MR. WATTENBERG: Hello, I'm Ben Wattenberg. This week, on the 100th anniversary of his birth, Think Tank looks at the life and ideas of arguably one of the most influential thinkers of the 20th Century, Friedrich Hayek. We are joined today by Karen Vaughn, professor of economics at George Mason University, and author of Austrian Economics in America: The Migration of a Tradition; Ronald Hamowy, research fellow at the Independent Institute, and Emeritus professor of history at the University of Alberta; Dean Baker, a senior research fellow at both the Preamble Center and the Century Foundation; and recently Think Tank traveled to San Francisco to discuss Hayek and his legacy with Nobel laureate Milton Friedman at his home by the bay.
MR. FRIEDMAN: There is no figure who had more of an influence, no person had more of an influence on the intellectuals behind the Iron Curtain than Friedrich Hayek. His books were translated and published by the underground and black market editions, read widely,and undoubtedly influenced the climate of opinion that ultimately brought about the collapse of the Soviet Union.

Re: A Guest Lecture on Inflation I recently ran across this essay by the late Friedrich Hayek in a little book of essays on The Austrian Theory of the Trade Cycle and Other Essays published by the von Mises Institute Can We Still Avoid Inflation? Friedrich A. Hayek This essay was originally given as a lecture before the Trustees and guests of the Foundation for Economic Education at Tarrytown, New York on May 18, 1970, and was first published in the first edition of this book (1978). In the elementary textbook accounts, and probably also in the public mind generally, only one harmful effect of inflation is seriously considered, that on the relations between debtors and creditors. Of course, an unforeseen depreciation of the value of money harms creditors and benefits debtors This is important but by no means the most important effect of inflation. And since it is the creditors who are harmed and the debtors who benefit, most people do not particularly mind, at least until they realize that in modern society the most important and numerous class of creditors are the wage and salary earners and the small savers, and the representative groups of debtors who profit in the first instance are the enterprises and credit institutions. But I do not want to dwell too long on this most familiar effect of inflation which is also the one which most readily corrects itself. Twenty years ago I still had some difficulty to make my students believe that if an annual rate of price increase of five per cent were generally expected, we would have rates of interest of 9-10 per cent or more. There still seem to be a few people who have not yet understood that rates of this sort are bound to last so long as inflation continues. Yet, so long as this is the case, and the creditors understand that only part of their gross return is net return, at least short term lenders have comparatively little ground for complaint even though long term creditors, such as the owners of government loans and other debentures, are partly expropriated.

    Economists - Friedrich August von Hayek (1899-1992)
    Hayek was born in Vienna and from 1927 until 1931 was Director of the Austrian Institute for Economic Research. However, he was then drawn to the English-speaking academic world initially at the London School of Economics, but then at the University of Chicago from 1950 until 1962. Here the Monetarist connection becomes clear, as the Chicago School of Monetarists at Chicago University was where Friedman was based.     Austrian economist and author of Road to Serfdom Myrdal , for his analysis of the interdependence of economic, social, and institutional phenomena. Hayek later gained a reputation as a leading critic of Keynesianism and an advocate of free banking as the answer to the scourge of inflation. He was born in Vienna, the capital of the Austro-Hungarian Empire, into an academic family. After serving in the army in World War I, he returned to Vienna and entered the Law Faculty of the University of Vienna, taking his doctorate of law in 1921. Two years later, he obtained a second doctorate in economics. There followed a brief visit to the USA, attending courses at Columbia University. Returning to Vienna in 1924, he became the director of the Austrian Institute for Business Cycle Research. Shortly afterwards, he gave some lectures at the London School of Economics (LSE). Published under the title Prices and Production (1931), these lectures made a considerable stir and led to a professorship at LSE, which lasted 18 years.

Hayek, who died on March 23, 1992, at the age of 92, was probably the most prodigious classical liberal scholar of the 20th century. Though his 1974 Nobel prize was in Economic Science, his scholarly endeavors extended well beyond economics. He published 130 articles and 25 books ranging from technical economics to theoretical psychology, from political philosophy to legal anthropology, and from the philosophy of science to the history of ideas. Hayek was no mere dabbler; he was an accomplished scholar in each of these fields of inquiry. He made major contributions to our understanding in at least three different areas-government intervention, economic calculation under socialism, and development of the social structure. It is unlikely that we will see the likes of such a wide-ranging scholar of the human sciences again.

    The Pretence of Knowledge
    The particular occasion of this lecture, combined with the chief practical problem which economists have to face today, have made the choice of its topic almost inevitable. On the one hand the still recent establishment of the Nobel Memorial Prize in Economic Science marks a significant step in the process by which, in the opinion of the general public, economics has been conceded some of the dignity and prestige of the physical sciences. On the other hand, the economists are at this moment called upon to say how to extricate the free world from the serious threat of accelerating inflation which, it must be admitted, has been brought about by policies which the majority of economists recommended and even urged governments to pursue. We have indeed at the moment little cause for pride: as a profession we have made a mess of things. It seems to me that this failure of the economists to guide policy more successfully is closely connected with their propensity to imitate as closely as possible the procedures of the brilliantly successful physical sciences - an attempt which in our field may lead to outright error. It is an approach which has come to be described as the "scientistic" attitude - an attitude which, as I defined it some thirty years ago, "is decidedly unscientific in the true sense of the word, since it involves a mechanical and uncritical application of habits of thought to fields different from those in which they have been formed."
