    Artificial Intelligence and cybernetics: Aren't they the same thing? Or, isn't one about computers and the other about robots? The answer to these questions is emphatically, No. Researchers in Artificial Intelligence (AI) use computer technology to build intelligent machines; they consider implementation (that is, working examples) as the most important result. Practitioners of cybernetics use models of organizations, feedback, goals, and conversation to understand the capacity and limits of any system (technological, biological, or social); they consider powerful descriptions as the most important result. The field of AI first flourished in the 1960s as the concept of universal computation [Minsky 1967], the cultural view of the brain as a computer, and the availability of digital computing machines came together to paint a future where computers were at least as smart as humans. The field of cybernetics came into being in the late 1940s when concepts of information, feedback, and regulation [Wiener 1948] were generalized from specific applications in engineering to systems in general, including systems of living organisms, abstract intelligent processes, and language.

    The following links provide general background information on the field of Cybernetics and Systems Theory , an interdisciplinary academic domain. This material was collected and is provided in the context of the Principia Cybernetica Project , but can be consulted independently of the rest of the project. Although there are relatively few research centers and even fewer educational programs devoted to the domain, a lot of activity is going on in between established departments. This is shown by the number of associations , conferences and journals active in the domain. The best way of getting acquainted with the main ideas of cybernetics and systems theory is to read a few of the classic books or papers defining the domain. Some of these books are freely available through our Principia Cybernetica library . Other, specific bibliographic references can be found in the library database of the Department of Medical Cybernetics and AI at the University of Vienna. There also exists more general reference material , including our own Web Dictionary of basic concepts.

It does not (yet) include a course plan, glossary, or extended bibliography. I was asked to write this by some teachers who received a copy of class notes I prepared for a course in "Understanding Whole Systems" sixteen years ago at the University of California at Santa Cruz.     There are many definitions of cybernetics and many individuals who have influenced Cybernetics takes as its domain the design or discovery and application of principles of regulation and communication. Cybernetics treats not things but ways of behaving. It does not ask "what is this thing?" but "what does it do?" and "what can it do?" Because numerous systems in the living, social and technological world may be understood in this way, cybernetics cuts across many traditional disciplinary boundaries. The concepts which cyberneticians develop thus form a metadisciplinary language by which we may better understand and modify our world.

    The Constantines - Hard Feelings
    Download MP3 With the folding of Three Gut Records and the emergence of a couple of side projects in Baby Eagle and Woolly Leaves , I was starting to get a little worried that The Constantines might be on the verge of calling it quits. Fortunately, that statement couldn't be farther from the truth, as they are currently in the studio wrapping up production on their latest album, and they have also announced a partnership with Canadian uber-indie label to release the album this April.
    Just to whet your appetite, they will release a brand new limited edition 7" next Tuesday (Jan. 15th) featuring the songs "Hard Feelings" and "Easy Money". Strangely, although one might assume these guys are adamantly analog (what with the Bruce Springsteen comparisons and all), this is actually the first 7" they've ever put out... so grab it while you can! If "Hard Feelings" is any indication, they are pretty much picking up right where they left off on Tournament of Hearts and I couldn't be more pleased. (Note: The songs will also be available as a digital download for those of us who live in the future.)

    Definition of Cybernetics
    Cybernetics, the theory of intercausal networks underlaying communication and organization processes in dynamical systems, forms a metatheoretical superstructure for individual subdisciplines as systems theory, communication theory, connectionism or decision analysis. Yet, applied cybernetics serves as auxiliary science for practical fields as biology, psychology, medicine and technology.
    Complemenatary to this sectoral segmentation cybernetics can be classified into several layers. The inner layer is formed by general theoretical cybernetics (K1) that finds its concretization in the investigation of the realities (K2). Among the K2 the above mentioned subdisciplines (as general systems theory, control theory, information theory or game theory) are to be counted. Practical applications of cybernetics (biological cybernetics, control systems technology, computer science etc.) fall into the external layer (K3).
    Founded by von Foerster 'Second-order cybernetics' denotes a progressive intellectual movement within cybernetics and systems thinking that reached fruition in the 1970's. The most common explanation for the movement's agenda is that it turned the principles of cybernetics upon cybernetics itself. In second-order cybernetics, the observer of a system must be described and explained as well as the system observed.

    Introduction
    Many of the concepts used within the complexity sciences derive originally from work done in the mid 20th Century on Cybernetics (Wiener), based on the earlier work on Information Theory (Shannon), and General Systems Theory (von Bertalanffy). These ideas were all attempts to quantify in a rigorous way the treatment of systems as an interdisciplinary science. In other words they were a break from the old views that specialist subjects required specialist ideas. Additionally cybernetics is concerned with the control of systems, the issues of regulation and stability that also face us in the treatment of complex systems. Most recent work on cybernetics has related to mechanical systems (e.g. robots and bionics), but these ideas have always been more general and here we shall restate their relevance to biological and social situations.
    Systems
    Systems are the lifeblood of complexity thinking and can be defined as a group of interacting parts functioning as a whole and distinguishable from its surroundings by recognizable boundaries. Systems have properties that are emergent, that are not intrinsically found within any of the component parts. They exist only at a higher level of description (e.g. an engine isn't a feature of valves, pistons, or any set of parts in isolation, they have to be suitably inter-connected).

To be honest, I would never have dared to propose such an outrageous title, but I must say that I am delighted that this title was chosen for me. Before I left California for Paris, others asked me, full of envy. "What am I going to do in Paris? What will I talk about?" When I answered "I shall talk about Ethics and Second-Order Cybernetics," almost all of them looked at me in bewilderment and asked "What is second-order cybernetics?" as if there were no questions about ethics. I am relieved when people ask me about second-order cybernetics and not about ethics, because it is so much easier to talk about second-order cybernetics than it is to talk about ethics. In fact, it is impossible to talk about ethics. But let me explain that later, and let me now say a few words about cybernetics, and, of course, about cybernetics of cybernetics, or second-order cybernetics.
