HERBERT SPENCER'S ADVICE TO JAPAN
FAIRFIELD, PEWSEY, WILTS,
Aug. 26, 1892. MY DEAR SIR,Your proposal to send translations of my two letters to Count Ito, the newly-appointed Prime Minister, is quite satisfactory. I very willingly give my assent. Respecting the further questions you ask, let me, in the first place, answer generally that the Japanese policy should, I think, be that of keeping Americans and Europeans as much as possible at arm's length . In presence of the more powerful races your position is one of chronic danger, and you should take every precaution to give as little foothold as possible to foreigners. [1. These letters have not as yet been made public.] It seems to me that the only forms of intercourse which you may with advantage permit are chose which are indispensable for the exchange of commoditiesimportation and exportation of physical and mental products. No further privileges should be allowed to people of other races, and especially to people of the more powerful races, than is absolutely needful for the achievement of these ends. Apparently you are proposing by revision of the treaty with the Powers of Europe and America "to open the whole Empire to foreigners and foreign capital." I regret this as a fatal policy. If you wish to see what is likely to happen, study the history of India. Once let one of the more powerful races gain a point d'appui and there will inevitably in course of time grow up an aggressive policy which will lead to collisions with the Japanese; these collisions will be represented as attacks by the Japanese which must be avenged, as the case may be; a portion of territory will be seized and required to be made over as a foreign settlement; and from this there will grow eventually subjugation of the entire Japanese Empire. I believe that you will have great difficulty in avoiding this fate in any case, but you will make the process easy if you allow of any privileges to foreigners beyond those which I have indicated.

Jonah Goldberg writes: The Corner on National Review Online : WANTED: HERBERT SPENCER EXPERT [Jonah Goldberg]I'm working on a chapter of the book which requires me to read a lot about and by Herbert Spencer. There's simply no way I can read all of it, nor do I really need to. But if there are any real experts on Spencer out there regardless of ideological affiliation I'd love to ask you a few questions in case I'm missing something. Ummm... Jonah, perhaps you should consider writing a book about stuff you know, rather than about stuff you don't know? I mean, shouldn't books that require that the author have read a lot about and by Herbert Spencerand thought about itbe written by people... who have read a lot about and by Herbert Spencer, and thought about it?

Acton, Lord
Acton was against "programmes of reaction" and thought that there could be great reliance on those institutions that came about as the result of slow evolution. That, ultimately, what was to be trusted were those "changes arising from special historical situations rather than from the minds of presumptuous men."

Bastiat, Frédéric
Bastiat was of the view that those who subscribe to socialism subscribe to putting in place mechanisms, a philanthropic tyranny, which would but force the human race (a futile effort) to behave as the social engineers think the human race ought to behave as opposed to how it behaves by nature.
Bentham, Jeremy
In Bentham's writings, politicians, beginning with those of the early 19th century, found legitimization in their most favoured activity: the business of making laws; and, they have been doing it in great quantities ever since. Bentham the business Bentham figured that laws should be socially useful and not merely reflect the status quo; he thought it to be a "sacred truth" that "the greatest happiness of the greatest number is the foundation of morals and legislation."

Posture and Body Positioning The Handshake Kevin Andrew Over the many centuries of human existence, many social customs have emerged out of both necessity and leisure. The handshake is one custom that encompasses both of those origins. The handshake may appear little more than a formality to some, but to others it is a complete view into the personality of the person on the other end of the handshake. The handshake has also created nations and bought homesteads. However, in all cases it still requires two people to be executed correctly, thus causing an interaction to take place, which gives me the right, as a student of sociology, to investigate the handshake from a sociological perspective.
This section of the web page is devoted to analyzing the handshake and its relation to the business world. This page will consist of three major parts: the origin of the handshake, the various meanings of the handshake, and a Goffmanesque approach to the handshake.
The Origin of the Handshake
The actual beginning of the handshake is as difficult to specifically determine as most events that happened before written history. However, there are many accounts that provide both comedy and insight. One origin offered by Herbert Spencer, in his book THE PRINCIPLES OF SOCIOLOGY, is that of two Arabs meting in a desert. They each reach for the others hand to kiss it in greeting. However, it is an insult to have your hand kissed by another individual, so both men try to withdraw from the lips of the other man. The end result of this meeting is the acceptance by both men that they wouldnt kiss the others hand, and thus they ended up only clasping the hand of the other, and the handshake was born. The mutual acceptance by the two men that the hands wouldnt be kissed shows the equality between the two individuals; however, that aspect will be discussed a little further down the page.

Jennings began his career, after graduating from high school in his home town of Tonica, Illinois, as a teacher in typical one-room country schools. His interests were at first mainly in the humanities, and these interests prevailed even after a year (1889) as Assistant Professor of Botany and Horticulture in the Texas Agricultural and Mechanical college, a position to which he was called by a former teacher. Not until he came under Reighard's influence at Michigan during his undergraduate years (1890-93) did he finally decide upon a career in Biology.
Returning to America, he rapidly rose to eminence. After two years in temporary posts, he went to michigan (Instructor, 1899-1901; Assistant Professor, 1901-03) where he continued his study of behavior, directed the Survey of the Great Lakes, and was coauthor with reighard of the well-known "Anatomy of the Cat." When the first edition of "American Men of Science^ appeared, he was among the starred Zoologists. In 1903 he went to the university or pennsylvania and three years later brooks brought him to johns hopkins. He succeeded brooks in 1910 as henry walters professor or zoology and Director of the Zoological Laboratory, a position he held with distinction until his retirement in 1938. He then migrated to Los Angeles as Visiting Professor and Research Associate at the university or california where he remained until his death.

Social Darwinism and American Laissez-faire Capitalism British philosopher Herbert Spencer went a step beyond Darwin's theory of evolution and applied it to the development of human society. In the late 1800s, many Americans enthusiastically embraced Spencer's "Social Darwinism" to justify laissez-faire, or unrestricted, capitalism. In 1859, Charles Darwin published Origin of Species , which explained his theory of animal and plant evolution based on "natural selection." Soon afterward, philosophers, sociologists, and others began to adopt the idea that human society had also evolved. The British philosopher Herbert Spencer wrote about these ideas even before Darwin's book was published. He became the most influential philosopher in applying Darwin's ideas to social evolution. Born in 1820, Herbert Spencer taught himself about the natural sciences. For a brief time, he worked as a railroad surveyor and then as a magazine writer. Spencer never married, tended to worry a lot about his health, and preferred work to life's enjoyments. In 1851, he published his first book. He argued for

The following article appeared in the August 1999 issue of Liberty The author of The Man Versus the State transcended simple-minded anti-statism to achieve the first major statement of dialectical libertarianism. THE FIRST LIBERTARIAN* (*Actually, the first "dialectical" libertarian!) By Chris Matthew Sciabarra In his short review of The Political Philosophy of Herbert Spencer , Timothy Virkkala (May 1999) praises Tim S. Gray's discussion of the great classical liberal's methodology as a synthesis of "individualist" and "holist" approaches to social theory. But Virkkala remarks This methodI'm tempted to call it "dialectical," but Spencer's prose and position seem so far from Hegel's that the term is almost indecentconfuses many readers. But it is surely his strength. Gray is one of the few Spencer scholars to see this method as fundamental, and to present sophisticated analyses of Spencer's syntheses It is unfortunate that Virkkala refuses to give into his temptation, because crucially significant aspects of Herbert Spencer's work are, indeed, dialectical. Some will say: "Ah, there goes Sciabarra. He thinks

A review of the life, history and work of Herbert Spencer. Written in 2006; 1,350 words; 6 sources; Paper Summary: This paper discusses how Herbert Spencer has been described by some as an individualist and a liberalist. His work does touch on many interesting, if not controversial, subjects over the course of his career. For a time, Spencer's theories experienced great popularity. Even in his lifetime, however, Spencer's works were marginalized and he found his theories being dismissed. From the Paper: " According to Holmes (1994) Spencer was "a gifted amateur" (p. 1). He never received the formal education that Darwin and Huxley received; however, he learned much from his uncle, Thomas Spencer, and from experience (Holmes, 1994, p. 1). From this background, Herbert Spencer advanced several theories on biological and social evolution and various political theories. These theories include social evolution and eugenics in his own form of liberal sociology. " Keywords: spencer laissez faire sociology

First Principles
by Herbert Spencer
Part I The Unknowable Chapter 1 Religion and Science §2. Early traditions represent rulers as gods or demigods. By their subjects, primitive kings were regarded as superhuman in origin and superhuman in power. They possessed divine titles, received obeisances like those made before the altars of deities, and were in some cases actually worshipped. Of course along with the implied beliefs there existed a belief in the unlimited power of the ruler over his subjects, extending even to the taking of their lives at will; as until recently in Fiji, where a victim stood unbound to be killed at the word of his chief himself declaring, "whatever the king says must be done." In other times and among other races, we find these beliefs a little modified. The monarch, instead of being thought god or demigod, is conceived to be a man having divine authority, with perhaps more or less of divine nature. He retains, however, titles expressing his heavenly descent or relationships, and is still saluted in forms and words as humble as those addressed to the Deity. While in some places the lives and properties of his people, if not so completely at his mercy, are still in theory supposed to be his. Later in the progress of civilization, as during the middle ages in Europe, the current opinions respecting the relationship of rulers and ruled are further changed. For the theory of divine origin there is substituted that of divine right. No longer god or demigod, or even god-descended, the king is now regarded simply as God's vicegerent. The obeisances made to him are not so extreme in their humility; and his sacred titles lose much of their meaning. Moreover his authority ceases to be unlimited. Subjects deny his right to dispose at will of their lives and properties, and yield allegiance only in the shape of obedience to his commands.
