The proposed Constitutional amendment defeated by New York State voters in November 2005 would have virtually guaranteed late budgets every year, made big budget gaps more frequent, and led to even higher taxes and debt. It's not the budget reform that New York needs.
Upstaters pay up to $6 billion more in state and local taxes than they would in an average state. Blame Medicaid, and payrolls.

Public Policy in the Aquatic Sciences
In January 2000, ASLO opened its Washington, DC office in order to better engage aquatic scientists in policy decisions and to inform ASLO members regarding aquatic science policy. Dr. Adrienne Sponberg is the ASLO Director of Public Affairs. ASLO also has a Public Policy Committee , which is currently chaired by Rachel Noble of the University of North Carolina at Chapel Hill. ASLO members interested in policy matters receive regular news updates and "Action Alerts" that cover policy actions in the US, Canada and the European Union. On Being a Scientist: Responsible Conduct in Research
Ensuring the Utility and Integrity of Research Data in a Digital Age Women in Science and Engineering MEETINGS IN May 10-11 November 5-6 The Committee on Science, Engineering, and Public Policy (COSEPUP) is a joint unit of the National Academy of Sciences, National Academy of Engineering, and the Institute of Medicine. Most of its members are current or former members of the Councils of the three institutions. COSEPUP mainly conducts studies on cross-cutting issues in science and technology policy. It was chartered by the Academies to address "the concerns and requests of the President's Science Advisor, the Director of the National Science Foundation, the Chair of the National Science Board, and heads of other federal research and development departments and agencies, and the Chairs of key science and technology-related committees of the Congress." It also monitors key developments in U.S. science and technology policy for the Academies' leadership. COSEPUP studies are usually conducted by special interdisciplinary panels comprising the nation's best scientific and engineering expertise. While many studies are sponsored by government agencies, COSEPUP procedures safeguard its studies from the influence of sponsors or other outside groups.

AAUW PUBLIC POLICY PROGRAM, 2007–2009
The public policy program underscores AAUW’s mission of advancing equity for women and girls through advocacy, education, and research, and speaks to women's needs, aspirations, and concerns across the life span. The work of AAUW builds upon over a century of responsible public participation at the local, state, national, and international levels. AAUW is committed to working in partnership with diverse allies. The following principles provide a basis for AAUW members’ actions at the local, state, federal, and international levels. Implicit in each is support for government agencies administering programs, including adequate appropriations, effective and accountable administration, and provision for citizen participation. We work to increase the number of underrepresented populations, including women, in policy- and other decision-making positions.

The PhD Program in Public Policy prepares qualified candidates to shape the direction of public policy research and to train the next generation of researchers, analysts, and leaders. It also qualifies individuals to perform high-level policy analysis and prepares them for positions of leadership in the public sector. Recent recipients of the PhD in Public Policy degree have taken positions at Yale University, Massachusetts Institute of Technology, Dartmouth College, Fletcher School of Law and Diplomacy, Duke University, the World Bank, the International Monetary Fund, UBS Paine Webber, and other top academic institutions, NGOs, and in the private sector. The PhD in Public Policy is administered jointly by the Kennedy School (KSG) and the Graduate School of Arts and Sciences (GSAS).
