(Redirected from UN peacekeeping Peacekeeping , as defined by the United Nations , is a way to help countries torn by conflict create conditions for sustainable peace. UN The Charter of the United Nations gives the UN Security Council the power and responsibility to take collective action to maintain international peace and security. For this reason, the international community usually looks to the Security Council to authorize peacekeeping operations. Most of these operations are established and implemented by the United Nations itself with troops serving under UN operational command. In other cases, where direct UN involvement is not considered appropriate or feasible, the Council authorizes regional organizations such as the North Atlantic Treaty Organisation , the Economic Community of West African States or coalitions of willing countries to implement certain peacekeeping or peace enforcement functions. In modern times, peacekeeping operations have evolved into many different functions, including diplomatic relations with other countries, international bodies of justice (such as the International Criminal Court ), and eliminating problems such as landmines that can lead to new incidents of fighting.

UN Peacekeeping During the Cold War
In addition to the five permanent members with veto power on the Security Council-Britain, China, France, Soviet Union, and United States-the first elected members of the Security Council were Australia, Brazil, Egypt, Mexico, Netherlands, and Poland. Iranians complained that the Soviet troops had not withdrawn from Iran by March 2, 1946 as agreed in the 1942 Tripartite Treaty; but after the Soviets promised that they would evacuate by May 6, the Iranians withdrew their complaint. Although the Ukrainian representative of the Soviet Union raised the issue of violence on the Greece-Albania border on August 24, 1946, when the United States proposed a commission to investigate, it was vetoed by the Soviet Union. On December 2 Greece complained to the Security Council that Communist guerrillas in northern Greece were being assisted by Albania, Yugoslavia, and Bulgaria. The Soviet Union did not block the Commission that was sent at the beginning of 1947, though they disagreed with its reports and vetoed resolutions. So the United States took the case to the General Assembly, which on October 21, 1947 by majority vote established the United Nations Special Committee on the Balkans (UNSCOB) to be composed from all eleven nations of the Security Council, though the USSR and Poland did not participate. After Yugoslavia became more independent and left the Cominform organization in 1948, the Greek Communists received little support; UNSCOB was terminated in 1951.

UN peacekeeping operations are activities undertaken by the UN to ensure international peace and security. The UN's success in resolving conflicts in various areas of the world is now widely recognized. The Origin of Peacekeeping Operations and Their Significance The UN, reflecting on the inability of its precursor, the League of Nations, to prevent World War II, made maintaining international peace and security one of its major aims from the start. Although Chapter 7 of the UN Charter empowers UN forces to use military force, during the Cold War centered on confrontation between the United States and the Soviet Union, which started soon after World War II, it was impossible to get all the permanent members of the UN Security Council to work together even when conflicts arose that endangered world peace, so that the UN was unable to deal with such conflicts adequately. Peacekeeping operations were devised as an alternative means of attempting to peacefully resolve armed conflicts around the world. In traditional peacekeeping operations military units from various member states (peacekeeping forces) perform such tasks as monitoring cease-fires, separating hostile forces, and maintaining buffer zones. Unarmed observers may also monitor cease-fires. All such operations are carried out with the agreement of the countries involved in conflict and the parties to the conflict.

Peace support operations are often divided into "peacekeeping" (lightly armed) and "peace enforcement" (heavily armed), and sometimes into other categories as well. In this section, "peacekeeping" and "peacekeeping operation" are used as blanket terms to cover all impartial, multinational, military-based interventions into areas of conflict.
A proud record
Australia has had peacekeepers in the field with the United Nations continuously for over 50 years. In Indonesia in 1947, Australians were part of the very first group of UN military observers anywhere in the world, and were, in fact, the first into the field. Six multinational operations have been commanded by Australians:

    History of UN interventions
    As of March 31, 2004, 1,890 members of UN peacekeeping operations have died while on duty. The UN has more than 50,000 people posted abroad as part of its missions either as military observers, civilian police or troops. June 1948 to Present: The Security Council calls for a halt in the Arab-Israeli war and establishes the first UN peacekeeping operation: the UN Truce Supervision Organization (UNTSO). Military observers remain in the region to monitor ceasefires, armistice agreements and to assist in peacekeeping operations.
    January 1949 to Present: The Security Council sends military observers to supervise ceasefire line agreements between Indian and Pakistan over the states of Jammu and Kashmir. The UN Military Observer Group in India and Pakistan (UNMOGIP) remains to prevent the situation from escalating and to monitor peacekeeping operations.

    on the Golan Heights As of 30 June 2000, 86 countries are taking part in UN peacekeeping operations, with a total personnel level of approximately 36,500. In accordance with the International Peace Cooperation Law, Japan has cooperated in peacekeeping operations in Angola, Cambodia, Mozambique, El Salvador, the Golan Heights and East Timor; in international humanitarian relief operations for Rwandan refugees and East Timorese displaced persons; and in international election monitoring activities in Bosnia and Herzegovina. Japan Joins UN Peacekeeping Operations Japan, as a responsible member of the international community, has been strenuously working for the maintenance of peace and security. Accordingly, participation in UN peacekeeping operations is today placed as one of Japan's important areas of cooperation for international peace and security.
    To date, Japan has also made contributions in kind. For example, Japan provided refugee relief materials such as tents and blankets to the United Nations High Commissioner for Refugees (UNHCR) working for Kosovar refugees and East Timorese displaced persons in 1999. In the same year, Japan also provided the United Nations Mission in East Timor (UNAMET) with radios for public information purposes in support of the direct ballot in August 1999.
    In addition to these field activities, Japan takes an active part in discussions in the United Nations to improve the effectiveness of peacekeeping operations. Japan, for example, has been serving as vice-chair for the Special Committee on Peacekeeping Operations, the principal UN forum undertaking a comprehensive review of the questions related to peacekeeping operations.
