, two years after Newton’s death, and by 1934 it was certainly archaic and in need of replacement. For many years, scholars have recognized that Cajori’s revision of Motte’s translation was inadequate: It was awkward, often inaccurate, and it was based on the second and not the final (third) edition of the Principia . I. Bernard Cohen and Anne Whitman have presented us with an entirely new English translation of the

    Matteo Ricci
    Ricci's success was due to his personal qualities, his complete adaptation to Chinese customs (choosing the attire of a Chinese scholar) and to his authoritative knowledge of the sciences. He is remembered for his Chinese works on religious and moral topics, as well as works on scientific topics such as the astrolabe, sphere, arithmetic, measure and isoperimetrics. It is still possible to visit his tomb in the Peking suburbs. The Encyclopedia Britannica reports, "Probably no European name of past centuries is so well known in China as that of Li-ma-teu (Ricci Matteo)."
    Ricci's contributions to geography included his calculation of the breadth of China, which was three-quarters of the breadth assumed by Western geographers. At the time Ricci's maps of China were considered more accurate even than the contemporary maps of Europe. Also he identified China and Peking with the Cathay Marco Polo, and he shares this latter recognition with another Jesuit, a Coadjutor Brother, Benedetto de Goes, S.J., who made a journey from India to China during the years 1602-1605, in order to verify that China and Cathay were the same.

    ON THEORIES AND OBSERVATIONS
    An observation is always preceded by a particular interest, a question, or a problem - in short, by something theoretical. After all, we can put every question in the form of a hypothesis or conjecture to which we add: 'Is this so? Yes or no?' Thus we can assert that every observation is preceded by a problem, a hypothesis (or whatever we may call it); at any rate by something that interests us, by something theoretical or speculative.
    (Popper 1972:342-343) Darwin knew this when he wrote: 'How odd it is that anyone should not see that all observation must be for or against some view'.
    (Popper 1972:259) Any attempt to provide explanations presupposes a theory. The difference between so-called theory-neutral and theoretically based explanations is not really one between the presence and absence of an appeal to theory, but a difference in the sophistication and depth of the two theories involved.

    "Every meaningful mathematical statement can also be expressed in plain language. Many plain-language statements of mathematical expressions would fill several pages, while to express them in mathematical notation might take as little as one line. One of the ways to achieve this remarkable compression is to use symbols to stand for statements, instructions and so on."

    The factorial symbol n!
    The symbol n!, called factorial n, was introduced in 1808 by Christian Kramp of Strassbourg, who chose it so as to circumvent printing difficulties incurred by the previously used symbol thus illustrated on the right. (Eves p132)
    The symbol n! for "factorial n", now universally used in algebra, is due to Christian Kramp (1760-1826) of Strassburg, who used it in 1808. (Cajori p341)
