Overview of the Environmental Effects The grounding of the Sea Empress in February 1996 caused one of the largest and most environmentally damaging oil spills in European history. About 72,000 tonnes of crude oil were released into the seas around the coast of South-West Wales , a region renowned for the beauty and diversity of its coastline. More than 100 km of outstanding coastline became seriously polluted by oil. Ecosystems of conservation, fishery and recreational importance were affected. A massive clean-up operation was launched, both at sea and onshore. The Pembrokeshire coastline boasts National Park status and numerous other conservation designations . It has also been one of the best studied coastlines in North-West Europe, providing an unusually good baseline of information against which to gauge oil spill impacts. Scientists from various organizations participated in a major monitoring programme to study the effects of the spill on the coastal environment and wildlife. An independent group, the Sea Empress Environmental Evaluation Committee (SEEEC), was set up by the government to evaluate the results of more than 100 scientific studies. SEEEC organized a scientific conference on the environmental impacts of the oil spill (February 1998, Cardiff, Wales), during which the final SEEEC report was launched. The conference

    By CHOE SANG-HUN Published: December 8, 2007 SEOUL, South Korea A band of oil about three miles long was snaking slowly toward the coast, which is dotted with scenic beaches, wildlife habitats and oyster and other fishing beds. The spill occurred when a vessel carrying a crane crashed into the 147,000-ton tanker Hebei Spirit this morning about five nautical miles off the coast near Taean, 90 miles southwest of Seoul. The tanker was carrying 1.8 million barrels of crude oil. In the previous largest offshore oil spill in South Korea, an oil tanker spilled 30,740 barrels of crude and fuel off the south coast in 1995, costing 96 billion won, or $101 million, in cleanup operations and damages to fishermen. Organised by Wessex Institute of Technology, UK The University of Alicante, Spain OPENING ADDRESS The Fourth International Conference on Hydrocarbon Spills, Modelling, Analysis and Control (Oil Spill) took place recently in Alicante, organised by the Wessex Institute of Technology of the UK and the University of Alicante, with the support of the Caja de Ahorros de Mediterraneo. The Conference Chairmen were Professor Carlos Brebbia from WIT, Prof Yolanda Villacampa and Professor Jose Miguel Saval, from the University of Alicante. Carlos opened the conference by explaining the importance of the topic for the Alicante Region and hoping that the participants would have occasion to discuss these problems with the colleagues from the University during the meeting. The danger of oil pollution in coastal areas such as that around Alicante cannot be overstressed. Oil spills are not only expensive to remediate but have negative long-term effects in zones depending on tourism and fishing for their livelihood. Numerous and frequent oil spills have shown the extent of the damage inflicted on the environment, when a large volume of oil is released over a short period of time and, in particular, the susceptibility of certain environments, such as coastal regions, to these spills. Although oil spills are frequently a major issue at sea and in coastal areas, the conference also addressed topics related to soil and land spills, such as those due to leaks during transportation over land or storage tanks and pipelines. The conference provided an international forum for the discussion of the latest research in this field, as well as the ways in which the most adequate response and emergency measures can be implemented. The topic of remediation and long term biological effects was also discussed during the meeting.

The term often refers to marine oil spills, where oil is released into the ocean or coastal waters . Oil can refer to many different materials, including crude oil , refined petroleum products (such as gasoline or diesel fuel ) or by-products, ships' bunkers, oily refuse or oil mixed in waste . Spills take months or even years to clean up. Oil is also released into the environment from natural geologic seeps on the sea floor . Most man-made oil pollution comes from land-based activity, but public attention and subsequent regulation has tended to focus most sharply on seagoing oil tankers

Never in the history of Spain has an environmental disaster aroused such public outcry, exerted such a political impact or elicited such media coverage as the Prestige oil spill.

O il S pill R esponse R esearch P rogram The Minerals Management Service (MMS) is the principal United States federal agency that through the Oil Spill Response Research (OSRR) Program, funds oil spill response research. For more than 25 years, MMS has maintained a comprehensive, long-term research program to improve oil spill response technologies. The major focus of the program is to improve the knowledge and technologies used for the detection, containment and cleanup of oil spills that may occur on the U. S. Outer Continental Shelf. The OSRR program is responsive to the information and technological needs of MMS’s regional and district offices and to specific requirements and limitations in the MMS authority. Information derived from the OSRR program is directly integrated into MMS’s offshore operations and is used to make regulatory decisions pertaining to permitting and approving plans, safety and pollution inspections, enforcement actions, and training requirements. Conducting an effective OSRR program means that the best available response technologies are identified, developed and made available to combat any spills that may occur. Response technologies identified by the OSRR program focus on preventing offshore operational spills reaching sensitive coastal environments and habitats.

Oil Spill Response Plan
This plan specifies actions to be taken by CWS Atlantic Region in the event of an oil spill or the presence of oiled migratory birds. Both large and small events are addressed, with no attempt to concentrate on the "mega-spill". This plan does not replace any element of the REET Atlantic Region Contingency Plan (1999), but elaborates and complements those parts of it which pertain to migratory birds. All migratory bird species which may be affected by oil spills, and their terrestrial, fresh water, marine and inter-tidal habitats, are within the purview of this plan. The plan addresses oil spill response requirements for species managed by the Canadian Wildlife Service, but combined with response plans of other agencies it forms a blueprint for dealing with all wildlife species affected by oil spills. It is not within the scope of the plan to identify all potential participants in migratory bird-related oil spill response, but information and reporting paths are specified, and responsible officers in the Canadian Wildlife Service are identified. Contacts in other organizations with interests in or responsibility for wildlife will be set out in the

OSRI PWSOOS Education Research ... Home The Oil Spill Recovery Institute (OSRI) was established by Congress in response to the 1989 Exxon Valdez oil spill. The Congressional mandate given OSRI is:
  • To identify and develop the best available techniques, equipment and materials for dealing with oil spills in the Arctic and sub-Arctic marine environment; and, To complement federal and state damage assessment efforts and determine, document, assess and understand the long-range effects of Arctic and sub-Arctic oil spills on the natural resources of Prince William Sound, and the environment, the economy and the lifestyle and well-being of the people who are dependent on those resources.
  • The Oil Pollution Act of 1990 established OSRI. Amendments in 1996 and 2002 extended the original mandate through September 2012 and provided a funding mechanism for the Institute. Legislation in 2005 assures that OSRI’s research program will continue as long as oil exploration and development occurs in Alaska.
    OSRI is administered through and housed at the Prince William Sound Science Center, a non-profit research and education organization located in Cordova. The PWS Science Center facilitates and encourages ecosystem studies in the Greater Prince William Sound region.

    Sunday's storm broke in two a small Russian oil tanker, the Volgoneft-139, off the Ukrainian port of Kerch, spilling at least 1,300 tonnes of heavy fuel oil in what a Russian official described as an "environmental disaster".
    The same storm in narrow straits between the Black Sea and Azov Sea also sank at least four freighters, three carrying sulphur and one with a cargo of scrap metal. The heavy seas also cracked the hull of another oil tanker, but the ship was afloat.

    The Pacific States/British Columbia Oil Spill Task Force was authorized by a Memorandum of Cooperation signed in 1989 by the Governors of Alaska, Washington, Oregon, and California and the Premier of British Columbia following the Nestucca and Exxon Valdez oil spills. These events highlighted their common concerns regarding oil spill risks and the need for cooperation across shared borders. In June 2001 a revised Memorandum of Cooperation was adopted to include the State of Hawaii and expand our focus to spill preparedness and prevention needs of the 21st century. Now in our second decade, we provide a forum where Task Force Members can work with stakeholders from the Western US and Canada to implement regional initiatives that protect 56,660 miles of coastline from Alaska to California and the Hawaiian archipelago.
