Welcome to the Urban and Regional Planning Program
at East Carolina University! The Urban and Regional Planning Program at East Carolina University is the oldest program in North Carolina to offer the B.S. degree in urban and regional planning. Urban and Regional Planning is a degree program within the Thomas Harriot College of Arts and Sciences and the Department of Geography. The Planning Program is one of only 14 undergraduate planning degree programs that hold accreditation from the Planning Accreditation Board (PAB) within the United States and is the sole PAB accredited undergraduate degree in North Carolina. The curriculum of our program is designed to prepare competent professionals who have a strong foundation in theories, methods, and techniques of planning with specialty areas in urban and regional planning, coastal and environmental planning, urban design, and GIS applications in planning. In 1960, ECU began to offer courses in urban and regional planning and three years later an undergraduate pre-planning minor was established. In 1974, the B.S. in urban and regional planning was approved, making ECU the first institution of higher learning in North Carolina to offer an undergraduate planning degree.

The Department of Urban and Regional Planning offers the Master of Urban and Regional Planning (thesis or non-thesis options) as a professional degree designed to equip students to fill professional planning and policy analysis roles. Students develop individualized courses of study, which draw on the resources of various departments. The department offers a Professional Certificate in Urban and Regional Planning for practicing planners who have had at least three years of professional experience. The department also offers a Certificate in Planning Studies for students pursuing a master's or doctoral degree in another areas, such as architecture, economics, engineering, geography, political science, public health, social work, and sociology. Although the doctorate is not granted in this department, doctorates with a specialty in urban studies can be awarded through the Departments of Economics, Geography, and Sociology. A PhD degree program in urban and regional planning will result in an increased emphasis on development planning, that is, the economic, social, and spatial implications of the transformation of cities and regions.

The M.R.P. in Urban and Regional Planning is a 48-credit program designed to prepare students for professional planning careers with government agencies, consultancy firms, developers, and nonprofit groups. Students may opt to take the degree full- or part-time, and they may begin graduate study in Fall, Spring or Summer. Full-time students can complete the degree within two years. Students must complete a series of core courses. These provide a broad-based introduction to planning (Pln 501 through 506). They also include a group planning studio project (Pln 681), a planning internship (Pln 684) and a Master's Research Paper on a topic of the student's choice (Pln 683). The requirement for specific core courses may be waived if a student obtains approval of transfer credit for equivalent graduate courses, or, in the case of Pln 503 and 504, if the student can demonstrate equivalent computational and statistical proficiency. The requirement for a planning internship is normally waived for students who have six months or more of paid, professional work experience in a planning-related job. To demonstrate focus and expertise in a specific field of planning, students must complete at least three courses totalling nine or more credits in one of five alternative specializations:

PROGRAM DESCRIPTION Planners formulate plans and policies to meet social, economic, and physical needs and they devise ways to make the plans work. Planners play a number of roles – technical analysts, researchers, designers, program developers, agents of social change, managers, and educators. Planning has many dimensions, almost too numerous to mention here. The most popular specializations are the following: land use planning, policy planning and management, transportation planning, housing and community development, health and human services development, historic preservation planning, economic and resource development planning, environmental planning, third world development planning, natural hazards and emergency planning, and urban design and physical planning. Most planners today work for city, county, or regional planning agencies, although states and the Federal government also employ planners in their various departments and bureaus. One such Federal agency is the Department of Housing and Urban Development. A number of opportunities in private business and research organizations exist. Businesses such as banks, industrial firms, service and retail activities, airline companies, utilities, and other firms which deal with locational issues need the services of planners. At the international level, organizations such as the Agency for International Development (AID) and the World Bank hire planners particularly for research and work on developing countries in Africa, Asia, and Latin America.
