Research on early childhood education outcomes

The Public Policy Forum has produced a map of existing research on early childhood education. The information is presented in matrix format so that outcomes can be easily compared across studies. Overall, we find that existing research largely supports the connection between higher quality early childhood programs and long-term benefits including improved school-readiness, improved social skills, higher IQ scores, higher standardized test scores, decreased crime and delinquency, and greater earning capacity. Parents of children in high quality child care also benefit as they are better able to find and keep work. Societal benefits from higher quality child care include reduced crime costs and reduced welfare use. Further, increased earnings by early childhood program participants once they reach adulthood will result in increased income tax revenue.

The 2008 State of the Union
As President Bush prepares to deliver his final State of the Union address on January 28, the debate over his legacy has already begun. The address provides an opportunity for the president to reflect on his years of leading the nation and to look ahead. On the domestic front, concerns are deepening about the nation's economy, instability in the housing market, and rising food and oil prices. On foreign policy, the president can highlight the good news in Iraq that has resulted from the surge, but other serious foreign policy challenges remain. Afghanistan looks to be in serious trouble. Tensions are high regarding sanctions against Iran, and many are concerned about the future of Pakistan. Democracy is in retreat in Russia and not on the horizon for China. AEI scholars will address these topics and the outlook for action in a panel discussion on Monday morning.

    Confronting the "Evidence" in Evidence-Based HIV Prevention: Challenges and Opportunities
    Over the past three decades, the field of evidence-based medicine emerged as an approach to assess the effectiveness of clinical interventions that can inform socio-medical practice, including HIV prevention. However, disagreement remains within the HIV prevention science community about the applicability of this paradigm, particularly because of the narrow way by which evidence has become defined as a product, chiefly, of randomized controlled trials (RCT). Social and policy interventions challenge the notion that RCTs should be the primary modality by which HIV prevention-oriented community-based organizations (CBOs) and AIDS service organizations (ASOs) conduct business. The San Francisco AIDS Foundation (SFAF) believes that public health research, practice, and policy intersect best where diverse methodologies and outcome data are utilized to establish efficacy. Over the next year, SFAF, in partnership with the Caucus for Evidenced-Based Prevention , is spearheading a series of focused discussions with all stakeholders. Goals of these discussions include defining and advancing a more productive way forward for evidence-based HIV prevention; reaching a consensus on an inclusive, yet still rigorous, notion of evidence, encompassing biological, behavioral, and social sciences; and including the lived experiences of individuals and communities affected by HIV/AIDS.
