October 13, 1998
Web posted at: 7:14 a.m. EDT (1114 GMT) STOCKHOLM, Sweden (CNN) Three scientists working at universities in the United States on Tuesday won the Nobel Prize in Physics for their discoveries of how sub-atomic particles can behave like a fluid. Their work shows that electrons acting together in strong magnetic fields can form new types of particles, the Royal Swedish Academy of Sciences said. The $978,000 prize will be divided equally among the three:
  • Robert C. Laughlin of the United States (Stanford University in California)
  • German-born Horst L. Stoermer (Columbia University in New York)
  • Daniel C. Tsui, a China-born U.S. citizen (Princeton University in New Jersey)

An Open Letter to President Khatami
    By Leila Ahmed
January 1, 2000 Dear President Khatami, In light of your invitation for a dialogue among civilizations, a dialogue informed by a spirit of good will and mutual respect between the People of the United States and the People of Iran, we would like to express our deep appreciation for the academic, intellectual, scientific, and literary achievements of the Iranian people, both inside Iran and at universities, corporations, and institutions in the United States. As university presidents, professors, and educators, we recognize and celebrate the depth of the historic bonds of friendship between our peoples, bonds formed out of the Iranian and American peoples' passion for the advancement of knowledge, dedication to the service of humankind, and devotion to the celebration of the divine gift of life. The deeper principles that have made education central to the development and progress of our nations reflect the genius and generosity of our peoples. Such qualities of the mind and the heart are not only evident in the classics of our civilizations, but they are also indicative of the creative potential and promise of all of our students. Although our mission is far from complete, the university is where we seek to translate our ideals into conduct and practices that reflect our noblest aspirations and intentions. We strive to create a learning environment where students can benefit from the wealth of ideas, resources, challenges, and opportunities generated by our civilization, as well as other great civilizations. All our students, including young men and women of Iranian origin, are encouraged to explore, express, and exchange ideas about themselves and the world without fear of discrimination, retaliation, or persecution based on their racial and ethnic origins, political or religious beliefs, economic status, sexual orientation, or physical limitations. Our success as a civilization depends on our ability to protect and promote the welfare of students and faculty in the classrooms, laboratories, dormitories, and playing fields of the university.

    Photographs (back to top)
This year we have been working with AIP Member Societies to expand the Emilio Segrè Visual Archives. Most recently, we completed a project to acquire copies of nearly 200 important photos from the collection of the American Geophysical Union . These are portraits of AGU award winners that were not previously represented in the Visual Archives. We also made preservation photographic negatives to assure long-term persistence of the images. Earlier this year we acquired an even larger photo collection from the American Vacuum Society , of members at meetings and on other occasions. This collection will be processed in a similar manner. Donations from scientists, their families and colleagues are what make the Emilio Segrè Visual Archives uniquely useful. We regularly request portraits from scientists identified as significant by prizes or our surveys, and nearly all respond generously. Photos also come from historians and others. We warmly thank the following people and organizations from whom we’ve received photos during the last year: Ian Barbour Eva Bergmann D. Allan Bromley

Boards accept report of Joint Task Force, direct continued work
At their respective meetings in October, the SPIE and OSA Boards considered the report and recommendations of the OSA/SPIE Joint Task Force (JTF) examining an increased cooperative relationship between the two societies. The main recommendation in the 76-page report (plus about 80 pages of appendices and subcommittee reports) is that "The OSA and SPIE combine to form a new society that incorporates the current societies, including their assets, liabilities, and current operational structures, into a new, unified international society." A joint letter from Roland Jacobsson, SPIE 1998 President, and Gary Bjorklund, OSA 1998 President (available on the web at www.spie.org/info/jtf)

Robert Laughlin Awarded 1998 Nobel Prize in Physics Robert B. Laughlin The work for which the prize was awarded is for the discovery of a new form of "quantum fluid" that represents "yet another breakthrough in our understanding of quantum physics and to the development of new theoretical concepts of significance in many branches of modern physics." Bob published the seminal theoretical work for this prize in a pair of papers (Phys. Rev. Lett. , 1395 (1983) and Phys. Rev. B , 3383 (1983)) in which he explained a phenomenon discovered by Stoermer and Tsui the year before. At the center of Bob's explanation is "a new state of matter, a quantum fluid the elementary excitations of which...are fractionally charged". It is a state in which the electrons, each carrying an indivisible unit of electric charge, can act together in such a way as to appear like a single particle with a fractional charge. The importance of Bob's work was recognized almost immediately. He received the E. O. Lawrence Award in 1984 from DOE and the Oliver E. Buckley Prize from the American Physical Society in 1986 and now he has received the most prestigious prize in all science.

"In this case," said Störmer, "the amazing thing is that, by electrons cooperating with one another and not disintegrating, you get something smaller than the initial object." The Nobel committee cited the trio's work for leading to "the development of new theoretical concepts of significance in many branches of modern physics." Störmer, Laughlin and Tsui will share the $978,000 prize. "I'm just numb," said Störmer, speaking of the Royal Swedish Academy's decision to award him the most coveted honor in science. His telephone started ringing at about 6:00 a.m. on the day the physics Nobel was announced, waking him and his wife. "We finally had to take it off the hook," he said. Quantum physics breakthrough wins Nobel Prize
13 October 1998 Three researchers have won the 1998 Nobel prize for physics for their discovery that electrons acting together in strong magnetic fields can form new types of particles, with charges that are fractions of electron charges. The effect has increased our understanding of quantum physics. According to Laughlin, electrons trapped in a strong magnetic field condense into a exotic new collective state, a quantum fluid, similar to the way in which collective states form in superfluid helium. A quantum of magnetic flux and an electron exist as a quasiparticle that carries the electric current. In Laughlin's theory, the denominator is always odd, so quasiparticles can carry one-third, one-fifth, one-seventh - of the charge on an electron. Laughlin said that he heard he had won in a pre-dawn telephone call from Stockholm. "I went completely bananas and then after I got over the shock I brewed a cup of coffee, " he told NBC television. "I am hoping to use this as a soapbox to tell people how really fantastic nature is and to drive home the idea that there are new things in the world all over the place if you only have eyes to see them." he said.
