OVERVIEW
The meeting provided a discussion forum for scientists and managers working in different aspects of Water Pollution. This is a topic of growing public concern due to the increase of pollutant loads discharged into natural water bodies. These problems are essentially inter-disciplinary and engineers and scientists working in the field must be familiar with a wide range of issues. The continuous exchange of information between scientists from different countries is essential. This well established water pollution conference helps to bridge the gap between different disciplines and to advance the state of the art in the field of water pollution.
OPENING ADDRESS Carlos then explained the motivation behind the forthcoming conference in Patagonia, which will deal with a wide variety of interdisciplinary problems related to the environmental and ecological problems facing our planet. The conference is to take place in a part of Patagonia associated with the Welsh colonisation of the region. The Welsh, the first pioneers in the area, brought their culture and language to a remote and beautiful part of the world. The region now faces pressure due to development and exploitation of its material resources which could result in considerable deterioration of its unique environment. The conference aims to bring this to the attention of the international community.

§1367. Employee protection
(a) Discrimination against persons filing, instituting, or testifying in proceedings under this chapter prohibited. No person shall fire, or in any other way discriminate against, or cause to be fired or discriminated against, any employee or any authorized representative of employees by reason of the fact that such employee or representative has filed, instituted, or caused to be filed or instituted any proceeding under this Act, or has testified or is about to testify in any proceeding resulting from the administration or enforcement of the provisions of this Act.
(c) Costs and expenses. Whenever an order is issued under this section to abate such violation, at the request of the applicant, a sum equal to the aggregate amount of all costs and expenses (including the attorney’s fees), as determined by the Secretary of Labor, to have been reasonably incurred by the applicant for, or in connection with, the institution and prosecution of such proceedings, shall be assessed against the person committing such violation.
(d) Deliberate violations by employee acting without direction from his employer or his agent. This section shall have no application to any employee who, acting without direction from his employer (or his agent) deliberately violates any prohibition of effluent limitation or other limitation under section 301 or 302 of this Act [33 USCS §1311 or 1312], standards of performance under section 306 of this Act [33 USCS §1316], effluent standards, prohibition or pretreatment standard under this section 307 of this Act [33 USCS §1317], or any other prohibition or limitation established under this Act.

ater pollution occurs when a body of water is adversely affected due to the addition of large amounts of materials to the water. The sources of water pollution are categorized as being a point source or a non-source point of pollution. Point sources of pollution occur when the polluting substance is emitted directly into the waterway. A pipe spewing toxic chemicals directly into a river is an example. A non-point source occurs when there is runoff of pollutants into a waterway, for instance when fertilizer from a field is carried into a stream by surface runoff.
Types of Water Pollution
Toxic Substance
A toxic substance is a chemical pollutant that is not a naturally occurring substance in aquatic ecosystems. The greatest contributors to toxic pollution are herbicides, pesticides and industrial compounds. Organic Substance Organic pollution occurs when an excess of organic matter, such as manure or sewage, enters the water. When organic matter increases in a pond, the number of decomposers will increase. These decomposers grow rapidly and use a great deal of oxygen during their growth. This leads to a depletion of oxygen as the decomposition process occurs. A lack of oxygen can kill aquatic organisms. As the aquatic organisms die, they are broken down by decomposers which leads to further depletion of the oxygen levels. A type of organic pollution can occur when inorganic pollutants such as nitrogen and phosphates accumulate in aquatic ecosystems. High levels of these nutrients cause an overgrowth of plants and algae. As the plants and algae die, they become organic material in the water. The enormous decay of this plant matter, in turn, lowers the oxygen level. The process of rapid plant growth followed by increased activity by decomposers and a depletion of the oxygen level is called

    FEDERAL WATER POLLUTION CONTROL ACT (CLEAN WATER ACT)
    Overview. The Federal Water Pollution Control Act, popularly known as the Clean Water Act, is a comprehensive statute aimed at restoring and maintaining the chemical, physical and biological integrity of the nation's waters. Enacted originally in 1948, the Act was amended numerous times until it was reorganized and expanded in 1972. It continues to be amended almost every year. Even prior to the enactment of the 1972 version of the Act, the Act authorized the Public Health Service to prepare comprehensive programs for eliminating or reducing the pollution of interstate waters and tributaries and improving the sanitary condition of surface and underground waters. Due regard was to be given to improvements necessary to conserve waters for public water supplies, propagation of fish and aquatic life, recreational purposes, and agricultural and industrial uses. A number of other provisions found in the current Act were adopted prior to 1972. Primary authority for the implementation and enforcement of the Clean Water Act now rests with the U.S. Environmental Protection Agency (EPA). In addition to the measures authorized before 1972, the Act authorizes water quality programs, requires federal effluent limitations and state water quality standards, requires permits for the discharge of pollutants into navigable waters, provides enforcement mechanisms, and authorizes funding for wastewater treatment works construction grants and state revolving loan programs, as well as funding to states and tribes for their water quality programs. Provisions have also been added to address water quality problems in specific regions and specific waterways.
