    Abstract:
This article outlines the theoretical problematique and some empirical knowledge regarding the impacts of global environmental change on the nation state; thereby it also introduces this special issue of Global Environmental Politics . We argue that global environmental change decreases the capacity of nation states to fulfill their definitional functions without the cooperation of other states. The added stress due to environmental change also increases the demand for adaptive capacities of nation states, which further diminishes their resources to fulfill other core functions. Based on an overview of the complex interplay between global environmental change and the nation state, we focus on the various ways in which the nation state may mitigate, or adapt to, the impacts of global environmental change, including horizontal diffusionism and vertical institutionalism. In summarizing the other contributions to this special issue, we further argue that a reconsideration of key theoretical concepts such as sovereignty, agency, and multilevel governance is required in order to improve our understanding of the complexities of global environmental governance.

We invite you to the 2005 Berlin Conference on the Human Dimensions of Global Environmental Change “International Organisations and Global Environmental Governance”, to be held in Berlin on 2-3 December 2005. This conference will focus on the many organisations, agencies, programmes and secretariats at the international level that are entrusted with identifying, analysing and managing problems of global environmental change. We invite presentations of research on all types of international and transnational organisations, including United Nations agencies, intergovernmental organisations outside the UN system, regional organisations, nongovernmental transnational actors, as well as novel multi-stakeholder organisations beyond the state. The deadline for paper submissions was 31 May 2005. This conference will be the fifth event in the series of annual Berlin Conferences, which brings together every year a group of about 150-200 colleagues to present and discuss their research on the human dimensions of global environmental change.

ENVIRONMENT AND HEALTH
ESSP, WHO focus on environmental change and health hazards
We are well attuned to the negative effects global warming has on the environment, but what about the effects it has on our health? The Earth System Science Partnership, a catch-all initiative for all things environmental, has teamed up with the World Health Organization to launch the research programme Global Environmental Change and Human Health (GECHH). GECHH will create an international research network to investigate the health risks associated with global environmental change and try to develop realistic solutions.
New international network looks at climate and health from a global perspective.
ESSP itself developed out of a desire for a more united approach to global environmental change. In 2001, more than 1400 experts from over 100 countries signed the Amsterdam Declaration on Global Change. As a result, four key players in environmental sciences, DIVERSITAS, International Geosphere-Biosphere Programme, International Human Dimensions Programme on Global Environmental Change, and World Climate Research Programme, came together to establish ESSP. ESSP and WHO recently launched GECHH at a conference in Beijing, where they debated the future stages of the programme.

Implications of Global Environmental Change
Barry Smit Sustainable Agriculture Forces Influencing Sustainability Climatic Variation and Change ... Recommendations The sustainability implications of global environmental change cover many dimensions and sectors. This chapter focuses on the agricultural sector. It is not based on detailed analyses of the Great Plains; rather, it draws on general material that is related to sustainability in the Great Plains. Implications of environmental change are shown to extend beyond production impacts and are intimately related to economics and public policy. Sustainable Agriculture Definitions of sustainability are often controversial. In terms of agriculture, sustainability has many meanings (Smit and Smithers, 1993; 1994). But most definitions are fundamentally similar. Consider two representative definitions of sustainable agriculture: Agri-food systems that are economically viable, meet society's need for safe and nutritious foods, while conserving . . . natural resources and the quality of the environment for future generations. - Science Council of Canada (1992) Agricultural system that can indefinitely meet demands for food and fibre at socially acceptable economic and environmental costs. - Crosson (1992)

The "Global Environmental Change and Biodiversity" workshop will be held in Paris on 2-4 May 2005. The meeting will focus on the effects of climate change, atmospheric change, and nitrogen deposition on plant and animal diversity in terrestrial ecosystems. It will bring together researchers 1) doing experimental work at the patch scale with elevated CO2, warming, and N deposition, 2) modeling species response to climate change at regional scales using bioclimatic envelopes, 3) modeling in shifts in plant species groups at global scales (DGVM models), and 4) analyzing observational data and developing biodiversity observation networks. The goal is to develop a research agenda that contributes to exchanges of ideas between fields of research, tests of hypotheses underlying models, and reflections on the use of observational and experimental studies. This meeting differs from previous meetings on the same topic, because we will be focusing on developing ties across groups of scientists having widely varying approaches to study the effects of global change on biodiversity, with the objective of developing lasting networks within the framework of the TERACC (Terrestrial Ecosystem Responses to Atmospheric and Climatic Change), DIVERSITAS (an international program of biodiversity science), and GLP (the Global Land Project) programs.

With the support of the National Science Foundation, the Ford Foundation, and the John D. and Catherine T. MacArthur Foundation, the GEC program acted as a catalyst for the emerging interdisciplinary field of the human dimensions of global environmental change. The Committee for Research on Global Environmental Change , under the guidance of which programming unfolded, consisted of an interdisciplinary and institutionally diverse group of 10 key social and natural scientists who actively initiated germane environmental research projects. Over the years, many of the 20 scholars serving on GEC Committees went on to shape and promote contemporary environmental debates. Committee members became convening lead authors of assessments such as the “Stern Review on the Economics of Climate Change” and the UN Intergovernmental Panel on Climate Change (IPCC). In 2005, Thomas C. Schelling, a committee member, was awarded the Nobel Prize in Economics. Others have served on the Human Dimensions of Global Change Committee for the NRC’s Climate Change Science Program (CCSP), U.S. Census Bureau, NASA’s Goddard Institute for Space Studies, etc. And other committee members proceeded to pursue these interests by leading important nongovernmental organizations like the Wildlife Conservation Society.

The MIT JOINT PROGRAM ON THE SCIENCE AND POLICY OF GLOBAL CHANGE was founded in 1991 as an interdisciplinary organization that conducts research, independent policy analysis, and public communication on issues of global environmental change. It is not a degree-granting entity.
The Joint Program combines the capabilities of two pre-existing MIT research centers: the Center for Global Change Science (CGCS) and the Center for Energy and Environmental Policy Research (CEEPR) . It brings together an interactive group of faculty, staff and student researchers. Resources of the parent centers are strengthened by links to the Marine Biological Laboratory 's Ecosystems Center in Woods Hole, Massachusetts, the MIT Climate Modeling Initiative , and other MIT environmental programs.
The Program's work is focused on the integration of natural and social science aspects of the climate issue, to produce analyses relevant to ongoing national and international discussions. Cooperative efforts engage the Program with leading research institutions and non-profit organizations worldwide. Financial support is provided by an international group of

The world today is an increasingly interconnected one as a result of global changes which have intensified in recent decades. Global changes include the movement of populations, goods and services, capital, and ideas and information in ways that cross and even transcend geographical borders (known as globalisation); as well as environmental changes that are global in nature, such as climate change and desertification.
The Centre on Global Change and Health is a cross-departmental initiative that brings together staff and students from a wide range of disciplines to contribute to the School's rapidly growing body of research on globalisation, environmental change and health.

Global Change The Global Change Program focuses on the impacts of climate change on water supplies, wildlife, the environment, and human society. In the world of contemporary American politics, the dangers of climate change remain hazy and indistinct. But among scientists a consensus has formed: We must act. Although there is still much we don't know, an overwhelming majority of scientists who study the issue believe that global warming is already changing our climate, with dangerous and potentially deadly consequences for the future.
The threat of climate change cuts across all of the Pacific Institute's programs and has been a focus of our work from the beginning. The Global Change program is dedicated to studying the impacts of climate change, educating policymakers about the dangers, and creating real-world solutions to slow or reverse this threat. The Hidden Dangers of Global Warming
Many researchers have brought attention to the better-understood impacts of climate changes like rising sea levels and changes in weather patterns. The Global Change program has contributed to these efforts while also drawing attention to hidden, but critical, threats.
