Oak Ridge also indicated that Oak Ridge's waste management organization had no separate records of any waste shipments to the Kittinger landfill, such as manifests listing sanitary wastes or radioactive wastes. Any DOE waste from the DOE work at the Wingfoot Lake facility was designated classified waste, according to the DOE site representative assigned to the centrifuge project between 1980 and 1984. All classified waste would have been shipped to the Gaseous Diffusion Plant at Piketon, Ohio, for burial in a DOE classified burial ground, not shipped to a local industrial landfill. Finally, an Oak Ridge official stated that radioactive materials were not used at the Wingfoot Lake facility during the centrifuge project.(1) It Is Therefore Ordered That: (1) The Freedom of Information Act Appeal filed by the American Friends Service Committee, Case No. VFA-0682, on June 28, 2001, is hereby denied.

Background
On November 3, 1999, OIG issued another determination releasing documents it had numbered 10 and 20 through 60. Determination Letter from Sandra L. Schneider, Assistant Inspector General for Inspections, OIG, to Gregory D. Coleridge, AFSC (Determination Letter). Seven documents were released in their entirety. The remainder were released with material withheld pursuant to Exemptions 6 and 7(C) of the FOIA. Id. In response, AFSC filed this Appeal. AFSC appeals only the information withheld from

Exemption 6 shields from disclosure "[p]ersonnel and medical files and similar files the disclosure of which would constitute a clearly unwarranted invasion of personal privacy." 5 U.S.C. § 552(b)(6); 10 C.F.R. § 1004.10(b)(6). ACLU Case Number: Description: On March 11, 2002, the ACLU of Colorado held a news conference in which it disclosed documents that revealed the existence of the Denver Police Department's "Spy Files." The documents showed that Denver police were monitoring and recording the peaceful protest activities of Denver-area residents and keeping files on the expressive activities of law-abiding advocacy organizations, in many cases falsely labeling them as "criminal extremist." Later that month, the ACLU filed this class action lawsuit on behalf of three organizations and three individuals who were the subjects of "Spy Files." Instead of seeking monetary compensation, the lawsuit seeks new policies and practices and remedies for past abuses. "Revolution then is needed first and foremost in the United States, thoroughgoing revolution, not a mild palliative." The AFSC was formed in 1917 by a group of 14 socialist Quakers to aid draft resisters. AFSC has been penetrated and used by Communists since the early 1920s when it sent Jessica Smith, who later married Soviet spies Harold Ware and John Abt(since the 1950s CPUSA general counsel and a member of the CPUSA Political Committee) to the Soviet Union to determine famine relief needs in Russia exacerbated by civil war and the collectivization of farmland. Since the 1960s, the AFSC has supported revolutionary terrorist groups such as the Vietcong, Palestine Liberation Organization(PLO), and the Central American Castroite groups. The theory behind AFSC's support of terrorist "national liberation movements" was outlined by Jim Bristol in a pamphlet published by AFSC in 1972 and continuously reprinted entitled "Non-violence: Not First for Export." Because AFSC's leadership role in organizing not only support for terrorist revolutionary groups, but in the past campaign to disarm America initiated through the USSR's covert action apparatus for political warfare, a closer look at AFSC's justification of violence is appropriate. In the AFSC pamphlet, Bristol presents the totalitarian revolutionary goal in the most glowing terms as a utopia:

TRIPARTITE WORK AND STUDY PROJECT, 1963 Report prepared by the Summer Projects Abroad Program The Tripartite Work and Study Project held in the summer of 1963 was the second stage of a three year project organized jointly by the Friends Service Council of Great Britain, the Committee of Youth Organizations of the Soviet Union, and the American Friends Service Committee. A three week work camp, combined with informal and formal discussion sessions, was held near Nalchik, the capital of the Autonomous Republic of Kabardino-Balkaria, [in] the northern Caucasus mountains of the Soviet Union. It was preceded by several days of sight­seeing in Moscow, and followed by a week of travel and hospitality in other cities. In 1962, the first project in this series was held at Bristol, England, where participants helped to build a community center. The concluding project in this series will be held in the summer of 1964 in the United States. Thirty participants, between the ages of twenty and thirty, made up the project, ten each being appointed by the sponsoring organizations. The project was equally divided between men and women. Through working together on a project of service to the community, and through free and frank exchange of views, participants sought to increase their knowledge of each other's society and ways of life and thought, and to grow in mutual understanding. The Tripartite Work and Study Projects are a part of a larger program of international voluntary work camps carried on in various parts of the world by the Youth Services Division of the American Friends Service Committee.
