Part B Press Release For CCSP information Climate Change Research Division The Climate Change Research Division includes process research and modeling efforts to (1) improve understanding of factors affecting the Earth's radiant-energy balance; (2) predict accurately any global and regional climate change induced by increasing atmospheric concentrations of aerosols and greenhouse gases; (3) quantify sources and sinks of energy-related greenhouse gases, especially carbon dioxide; and (4) improve the scientific basis for assessing both the potential consequences of climatic changes, including the potential ecological, social, and economic implications of human-induced climatic changes caused by increases in greenhouse gases in the atmosphere and the benefits and costs of alternative response options. Research is focused on understanding the basic chemical, physical, and biological processes of the Earth's atmosphere, land, and oceans and how these processes may be affected by energy production and use, primarily the emission of carbon dioxide from fossil fuel combustion. A major part of the research is designed to provide the data that will enable an objective assessment of the potential for, and consequences of, global warming. The program is comprehensive with an emphasis on the radiation balance from the surface of the Earth to the top of the atmosphere, including the role of clouds and on improving quantitative models necessary to predict possible climate change at the global and regional levels. Filed under: Scientists tend to react badly to demands like this in part because the word "debate" is a rather poor description of the way disagreements get hashed out in science. John Ziman has a good discussion of the extent to which scientific questions are 'debatable' here (pdf) . In a lawyerly debate, it is fair game for each side to pick and choose whatever argument has the most persuasive force with the audience, jury or judge, without any obligation to consider the force of counter-arguments except insofar as they affect one's defense against the opponent. Science, in contrast, is a deliberative, cooperative, yet still competitive enterprise, where each side is duty bound to fairly consider all arguments and data that bear on the matter at hand. This is not to say that scientific disputes are necessarily dispassionate or orderly. Indeed, I've seen near-fistfights break out over things like the Snowball Earth and the interpretation of Neoproterozoic carbon isotope excursions. Bambi vs. Godzilla

    This statement is consistent with the vast weight of current scientific understanding as expressed in assessments and reports from the Intergovernmental Panel on Climate Change, the U. S. National Academy of Sciences, and the U. S. Climate Change Science Program. All these reports recognize the uncertainties in climate projections, and identify the scientific work needed to reduce those uncertainties. Although the statement has been drafted in the context of concerns in the United States, the underlying issues are inherently global in nature.
    This summary of the current state of scientific understanding is based on the peer-reviewed scientific literature.     Chemistry of the Greenhouse Effect
    The two gases contributing most significantly to the natural greenhouse warming of the earth are water vapor and carbon dioxide.  Methane, nitrous oxide, ozone and sulfur hexafluoride are also greenhouse gases but make a smaller contribution to the greenhouse effect because their concentrations are so low.  Since the beginning of the Industrial Revolution, human activities have caused an increase in several greenhouse gases, most notably carbon dioxide, a trend most scientists believe is causing anthropogenic greenhouse warming. Over the past two centuries the concentration of carbon dioxide in our atmosphere has increased about 30 percent, from a pre-industrial level of about 270 parts per million to a current level of 380 parts per million.  Carbon dioxide concentrations in the atmosphere are already higher today than at any time in the past 150,000 years. And if the consumption of fossil fuels such as coal and oil continues into the next century at projected rates, the carbon dioxide concentrations in the atmosphere would reach the 600-700 parts per million range by 2100.
