Welcome to Radiological Health Radiological Health is responsible to assess, control and prevent exposure to radiation from both natural and man-made radioactive materials in NH. Radiological Health functions to protect public health and safety, occupationally exposed persons, and the environment from unnecessary exposure to sources of radiation. Radiological Health has two primary focus areas:
  • regulation of radioactive materials and X-ray machines
  • radiological emergency response
Under an Agreement with the federal Nuclear Regulatory Commission, Radiological Health licenses all uses of radioactive material in NH and registers all radiation producing machines (x-ray) being used in NH. These licensees and registrants are inspected for compliance under the NH Rules for Control of Radiation. Radiological Health responds to accidents and incidents involving radiation sources. A Radiological Emergency Response Team is available to respond to any accident situation having to do with Vermont Yankee Nuclear Power Plant, Seabrook Station or Portsmouth Naval Shipyard, and will assist with any transportation accident or local incident involving radiation. In addition, Radiological Health performs continuous environmental monitoring around Vermont Yankee and Seabrook Station nuclear power plants and provides an ambient surveillance program for evaluation of local environmental radiation levels. Radiological Health's radiochemistry laboratory collects environmental and regulatory samples for analyses and reporting.

Description
The Center for Devices and Radiological Health was formed in 1982 by the merger of the Bureaus of Medical Devices and Radiological Health. The consumer inquiry function is handled by the Communications Section in CDRH's Division of Small Manufacturers, International and Consumer Assistance. The Communications Section responds to consumer inquiries by telephone, mail, or fax by sending consumer information, and investigating the approval/clearance status of medical devices. Devices range from such products as thermometers, hearing aids, contact lenses, breast implants, condoms, medical imaging devices, hemodialysis equipment, tampons, medical x-rays, pacemakers and cancer antigens, to artificial hearts. Radiation-emitting products include laser products, microwave ovens, televisions, radar guns, night vision equipment, and electric blankets.

The Environmental Quality Board (Board) proposes to amend Chapters 215, 221, 225, 230 and 240. The purpose of this proposed rulemaking is to correct the citation of Federal rules or protocols incorporated by reference; clarify the purpose and scope of civil penalties; clarify definitions and terms; clarify healings arts screening requirements for mammography; and update or delete references and to remove attestation requirements from license applications for radon services. This proposed rulemaking was adopted by the Board at its meeting of September 19, 2006. A. Effective Date This proposed rulemaking will go into effect upon final-form publication in the Pennsylvania Bulletin B. Contact Persons C. Statutory Authority D. Background and Purpose In 2001, the Board updated chapters of its radiological health regulations to provide for compatibility with other states and to serve as a basis for the Commonwealth to assume authority from the United States Nuclear Regulatory Commission (NRC) for radioactive material licensees in this Commonwealth under the Agreement State program. These updates were published at 31 Pa.B. 5239 (September 15, 2001) and 31 Pa.B. 6280 and 6282 (November 17, 2001). Subsequently, in 2004, the Board published a final-form rulemaking at 34 Pa.B. 3823 (July 17, 2004) that corrected cross-references in the regulations for radiological health that were no longer accurate.

Extensive research on this topic is underway in many countries. Natural low-frequency EM fields come from two main sources: the sun, and thunderstorm activity, but man-made fields at much higher frequencies have altered this natural EMF. At sufficiently high power densities, RF/MW energy can cause thermal effects that can cause blindness, and sterility. Non-thermal effects, such as alteration of the human body’s circadian rhythms, immune system and the nature of the electrical and chemical signals communicated through the cell membrane have been demonstrated. However, none of the research has conclusively proven that low-level RF/MW radiation causes adverse health effects.

    Radiological health engineering
Radiological health engineering encompasses many activities concerned with the use of radiation both industrial and medical applications. The common thread is maximizing the benefits while protecting people from any undesirable effects. This requires understanding both the radiation and its biological impacts. Professionals in this field are frequently called health physicists. View our full description Pioneering radiation scientists discovered many exciting uses of radiation. The earliest were imaging techniques to "look inside" of things. Today these applications range from examination of materials such as welds for flaws to a myriad of medical diagnostic tools. Later applications employed radiation emitted from radioactive materials for tracers, archeological dating, forensics and process controls. Perhaps most exciting are the many medical therapeutic applications for treating cancers. As a student in this course of study, begin with a strong background in fundamental engineering principles.
