From public health mapping and GIS to global health surveillance Role of GIS in public health mapping
In order to properly plan, manage and monitor any public health programme, it is vital that up-to-date, relevant information is available to decision-makers at all levels of the public health system. As every disease problem or health event requires a different response and policy decision, information must be available that reflects a realistic assessment of the situation at local, national and global levels. This must be done with best available data and taking into consideration disease transmission dynamics, demographics, availability of and accessibility to existing health and social services as well as other geographic and environmental features. Geographic information systems (GIS) provide ideal platforms for the convergence of disease-specific information and their analyses in relation to population settlements, surrounding social and health services and the natural environment. They are highly suitable for analysing epidemiological data, revealing trends and interrelationships that would be more difficult to discover in tabular format. Moreover GIS allows policy makers to easily visualize problems in relation to existing health and social services and the natural environment and so more effectively target resources.

        As mandated by the State of Texas to be the GIS coordinator for our 16-county region, our goal is to promote the interaction and cooperation of all GIS professionals within the region. Some of the ways we are accomplishing this goal is through bi-annual meetings of GIS professionals. These meetings are organized and sponsored by NCTCOG and allow other organizations, such as local governments, universities, private sector companies and software vendors a central meeting place to disseminate information. We also offer ESRI-certified training at the NCTCOG offices. NCTCOG's GIS Data Clearinghouse contains free, downloadable GIS files such as roads, hydrology, railroads, jurisdictional and political boundaries, city and county limits, and more. ArcGIS Server 9.2: Part II Business Model

In the first post on ArcGIS Server I discussed the product and technology, focusing on the new capabilities at 9.2; in this post I will address the business model which has also changed quiet considerably.
By way of introduction I will say that we spent many hours discussing how to license the Server and what to charge for it. The first conclusion we drew is that there ‘is no good well established method of charging for Server technology’. We examined models from Microsoft, IBM, Oracle and several other major enterprise technology companies. We looked at licensing by hardware, number of concurrent users, industry metrics such as total population, length of pipe, etc., and even examined the open source model. In the end we plumped for the hardware capacity model – based on sockets and cores (processor power) used to run the software – because it is well understood, easy to measure across industries, and is an outgrowth of the model we have used for several releases.
The second thing we realized is that the Server world has changed almost beyond recognition from ten years ago when we devised the original ArcSDE, ArcIMS and ArcSDE business models. Machines are now at least five times faster that they were then. This means that the price of ESRI servers has fallen fivefold in real terms. Today’s entry level servers are now powerful enough to support large workgroups and small enterprises. There is no need to go to a multi-tier, multi-server hardware solution to meet the needs of a small city, utility department or other user cluster.
