Air Dispersion Modeling
The Indiana Department of Environmental Management's Office of Air Quality (IDEM OAQ) requires air dispersion modeling to be conducted to demonstrate that a source will not cause or significantly contribute to the violation of air quality standards. Modeling also must comply with the Prevention of Significant Deterioration (PSD) increments, or toxic thresholds. IDEM follows all air quality modeling procedures set forth in the U.S. Environmental Protection Agency (EPA) Guideline on Air Quality Models for PSD, nonattainment New Source Review (NSR), and State Implimentation Plan (SIP) revisions.

Air dispersion modeling is used for two major reasons. 1. Modeling can predict pollutant concentration estimates at most locations where there are no air monitors. 2. Models can predict the potential impact of new sources before they are built as well as how new pollution control devices will affect the outcome of the pollutant.

Users of the U.S. EPA BPIP PRIME model have noticed occasional results, which are different from previous versions (BPIPPRM - Dated 04274). The reason for such discrepancy is that the new version has two bug corrections. Previously, BPIP-PRIME had two faulty assignments described in the Model Change Bulletin. The monitoring of industrial emissions to the atmosphere is changing rapidly in response to increased demands from regulators. Hardware, software and application techniques have all evolved. Keeping current with developments is a continual challenge. Research continues to show that airborne contaminants can be carried hundreds of miles from its source and can cause health and environmental problems on a regional or even global scale. In humans, airborne contaminants can cause burning eyes, irritated throats, difficulty with breathing, long-term damage to the respiratory and reproductive systems, cancer, and, in the most severe cases, death. Trees, lakes, crops, buildings, and statues can be damaged by air pollution. In the USA, the Clean Air Act of 1970 (amended in 1990), administered by the U.S. Environmental Protection Agency (EPA) sets and enforces air pollutant limits on sources such as power plants and industrial facilities to help protect against harmful health and environmental effects. Although the Clean Air Act is a Federal law, state and local agencies are responsible for implementing many of its requirements. Other countries with air pollution problems have put into place similar laws, directives, and initiates.

The transport and dispersion of air pollutants in the air are influenced by many complex factors. Weather patterns and topographical conditions affect the way that pollutants are transported and dispersed in the air. The primary factors affecting transport and dispersion of pollutants are wind and stability. The winds are caused by differences in pressure between areas of the atmosphere. Air dispersion modeling can be used to evaluate the movement of odor from a source and determine the extent and frequency of odor impacts on a surrounding community. Models are often used to evaluate the potential for odor impacts from proposed facilities as part of the siting process or to compare different mitigation efforts in order to determine the best odor mitigation solution for existing facilities. Using modeling, many scenarios can be considered at low cost, and the modeling effort may save a facility the expense of constructing an inappropriately sited or designed facility and the hardship associated with public opposition.
The model that is typically used for this work is the EPA recommended ISCST3 model. This model takes local topographical and meteorological data into account and combines this information with emissions concentrations, site layout, operational parameters, and source dimensions to determine the movement of odors from the site. Air Dispersion Modeling Air dispersion modeling is used to predict off-property concentrations resulting from emissions of air pollution. Equations and algorithms representing atmospheric processes are incorporated into various computer models, which enable the modeler to enter pertinent data, such as emission rates and distance parameters. The model calculates atmospheric concentrations of a pollutant at specific points, or receptors, near the source(s) being evaluated. Most state environmental agencies require some degree of modeling analysis as part of the air permit application process. It is important to determine the level of air pollution concentrations from an emissions source in order to evaluate the effect those emissions will have on the air quality in the vicinity of the source. Agency staff use modeling results to determine whether a facility is operating or will operate in compliance with state and federal standards, and whether its operation may result in negative health effects on persons living or working in the area. Type of Modeling
Modeling generally falls into two categories: preliminary, or screen, modeling, and refined modeling. Preliminary modeling is used to determine whether refined modeling is necessary. Refined modeling requires more detailed input data and produces more accurate concentration estimates than preliminary modeling. EPA’s American Meteorological Society/Environmental Protection Agency Regulatory Model Improvement Committee model "AERMOD" is the primary model used for refined modeling. Several software companies offer packages that incorporate the AERMOD model and graphics to make the model easier to use.
