MT Hebei Spirit Korea 2007-Dec-07 A crane barge owned by Samsung collided with the M/V HEBEI SPIRIT on December 8, 2007, 10 km (6.2 miles) off the coast of South Korea, west of Taean county. The M/V HEBEI SPIRIT sustained 3 large punctures and subsequently released an estimated 2.8 million gallons of crude oil. The vessel is currently anchored and has temporary patches on all of the punctures. Over 160 km (100 miles) of coastline have been impacted, with the heaviest concentrations of oil being Teaen county and points 30 miles to the north. Reports from the joint USCG/NOAA team assisting the Korean Coast Guard. M/V Cosco Busan San Francisco Bay, CA 2007-Nov-07 The container ship M/V Cosco Busan struck the Bay Bridge in San Francisco Bay, CA at 08:30 PST 7NOV07. An approximate 100' gash in the hull of the vessel resulted, and 58,000 gal of fuel oil (IFO 380) was released into the water. An Incident Command Post is located at Treasure Island, on-water cleanup activities have largely concluded, shoreline assessment teams continue to survey oiling conditions, and shoreline cleanup is well underway across the affected area. The Hawke’s Bay Regional Council prepares for and responds to marine oil spills in its coastal marine areas. Our Marine Oil Spill Response Team deals with these incidents. Oil spills that happen in freshwater (such as lakes, rivers, streams, and drains) are responded to by our pollution control team. Both teams can contacted on Hawke’s Bay Regional Council’s Freephone 0800 108 838. Marine oil spills are potential human-made hazards that threaten the coastal marine areas of Hawke’s Bay. They can range from small spills from recreational boats to larger, more serious oil spills from commercial vessels passing through our waters. Find out about marine oil spills and how they are dealt with in Hawke’s Bay. Marine oil spills can cause serious damage to our coastal environments and the animal and plant life living in them. Hawke’s Bay Regional Council works with other agencies to prevent and plan for marine oil spills so we can minimise the impact these incidents may have on our environment. If you spill oil anywhere in the marine environment you are responsible for:
  • cleaning up the spill
  • any costs involved in cleaning up the spill
  • immediately notifying Hawke’s Bay Regional Council's Marine Oil Spills Response Team no matter how big or small the spill is.

If you live in the San Francisco Bay Area, and you've been counting on high technology as the best hope for cleanup and recovery from the recent oil spill there, don't get your hopes up. While major oil spills happen frequently all over the world, high tech really hasn't made much of an impact on the arduous task of cleaning up thousands or millions of gallons of toxic muck from oceans, bays, rivers, and other waterways. Or, for that matter, on the task of rescuing and rehabilitating the wildlife affected by these man-made disasters. For the most part, spill response is still the province of industrial equipment and methods like skimmers, booms, absorbent materials, and even simply burning off excess oil.

Over the last several years there have been several highly publicized fuel oil spill incidents at public schools across New England. These incidents have resulted in the release of thousands of gallons of fuel oil into rivers, lakes and streams, resulting in damage to the environment, costly cleanups, and civil penalties for the affected school districts.
Given the recent incidence of oil spills at schools, EPA is sending information to all school systems in New England states, and will extend its outreach efforts to heighten awareness of oil spill and prevention requirements.
The federal Clean Water Act requires facilities that store over certain threshold amounts of oil to have spill prevention plans and adequate secondary containment at their storage tanks. States also have specific requirements pertaining to underground storage tanks.
EPA is committed to providing follow-up information that will broadly discuss environmental issues affecting schools in New England, including regulatory requirements and best practices and recommendations. To aid schools in identifying potential areas of concern at their facilities, future mailings will address issues such as: asbestos, lead-based paint, hazardous waste, indoor air quality, chemical selection and storage, radon, diesel bus exhaust and drinking water.

The challenge of managing oil spills in the United States is increasing in complexity and magnitude. Oil spills threaten millions of miles of coastline, river systems, lakes and terrestrial habitat daily, particularly where there is extensive oil drilling, refining, and transport. Serious, and potentially permanent, ecological damage is possible where chronic spills or spills of national significance occur. The goal of the U.S. Fish and Wildlife Service's Oil Spill Program is to emphasize early (contingency) planning and cooperation at the local, regional and national level in an effort to minimize the injury to fish, wildlife, and sensitive environments from oil spills.

For the next three years, the company's five huge tankers will operate under the collective gaze of a court-appointed monitor, officials from the U.S. Probation Office, the U.S. Attorney's Office in Anchorage, an independent auditor and the Coast Guard. More than a thousand tankers pass under the Golden Gate Bridge each year, along with countless container ships, recreational boats, and other vessels. Numerous oil refineries, tanks, and pipelines also line the bay. Each of these could cause an oil spill. Oil is extremely toxic to marine life even at very low concentrations. On top of this, the bay's coastal wetlands are particularly vulnerable to spills. Nevertheless, no data on oil spills in the bay are available. But data for California as a whole show that the number of spills has fluctuated since 1990. The volume of oil spilled dropped sharply in 1991, but has been fluctuating since. Findings
Unable to find annual oil-spill data specific to San Francisco Bay, NRDC researchers examined the number and severity of oil spills in California between 1990 and 1999, as reported by the U.S. Coast Guard. Since the passage in 1990 of the federal Oil Pollution Act and California's Spill Prevention and Response Act, there has been a modest drop in the number of spills 651 in 1999 compared with 688 in 1990 although the number of spills varied from year to year. Far more dramatic was the change in the volume of oil spilled: From 1990 to 1991, it dropped sharply, from 434,993 gallons to 56,531 gallons. Since 1991, the volume has fluctuated. In 1999, 77,139 gallons were spilled. Given the lack of specific information about spills in San Francisco Bay, it is difficult to draw conclusions from these statistics about oil's effects on, and dangers to, the region.
