Designing a program for waste reduction and recycling
The most effective waste reduction and recycling programs start with careful planning and a willingness to learn what works best. There is no one right way to develop a program, but the objectives are clear: first reduce as much of your waste as you can, then reuse or recycle. Source Reduction Now is a manual dedicated to waste prevention, or "source reduction." It gives guidelines on how to implement a successful source reduction program in organizations of all kinds. It describes problems and suggests proven methods to solve those problems. GreenGuardian.com offers

Cost Savings and Waste Reduction through Pollution Prevention and Recycling
By re-engineering processes, sharing resources, recycling, and working smart BNL is saving millions of dollars in avoided disposal costs, reducing the risk of pollution, eliminating compliance concerns, and creating a safer work place. The charts below (MS Excel files) track the number of pounds of waste reduced, reused or recycled and the cost savings associated with pollution prevention and recycling projects during the calendar year. Cost savings are calculated based on actual costs of disposing of waste through the Waste Management Division. For further information or details contact the Pollution Prevention Coordinator . Some projects continue to generate savings for years.

The Recycling and Litter Prevention Program manages the distribution of annual grants to localities for recycling and litter activities, provides information and guidance on recycling and litter prevention topics, tracks and reports on Virginia's recycling programs, and works with localities, other state agencies and environmental groups to promote environmental awareness through recycling and litter prevention programs. The Recycling and Litter Prevention Program works closely with recycling program managers , as well as with local governments and solid waste planning units to ensure that their recycling programs are able to meet or exceed the state's mandated recycling rates. Staff also works with the Virginia Recycling Markets Development Council to identify opportunities to strengthen the state's recycling infrastructures.

http://cpr.ca.gov/report/cprrpt/issrec/res/res04.htm
RES04 Consolidate Pollution Prevention Programs Summary California’s pollution prevention efforts remain fragmented among three different programs in two different state agencies. The lack of a consolidated program limits the effectiveness and efficiency of the state’s pollution prevention efforts. Background Unlike other states that consolidated recycling programs into one unit, several different state entities administer California’s recycling and pollution prevention programs. Specifically, the California Integrated Waste Management Board (CIWMB) administers solid waste reduction, reuse and recycling programs that focus on 97 percent of the state’s garbage, while the Department of Conservation’s Division of Recycling runs a bottle and can recycling program focused on the remaining 3 percent of the state’s solid waste. In addition, the Department of Toxic Substances Control’s Office of Pollution Prevention (OPP) runs the state’s hazardous waste reduction, reuse and recycling program. Past recommendations to merge programs California’s lack of an integrated pollution prevention program has been the subject of numerous studies and reports. Most notably, the Little Hoover Commission recommended the merging of these three programs when it considered the creation of the California Environmental Protection Agency (Cal-EPA) in 1991. The Little Hoover Commission recommended that an OPP be created in the new Cal-EPA, stating that without priority status, pollution prevention would “be pushed into the background.”

More and more students, faulty, and staff at the University of West Florida (UWF) are becoming interested in the concept of waste reduction and recycling. A student organization, the Student Environmental Action Society (SEAS), based out of the Environmental Studies Department at UWF, decided to move forward with a plan and make a positive change in the community. In July 2002, SEAS put fourth a proposal to the University President to implement a comprehensive waste management and recycling program to mirror the current program managed by Escambia County. After several meetings with UWF officials, SEAS was tasked with exploring the need for such a program and with devising a comprehensive educational campaign to educate users as to the importance of waste reduction and recycling. First, SEAS members conducted a comprehensive waste audit of on-campus residence halls. The study revealed that approximately 45% of the materials generated at select study sites were items that were accepted for recycling by Escambia County. This reinforced the need to expand recycling efforts on campus.
