Introduction
The members of the Board are expected to be available for approximately two weeks each year for meetings of the Board and Panel of External Auditors of the United Nations, the specialized agencies and the International Atomic Energy Agency. In addition, each member has to be available for whatever consultations are necessary throughout the year with the United Nations Administration, the Advisory Committee on Administrative and Budgetary Questions and other governing bodies.

In 50th Anniversary Tribute, Assembly Speakers Hail UNICEF Role In Bettering Lives of Millions, Urge Support to Meet Challenges Ahead Since 1946, the United Nations Children's Fund (UNICEF) had been on the humanitarian frontline for children and its work had saved millions of children's lives; it was the symbol of the United Nations as a whole and had come to be seen as the pre-eminent international advocate on behalf of the world's children, the General Assembly was told today at a commemorative meeting to mark UNICEF's fiftieth anniversary. Paying tribute to the work of UNICEF since its creation in 1946, Secretary-General Boutros Boutros-Ghali said today it remained on the frontline of conflicts that were more numerous and complex than ever before. The President of the Assembly, Razali Ismail (Malaysia), said UNICEF had done well, but it was challenged in a world of diminishing resources and the drying-up of humanitarian impulses. The involvement of children in conflict situations and child labour, in addition to the physical, mental and sexual abuse of children, were violations of universal values. As the host country to UNICEF, the representative of the United States described it as "the symbol of the United Nations", adding that "that bright image was the result of the dedication, vision and tireless efforts of the leadership and staff of UNICEF, past and present". Slavery: the modern reality
Slavery was the first human rights issue to arouse wide international concern. Yet, in the face of universal condemnation, slavery-like practices remain a grave and persistent problem in the closing years of the twentieth century.
The word "slavery" today covers a variety of human rights violations. In addition to traditional slavery and the slave trade, these abuses include the sale of children, child prostitution, child pornography, the exploitation of child labour, the sexual mutilation of female children, the use of children in armed conflicts, debt bondage, the traffic in persons and in the sale of human organs, the exploitation of prostitution, and certain practices under apartheid and colonial régimes.

The United States is providing historic amounts of humanitarian aid to the Afghan people to help them prepare for the opening of school, and to recover from years of civil war, decades of drought and the effects of terrorist rule. The Taliban have left the Afghan people without even the most basic infrastructure and health, education, and medical services. President Bush has a comprehensive and compassionate program to bring a brighter future of freedom, hope and opportunity to Afghan families. While humanitarian relief efforts continue to meet immediate needs, reconstruction activities have begun as well. The government has pledged nearly $300 million in this fiscal year alone to help Afghans with relief and reconstruction in the following areas: Education: In helping the Afghan people rebuild their country, President Bush has placed a central focus on education. When school opened in March 2002, Afghan children began the year with new textbooks, supplies and uniforms.

Established by the United Nations General Assembly on December 11, 1946 and originally known as the United Nations International Children's Emergency Fund (UNICEF), the UN Children's Fund has employed three approaches in discharging its mandate.
For the postwar period 1946 to 1950, the "emergency needs approach" meant swift action to meet the food, clothing, and health needs of children, particularly in Europe. At an expenditure of $112,000,000, UNICEF distributed various articles of clothing to five million children in twelve countries, vaccinated eight million against tuberculosis, rebuilt milk processing and distribution facilities, and, at the climax of its effort in Europe, provided a daily supplementary meal to millions of children.

The UN Children's Fund (UNICEF) will proceed with carrying out specialized programs in Russia, UNICEF Regional Director Philip O'Brien and UNICEF Representative in Russia Rosemary McCreery told a news conference Thursday. They also spoke about the results of the visit to Russia by the UNICEF delegation headed by Executive Director Carol Bellamy.
The delegation members visited the Kabardino-Balkarian republic (North Caucasus) and three refugees' camps in Ingushetia, acquainted themselves with children's conditions of life, discussed these problems with Viktor Kazantsev, Plenipotentiary Envoy of the President in the South Federal District. The UNICEF representatives noted positive shifts in the school system development; however the number of schools is still not sufficient and the children's conditions of life are not good, people living in overcrowded houses.
In the future the UNICEF intends to give more consideration to mentally handicapped, homeless, HIV-infected children and invalids.
