N acido en una familia de la alta burguesía cafetalera, recibió las enseñanzas primaria y secundaria en centros privados de su Heredia natal y de la capital, San José. Inclinado primero por la carrera de medicina, se desplazó a Estados Unidos para estudiar en el Harvard Medical School de Boston, Massachusetts, pero transcurrido un tiempo, en 1961, retornó al país centroamericano y se convirtió en un aplicado alumno de las facultades de Derecho y Ciencias Económicas de la Universidad de Costa Rica (UCR). Obtenida la licenciatura en 1967, se trasladó al Reino Unido con una beca del Gobierno de ese país para formarse en la afamada London School of Economics and Political Science (LSE) y en la Universidad de Essex en Colchester, por la que en 1974 obtuvo el doctorado en Ciencias Políticas.
En 1969 estuvo de vuelta en Costa Rica y se integró en la plantilla de la UCR como docente de su recién perfilada especialidad politológica. En mayo de 1970, cuando aún no había cumplido los 30 años, fue contratado para prestar servicios de asesoría financiera en el gabinete presidencial de José Figueres Ferrer, veterano político y estadista que acababa de estrenar su tercera presidencia desde que liderara el movimiento revolucionario de mayo de 1948. Arias militaba desde la mayoría de edad en la fuerza política fundada el 15 de abril de 1952 por Figueres, el Partido de Liberación Nacional (PLN), de doctrina socialdemócrata, y los peldaños escalados en su seno, junto con el creciente renombre académico merced a una producción ensayística más que notable en ciencia política y teoría económica, le abrieron las puertas de la política gubernamental, convirtiéndose en un protegido del popularmente conocido como

Nobel Laureate Óscar Arias at AAAS to Address Issues of Development and Peace
Óscar Arias Óscar Arias Sánchez, former president of Costa Rica and 1987 Nobel Peace Laureate, believes that the true security of a state depends less on its military than on the quality of life of its people. On Tuesday, 7 September 2004, at the annual Robert C. Barnard Environmental Lecture at AAAS, he will argue that the triple challenges of peace, development and the environment demand immediate action. The address is free and open to the public, and will be held at 4:00 p.m. in the auditorium at AAAS, 1200 New York Ave. N.W., in Washington, D.C. One of the most respected political figures in Latin America, Arias travels the globe spreading a message of peace and applying the lessons garnered from the Central American peace process to topics of current global debate. One of his key recommendations for improving global environmental health is international cooperation to reduce military spending. "As a statesman and laureate of the Nobel Peace Prize with a focus on democracy and environmental sustainability, Dr. Arias has been a tireless advocate for global peace and security," said Cynthia R. Robinson, director of the Science and Technology Policy Fellowship program at AAAS. "These are essential for the positive exchange of information and for international scientific collaboration to take advantage of the best science to foster human development."

C.M. Arana Arana Osorio, Carlos Manuel (b. July 17, 1918, Barberena, Santa Rosa department, Guatemala - d. Dec. 6, 2003, Guatemala City), president of Guatemala (1970-74). Before his presidency he commanded a military base in Zacapa in eastern Guatemala, leading a repressive campaign against rebel guerrillas. He ran for president with the ultraconservative National Liberation Movement and, once elected, expanded government efforts to bring armed rebels under control while also persecuting student radicals, workers' groups, and political opponents. A state of siege was declared, suspending civil liberties, during his first year in office. A document extending it indefinitely included the government's first official acknowledgment that the country was embroiled in a civil war. The decades-long struggle cost 200,000 lives before peace accords were reached in 1996. After his presidency, Arana Osorio served as Guatemalan ambassador to Nicaragua.
