    David Ricardo and Karl Marx. Locke also believed that governments should not regulate interest rates. In a pamphlet titled Considerations of the Consequences of the Lowering of Interest, Locke opposed a bill before Parliament to lower the maximum legal interest rate from 6 percent to 4 percent. Because interest was a price, and because all prices are determined by the laws of nature, he reasoned, ceilings on interest rates would be counterproductive. People would evade the ceiling, and the costs of evasion would drive interest rates even higher than they would have been without the ceiling, he wrote. Locke's reasoning on the subject, sophisticated for his era, has stood the test of time: economists make the same objection to controls on interest rates today. (See Interest, PriceControls. Locke also sketched out a quantity theory of money, which held that the value of money was inversely related to the quantity of money in circulation. Locke erroneously believed that a country was in danger of falling into depression if its gold inflows from trade fell relative to those of its trade partners. What he did not realize, and what went unrealized until David Hume pointed it out, was that gold flows cannot get out of line with trade flows. If "too little" gold came into Britain relative to gold inflows to other countries, for example (Locke assumed that the supply of gold would grow relative to the volume of trade), then British goods would become cheap relative to other countries' goods, causing more gold to flow to England from other countries.

    Biography
    John Locke John Locke was born on August 29, 1632, in Warington, a village in Somerset, England. In 1646 he went to Westminster school, and in 1652 to Christ Church in Oxford. In 1659 he was elected to a senior studentship, and tutored at the college for a number of years. Still, contrary to the curriculum, he complained that he would rather be studying Descartes than Aristotle. In 1666 he declined an offer of preferment, although he thought at one time of taking up clerical work. In 1668 he was elected a fellow of the Royal Society, and in 1674 he finally graduated as a bachelor of medicine. In 1675 he was appointed to a medical studentship at the college. He owned a home in Oxford until 1684, until his studentship was taken from him by royal mandate. Locke's mentor was Robert Boyle, the leader of the Oxford scientific group. Boyle's mechanical philosophy saw the world as reducible to matter in motion. Locke learned about atomism and took the terms "primary and secondary qualities" from Boyle. Both Boyle and Locke, along with Newton, were members of the English Royal Society. Locke became friends with Newton in 1688 after he had studied Newton's Principia Mathematica Philosophiae Naturalis . It was Locke's work with the Oxford scientists that gave him a critical perspective when reading Descartes. Locke admired Descartes as an alternative to the Aristotelianism dominant at Oxford. Nearly twenty years in preparation Locke began working on The Essay in 1670 following a series of philosophical discussion during which he and his friends decided that “it was necessary to examine our own abilities, and see what objects our understandings were, or were not, fitted to deal with.” The Essay is an attempt to establish what it is and isn’t possible for us to know and understand. “My purpose” Locke says, is “to enquire into the origin, certainty, and extent of human knowledge; together, with the grounds and degrees of belief, opinion, and assent.” The aim thus is not to achieve certainty, but to understand how much weight we can assign to different types of knowledge.
