This entry was sparked by a sentence in an excellent New Yorker piece by Thomas A. Bass called "The Spy Who Loved Us" (unfortunately not online, but you can get a summary here ). It's about Pham Xuan An, who served simultaneously as a Time correspondent in Saigon and a high-ranking North Vietnamese spy, and the sentence in question is this: "Dominating the far end of the room is an altar covered with flowers, bowls of fruit, and four hand-tinted photographs of Mai Chi Tho's parents and his two famous brothers: Dinh Duc Thien, the two-star general who helped build the Ho Chi Minh Trail, and Le Duc Tho, the Nobel Peace Prize winner who snookered Henry Kissinger at the Paris Peace Accords." Before I continue, I have to explain how Vietnamese names work. Fortunately, this site has done it for me, so all I have to do is quote: Vietnamese names put the family name first followed by the middle and given names. Take Pham Van Duc, for example, Pham is the family name or what we call the last name. Van is the individual's middle name, and Duc is the given or first name. The given name, which appears last, is the name used to address someone, preceded by the appropriate title. Nguyen Van Lu, for example, would be called Mr. Lu.

Le Duc Tho 14. Oktober in Pich-Le in der Nam Ha 13. Oktober in Hanoi ; eigentlich Phan Dinh Khai ) war ein vietnamesischer Politiker. Schon in jungen Jahren war Le Duc Tho von radikalen Theorien fasziniert. indochinesischen sowie zwischen und war er, gemeinsam mit Ho Chi Minh und Vo Nguyen Giap , auch Viet Minh Vietcong genannt. Als Mitglied des Vietnamkriegs wurde er Mitglied der NFL bei den beginnenden Friedensverhandlungen zwischen den USA Nordvietnam und der NFL. Bald darauf wurde er deren Chefdelegierter. Nach einem langwierigen Prozess kam es Henry Kissinger der Friedensnobelpreis Nguyen Van Thieu bis zum Ende des Krieges Einen Tag vor seinem 79. Geburtstag starb Le Duc Tho in Hanoi.

The Political Bureau elected during the Sixth National Party Congress in December 1986 consisted of thirteen full members and one alternate member. Five were new, one was appointed in June 1985, and the remainder were carried over from the previous Political Bureau, elected at the Fifth National Party Congress in 1982. The Political Bureau elected in 1982 numbered thirteen full and two alternate members. Between 1982 and 1986, one member died, three were voluntarily retired, three were removed, and one was promoted from alternate to full membership. Vietnam’s commitment to accelerating development, reducing poverty, and deepening its reform efforts is deeply impressive, and the World Bank is pleased to continue supporting Vietnam’s development strategy,” commented Mr. Jemal-ud-din (Jamil) Kassum, World Bank Vice President for East Asia and the Pacific, in his meeting with the press about his visit to Vietnam from July 8-15. Mr. Kassum saw a number of important development programs in the Mekong and Central regions, before meeting with the leadership in Hanoi. He continued, “Vietnam can produce a high rate of economic growth and share that growth equitably among its citizens. In a famous conversation during his 1968 campaign for the presidency, Richard Nixon confided to H.R. Haldeman, "I call it the Madman Theory, Bob. I want the North Vietnamese to believe I've reached the point where I might do anything to stop the war" (p. 76). The Madman Theory provides the narrative thread for Jeffrey Kimball's significant new book on Nixon's search for "peace with honor" in Vietnam war. Drawing extensively on archival collections, including recently declassified National Security Council documents, and on interviews with North Vietnamese participants, Kimball provides convincing interpretation and fresh detail to describe the tortured path of the belligerents to the Paris Accords. The Nixon who emerges from Kimball's account, Nixon as Madman, is something less than the diplomatic genius of revisionist legend or his own mythology. Kimball uses the Madman Theory to explain Nixon in two ways. First, Nixon encouraged belief in his capacity for madness as a way to instill fear in his adversaries and bend them to his will. Nixon had learned the art of the threat as vice president under Eisenhower, whose New Look defense policy relied on the retaliatory power of nuclear weapons to contain communism. Soon after entering office in 1953, Eisenhower warned the Chinese that unless they agreed to end the Korean war, he would launch a nuclear attack. When the Chinese settled, Eisenhower erroneously credited their compliance to his use of atomic blackmail. As president himself, Nixon concluded that mad threats, especially if issued by a leader perceived as unstable and unpredictable, might coerce the North Vietnamese to settle another war on U.S. terms.

Graham Martin, ancien ambassadeur en Thaïlande et membre de la délégation américaine aux Accords de Paris qui entraînent le désengagement militaire américain du Vietnam, est le dernier ambassadeur des Etats-Unis à Saïgon. Promoteur des valeurs libérales anti-communistes, Graham Martin a personnellement souffert de la guerre du Vietnam où le fils de sa femme a été tué. Fin avril 1975, alors que les troupes communistes approchent de Saïgon, il résiste longtemps à la pression de Washington qui lui demande d'organiser l'évacuation des Américains et Vietnamiens dont le départ est prévu vers des bateaux américains qui croisent en mer de Chine du sud. Mais aux premières heures du 30 avril, Martin, emportant le drapeau américain, prend place à bord d'un des derniers helicoptères ayant participé à l'évacuation précipitée de l'ambassade qui a débuté la veille. Graham Martin meurt d'une maladie cardiaque en 1990.
