    Canadian Public Administration Journal
Canadian Public Administration Administration publique du Canada is IPAC's refereed scholarly publication. Published quarterly, it examines the structures, processes, outputs and outcomes of public management and public policy. It covers executive, legislative, judicial and quasi-judicial functions at all three levels of Canadian government. The CPA focuses primarily on Canadian issues, but its articles often compare Canadian institutions and public sector management concerns with those in other countries. Similarly, its articles occasionally examine matters in foreign states or in international organizations that are of particular relevance to the public administration community in Canada.
The CPA is mailed to all members of IPAC.
IPAC is grateful to the Social Sciences and Humanities Research Council of Canada for its financial support of this Journal. IPAC also happily acknowledges the Government of Canada's Publications Assistance Program (PAP) which supports the mailing of the CPA.

Former Academic Vice President Ken Wilson Dies Kenneth G. Wilson, a widely quoted expert on the English language and a longtime faculty member and administrator at UConn, died March 11 at his home in Mansfield. He was 79. Wilson came to UConn in 1951 as an English instructor. He was named head of the English department in 1965, dean of the College of Liberal Arts and Sciences in 1966, and vice president for academic programs in 1970. Many of his contemporaries credit Wilson with starting the process of making UConn a nationally respected university. He returned to teaching in 1981, and retired in 1989. Ken Wilson, center, who died last week at 79, is shown with English department colleagues Milton Stern, left, and Sam Pickering in 1986.
Photo by Dean Batchelder Wilson received acclaim with the 1987 publication of his book , which was conceived when Wilson returned to the classroom and was shocked by the language, often crude or vulgar, that students of the 1980s used casually. In 1993, he published the widely respected Columbia Guide to Standard American English "Ken had a wonderfully direct manner, and a very salty, wonderful kind of humor," says John J. Gatta Jr., a colleague of Wilson's and currently interim head of the English department. "The

Our mission is to understand the molecular evolution of genes and introns within the mitochondria of higher plants, in order to advance the fields of plant genetics, biosystematics, and biochemistry. Within the area of plant genetics we are interested in motility of group II introns and the mechanism underlying these events. We are interested in structural rearrangements of the mtDNA due to events such as transposition and crossing over. We are interested in other events that modify the flow of information from the gene to the protein including splicing and editing. Since studies on mitochondria are limited because genetic mutants are not available, we are interested in mechanisms of altering the function of mitochondrial genes such as mutation or genetic engineering. The production of genetic mutants for investigation is important in the overall understanding of mitochondria. Within the area of plant systematics we are interested in the phylogenetic distribution of mitochondrial introns and their structural variants. We are also interested in the evolution of portions of the introns.

LEONG, LAUREL L. Y.*, KENNETH G. WILSON, AND NANCY L. SMITH-HUERTA. Department of Botany, Miami University, Oxford, OH 45056. - A gene expression comparison of wild-type sepals and petals of Clarkia tembloriensis (Onagraceae) and the sepaloid petals of the crinkled petal mutant.
In many species of flowering plants, the floral meristem produces four distinct whorls of organs, each bearing certain characteristics specific only to that whorl. The typical flower will produce sepals, petals, stamens, and carpels in that order in position. Clarkia tembloriensis (Onagraceae) is an example of a plant whose wild-type phenotype follows the typical pattern of floral organ development. However, the crinkled petal mutant of C. tembloriensis is a homeotic mutant which produces abnormal hybrid organs in the second (petal) whorl. These abnormal organs bear anatomical and morphological characteristics of both sepals and petals. This study looks at the genetic basis for the phenotype of the sepaloid "crinkled petals" by using mRNA expression comparisons and probes from homologous genes in other species with sepaloid petals. Studies of crinkled petal and other similar mutants may give us insight into the development of organisms whose floral organ patterning can not yet be explained by current models.
