Centennial Supporters Dr. Oscar Arias Sánchez 1987 Nobel Peace Laureate President of Costa Rica 1986-1990 Oscar Arias, former president of Costa Rica and 1987 Nobel Peace laureate, holds international stature as a spokesperson for the Third World. Championing such issues as human development, democracy, and demilitarization, he has traveled the globe spreading a message of peace and applying the lessons garnered from the Central American Peace Process to topics of current global debate. The New York Times reported that Oscar Arias' "...positions on Central American issues have become the standards by which many people in Congress and elsewhere have come to judge United States policy." In a similar way, he has come to take a leading position in international discourse. Dr. Arias was born in Heredia, Costa Rica in 1940. He studied Law and Economics at the University of Costa Rica. His thesis, Grupos de Presión en Costa Rica (Pressure Groups in Costa Rica) earned him the 1971 National Essay Prize. In 1974, he received a doctoral degree in Political Science at the University of Essex, England. After serving as Professor of Political Science at the University of Costa Rica, Dr. Arias was appointed Costa Rican Minister of Planning and Economic Policy. He won a seat in Congress in 1978 and was elected secretary-general of the National Liberation Party in 1981. In 1986, Oscar Arias was elected president of Costa Rica.

The Karl Taylor Compton Lecture Series Dr. Arias, internationally known for his work in the areas of human progress, democracy and demilitarization, drafted a peace plan in 1987 which resulted in the signing of the Esquipulas II Accord, establishing peace in Central America. Since then, through the Arias Foundation for Peace and Human Progress which he established in 1988 using his Nobel Peace Prize award he continues his efforts to promote demilitarization, to ensure equal opportunities for women, and to foster change-oriented philanthropy in Latin America. The 1996-97 lectures are sponsored by the Department of Urban Studies and Planning, the School of Architecture and Planning, and the Provost's Office. His positions on Central American issues have become the standards by which many people in the US Congress and elsewhere have come to judge United States policy-making. Dr. Arias was born in Heredia, Costa Rica in 1940, he studied Law and Economics at the University of Costa Rica and he received a doctorate in Political Science from the University of Essex, United Kingdom in 1974. After serving as Professor of Political Science at the University of Costa Rica, he was appointed Minister of Planning and Economic Policy. He was elected to Congress in 1978 and Secretary-General of the National Liberation party in 1981 before finally being elected President in 1986. In 1987, President Arias drafted a peace plan to end the regional crisis. Widely recognised as the Arias Peace Plan, his initiative culminated in the signing of the Esquipulas II Accords by all the Central American presidents on August 7 1987. This remarkable achievement was recognised internationally and in that same year President Arias received the Nobel Peace Prize. He used the monetary award from the Nobel Peace Prize to establish the Arias Foundation for Peace and Human Progress in 1988.

I am very grateful to all of you at Colorado College for inviting me to participate in your graduation ceremony. I would also like to take this opportunity to thank the College for granting me this honorary doctoral degree. For all of you who are graduating, this is a day of celebration. Today marks the end of many years of hard work. Many of you will now become a part of the cultural and economic forces that thrive in this great country. Others will seek further knowledge through pursuit of graduate studies. All of you, I hope, will generously repay society for the privilege of a higher education. Those who obtain academic training and a college degree, whether here or in any other academic institution, acquire a special responsibility. Those of us who have a college education have developed the ability to examine the world with a critical eye, and discover the nature and sources of the injustice that still prevails throughout our planet. Your college years signify a period in which you were somewhat removed from the world, enveloped in the rich environment of Colorado College. Upon leaving the intellectual and theoretical sanctuary we call the University, you will encounter a world with new hopes for progress and change, but also with greater problems and inequities to overcome.

Arias will be presented for an honorary doctor of laws degree by Associate Professor of History Steven Volk, who, in nominating him, wrote: "I can think of few individuals who better deserve this distinction or who could better exemplify Oberlin's historic concern for community and social justice. . . Arias is a tireless worker for world peace." Arias founded the Arias Foundation for Peace and Human Progress , a non-profit organization whose mission is to build just and peaceful societies in Central America. The Oberlin ceremony on Monday, May 29, at 9:30 a.m. on Tappan Square, marks the 167 th commencement at the liberal arts collegethe first in the United States to admit students regardless of their race or genderand more than 600 students are expected to receive degrees. Cuando ustedes decidieron honrarme con este premio, decidieron honrar a un país de paz, decidieron honrar a Costa Rica. Cuando, en este año -1987-, concretaron el deseo de Alfred E. Nobel, de fortalecer los esfuerzos de paz en el mundo, decidieron fortalecer los esfuerzos para asegurar la paz en América Central. Estoy agradecido por el reconocimiento de nuestra búsqueda de la paz. Todos estamos agradecidos en Centroamérica. Nadie sabe mejor que los honorables miembros de este Comité que este premio es una señal para hacerle saber al mundo que ustedes quieren promover la iniciativa de paz centroamericana. Con su decisión, apoyan sus posibilidades de éxito; declaran cuán bien conocen que la búsqueda de la paz no puede terminar nunca, y que es una causa permanente, siempre necesitada del apoyo verdadero de amigos verdaderos, de gente con coraje para promover el cambio en favor del paz, a pesar de todos los obstáculos. La paz no es un asunto de premios ni de trofeos. No es producto de una victoria ni de un mandato. No tiene fronteras, no tiene plazos, no es inmutable en la definición de sus logros.
