    OVER the past decade we have seen a period of unprecedented economic growth and prosperity but also depressing levels of human need and extreme suffering. While wealth accumulates in the hands of a privileged few, more than 40,000 children die each day from causes relating to hunger and poverty. Nearly a billion people are illiterate and nearly a billion and a half of our fellow human beings have no access to clean water.
    Those who find themselves included in such bleak statistics are not passive victims of violence and poverty. They are people who want a dignified life and a hopeful future for their children. They are willing to struggle for that vision, but no-one can make it happen alone.

Costa Rica's Oscar Arias to Be Next Downey Fellow at Yale
New Haven, Conn. Nobel Peace Prize-winner Oscar Arias Sanchez will present a free, public lecture at Yale University on January 18 at 5 p.m. in the Art Gallery Lecture Hall, 1111 Chapel St., as the 2000-2001 Downey Fellow. Arias won the Nobel Peace Prize in 1987 for serving as the main architect of a plan that settled a long-term conflict among the nations of Central America. He used the monetary award from the prize to establish the Arias Foundation for Peace and Human Progress, which runs programs that promote gender equality, strengthen civil society in Central America and work for demilitarization and conflict resolution in the developing world. Born in Costa Rica in 1941, Arias studied law and economics at the University of Costa Rica. He earned a doctorate in 1974 from the University of Essex, England, with a dissertation titled "Who Rules Costa Rica?" Arias launched his political career in 1970 as assistant to Jos Figueres, who was elected president of Costa Rica in 1972. At that time, Arias was named to the cabinet as Minister of National Planning and Political Economy. Elected president of his country in 1986, Arias brought together the leaders of Guatemala, El Salvador, Honduras and Nicaragua and persuaded them to adopt a peace plan that he had drafted, ending years of war in the region. Arias served as president of Costa Rica until 1990. During his term of office, Costa Rica maintained its position as the richest country in the region and had the healthiest economy, the highest standard of living and the lowest unemployment rate in the hemisphere.

was born in 1941. After studying in the United States, he read law and economics at the University of Costa Rica in the capital, San Jose. As a student he engaged actively in the work of the National Liberation Party. Having completed his degree, he went on to take a doctorate in England, with a thesis on the subject of " Who rules Costa Rica? " He is the author of a number of books and articles on political and historical subjects.
Arias embarked on his political career in earnest in 1970, as assistant to Jose Figueres, a former President who was again seeking election. When Figueres was elected in 1972, Arias was given a seat in the government as Minister of National Planning and Political Economy. In 1975 his party elected him International Secretary and in 1979, General Secretary. He represented the party at several Socialist International congresses.

Former President of Costa Rica and 1987 Nobel Peace Laureate Oscar Arias holds international stature as a spokesperson for the developing world. Championing such issues as human development, democracy, and demilitarization, he has traveled the globe spreading a message of peace and applying the lessons garnered from the Central American Peace Process to topics of current global debate. The New York Times reported that Oscar Arias' "...positions on Central American issues have become the standards by which many people in Congress and elsewhere have come to judge United States policy." In a similar way, he has come to take a leading position in international fora and discourse. Dr. Arias was born in Heredia, Costa Rica in 1940. He studied Law and Economics at the University of Costa Rica. His thesis, Grupos de Presión en Costa Rica ( Pressure Groups in Costa Rica ) earned him the 1971 National Essay Prize. In 1974, he received a doctoral degree in Political Science at the University of Essex, England. After serving as Professor of Political Science at the University of Costa Rica, Dr. Arias was appointed Costa Rican Minister of Planning and Economic Policy. He won a seat in Congress in 1978 and was elected secretary-general of the National Liberation Party in 1981. In 1986, Oscar Arias was elected president of Costa Rica. Dr. Arias assumed office at a time of great regional discord. The fall of the Somoza dictatorship in 1979 and the introduction of the Sandinista regime in Nicaragua had already been a source of contention in Central America. The ideological and military interference of the superpowers, still entrenched in the Cold War, threatened to broaden this conflict in both scope and definition. Such intervention heightened the state of civil war that had by then claimed more than one hundred thousand lives in Guatemala. It aggravated internal unrest in El Salvador and Nicaragua, as well as border tensions between Nicaragua and its neighboring states: Honduras and Costa Rica. Despite the previous presidential administration's decision not to become embroiled in the growing conflict, Costa Rica's involvement seemed almost unavoidable. In the face of these threats, Dr. Arias intensified his efforts to promote peace.

Biography
Oscar was born in 1941 in the town of Heredia to one of Costa Rica's richest coffee-growing families. When Oscar was just seven years old, Costa Rica made the historic decision to abolish its standing army. Thus, Oscar grew up in Central America's only country that did not rely on military might to ensure its security.
After studying at the Colegio Saint Francis in San Jose, Oscar went to the United States and studied medicine at Boston University. Inspired by the political debates of the times, Oscar returned to Costa Rica to study law and economics. Oscar must have done extremely well in his studies because he was awarded a fellowship to study at two prestigious universities in London. His hard work and passion for his studies earned him a thesis prize, master's degree, and a Ph.D. In 1987, President Arias drafted a peace plan to end the regional crisis. Widely recognized as the Arias Peace Plan, his initiative culminated in the signing of the Esquipulas II Accords or the Procedure to Establish a Firm and Lasting Peace in Central America by all the Central American presidents on August 7, 1987. In that same year he was awarded the Nobel Peace prize.

President of the Republic of Costa Rica (1986-1990) , Nobel Peace Prize winner in 1987 and President of Costa Rica from 1986 to 1990, enjoys enormous international prestige as a spokesman of developing countries and as an advocate of human development, democracy and demilitarization. Under his presidency, Costa Rica played an active role in the quest for democracy and peace for the countries of the Central American region. In 1987, he developed a peace plan — the Arias Peace Plan — to bring to an end the regional crisis. His initiative reached its culmination with the "Procedure to Establish a Firm and Lasting Peace in Central America", signed by all Central American presidents on August 7, 1987, at Esquipulas, Guatemala. In the same year, he was awarded the Nobel Prize for Peace. He devoted the monetary award accompanying this prize to the establishment of the Arias Foundation for Peace and Human Progress. For his work, Mr. Arias received many honorary doctorates and several international awards. Mr. Arias thus rejected the idea that economic integration automatically generates democracy, development and prosperity. Without democracy, and hence without peace or stability, development and prosperity are not lasting. For this reason, according to Mr. Arias, the proposed economic integration of the Hemisphere must draw lessons from history, particularly from the breakup of the Soviet Union and from the significant progress accomplished by the European Union. 1987 Nobel Peace Laureate "Peace is a process which never ends," Oscar Arias Sánchez once said. "It is the result of innumerable decisions made by many persons in many lands. It is an attitude, a way of life, a way of solving problems and of resolving conf licts. It cannot be forced on the smallest nation, nor can it be imposed by the largest. It can neither ignore our differences nor overlook our common interests. It requires us to work and live together." Arias speaks from experience. As the man who helped bring peace to a conflict-ridden Central America, he has earned the respect of many for his consensus-building ability. By the time Arias became president of Costa Rica in 1986, Central America had experienced great regional turmoil for many years. Government armies and civilian guerrilla groups in El Salvador, Guatemala, and Nicaragua were waging wars that had led to t he exile, torture, imprisonment, and death of countless people. Concerned about these and other events, leaders in Mexico, Venezuela, Colombia, and Panama drafted the Contadora peace plan for Central America in 1983. Unfortunately, despite initial support from the five Central American countries it was intended to help, fundamental differences in interpreting the plan kept it from succeeding.
