Julian Bond: Some housekeeping before we proceed. We want to ask members of the audience not to leave during the session if it possibly can be avoided. And also, many of you have heard about the recent hurricane destruction in Central America due to Hurricane Mitch. There is a fund established here at the university. I have been asked to speak with you about the idea of an international code of conduct on arms transfers, but first, I must set this discussion within the larger context of the struggle for human security that we face at the present moment. I am sure that you have seen many times the images of the Berlin Wall coming down, watched commentators pronounce the end of the Cold War, and heard that a new era has begun. Indeed, few terms are as important today as "globalization." Though only a small number of individuals take time to closely examine this concept, many feel entitled to invoke it regularly. Not only does globalization portend to characterize our present age, but it also seems to carry the weight of destiny. Certainly, technological advances and the emergence of sophisticated markets have increased the affinity between different global societies, allowing for rapid transportation of people and information. But globalization points to several other distinctive phenomena as well. Traditional understandings of economies, traditional understandings of economics are changing. For some, the new economic system means being able to make investments with a worldly perspective, minimizing labor costs and maximizing profits. For many others, it means facing the end of job security and at the same time witnessing the reappearance of sweatshops. Structures of governments also adapt to a new world order. Conventionally, states find themselves weakened in the face of trans-national agreements and fluid capital. The $1.5 trillion that race around the planet daily are largely unaccountable to any accepted form of public oversight.

Peace Nobelist oscar Arias Sanchez to Give Lectures at MIT
January 9, 1997 CAMBRIDGE, Mass.-Dr. Oscar Arias Sanchez, winner of the 1987 Nobel Peace prize and former president of Costa Rica, will be the speaker for the 1996 Karl Taylor Compton Lectures at MIT beginning next week. "Demilitarization: A Major Factor for Development" on Monday, Jan. 13 at 5pm is the title of the first of the three lectures that Dr. Arias will deliver. On Monday, Feb. 24 at 4pm, he will give a talk entitled "Latin America Facing New Challenges." He will conclude the series with "How Much Poverty can Democracy Endure?" on Monday, April 14 at 4pm. All three lectures, which are open to the public, will be in Rm 10-250 and will be followed by a reception. In addition, the first lecture will be followed up by a small group discussion with Dr. Arias on Jan. 14 from 4-6pm in Rm 7-338. Dr. Arias, 56, studied law and economics at the University of Costa Rica and earned a doctorate in political science from the University of Essex in England. After serving as professor of political science at the University of Costa Rica, he was appointed Costa Rican minister of planning and economic policy. He won a seat in Congress in 1978 and was elected secretary-general of the National Liberation Party in 1981. In 1986, Oscar Arias was elected president of Costa Rica.

Home Economic Environment Times Gone By Oscar Arias Sanchez: Nobel President Oscar Arias Sanchez promised to bring peace to Central America while campaigning for president in 1985 and won 52.3 percent of the popular vote. He began his term in 1986. In 1987, he was awarded the Nobel Peace Prize for keeping his word. "Peace consists, very largely, in the fact of desiring it with all one's soul," Arias said in his Nobel Prize acceptance speech. In the 1980s, Costa Rica was an oasis of calm in a Central America. Civil wars consumed Nicaragua, El Salvador, Panama and Guatemala. The Arias Peace Plan called for amnesty for all guerrilla soldiers, a cease fire, the right to freedom of expression and democratic elections, and the release of political prisoners. It also required the end of all military aid from or to outside governments, including U.S. aid to the Nicaraguan Contras. The seven Central American Nations signed the accord on August 7, 1987. Two months later Arias was awarded the Nobel Peace Prize. With the award money, $340,000, Arias founded the The Arias Foundation for Human Peace and Progress.

Nobel Laureate's Speech Begins Theme Year at WFU

Aug. 28, 1998 Wake Forest University will launch the Year of Globalization and Diversity on Sept. 17 with an Opening Convocation address by Oscar Arias Sanchez , former president of Costa Rica and a Nobel Peace Prize recipient. Convocation will begin at 11 a.m. in Wait Chapel. Arias, who led Costa Rica from 1986 to 1990, was awarded the Nobel Peace Prize in 1987 for his efforts to establish peace among Costa Rica's neighboring countries. The Year of Globalization and Diversity is a yearlong series of events focusing on the world's development into a global community. The majority of the events during the year-including Opening Convocation-will be free and open to the public. "The world is more interconnected than ever before," said Mary Jane Berman, co-chair of the planning committee. "Political changes, advancements in technology and numerous other factors have led to greater interaction among countries and peoples. Events during the year will help us understand the problems and benefits of these new relationships," said Berman, an associate professor of anthropology and director of Wake Forest's Museum of Anthropology. Berman's co-chair, Thomas C. Taylor, said diversity is an important component of the year because globalization raises awareness about other cultures and societies.

It's been a great pleasure to welcome President Arias and distinguished members of his government here today. The good will evident in our meetings underscores the enduring bond between our countries and between all peoples who cherish democracy and human freedom. Costa Rica and the United States stand together, foursquare in our commitment to democracy in this hemisphere. The progress we've witnessed in the Americas in recent years has indeed been heartening. It wasn't that long ago when Costa Rica was Central America 's only democracy. Today we look with satisfaction at the impressive development of democratic institutions in Guatemala Honduras , and El Salvador . The despair of yesterday has been replaced, for the most part, by the promise of tomorrow. Yet over this fragile democratic promise looms the shadow of Communist dictatorship in Nicaragua , where a totalitarian, expansionist regime violates the human rights of its people and threatens the peace and freedom of its neighbors. Hundreds of thousands of Nicaraguans have already fled the hunger, repression, and assassination in their own land, seeking safety in Costa Rica and Honduras . However, what really bothers me is the lack of will to reflect first, and then pursue dialogue, and to persevere in dialogue as much as possible before resorting to military force. People who dismiss the concepts of dialogue, diplomacy, and negotiation as a waste of time are the biggest challenge to people who work for peace. Why? Because these tend to be the people or governments with the most powerful military arsenals, and they are anxious to use them. It is hard to fight against that. Oscar Arias Sánchez is President and Founder of the Fundación Arias para el Paz y el Progreso Humano. A former President of Costa Rica and the 1987 Nobel Peace Laureate, Oscar Arias holds international stature as a spokesperson for the Third World. Championing such issues as human development, democracy, and demilitarization, he has traveled the globe spreading a message of peace and applying the lessons garnered from the Central American Peace Process to topics of current global debate. He has received many honorary degrees from prestigious education institutions, won several awards from various organizations, and participated in a number of international organizations, many in which he is still actively involved. In 1988, Arias used the monetary award from the Nobel Peace prize to establish the Arias Foundation for Peace and Human Progress. Oscar Arias: Harsh Words for the U.S. From a Voice for Peace and Prosperity by Kitty Felde SAN JOSE, COSTA RICA As President Bill Clinton ponders his post-presidential career options, he might consider the example of a former president of Costa Rica, Oscar Arias Sanchez. It was Arias who brokered a Central American peace deal at a time when no one believed it was possible. Arias served as Costa Rica's president from 1986 to 1990, a turbulent period in Central America. The Sandinistas were battling the Contras in Nicaragua, civil war raged in Guatemala and El Salvador was in turmoil. As tensions on Costa Rica's borders increased, so did pressure to remilitarize the country, which constitutionally abolished its army in 1949. Arias had another approach. Even before his inauguration, he began lobbying the nine leaders of Latin American countries to sit down together and talk about regional issues. In 1987, Arias drafted the Esquipulas II accords, or the "procedure to establish a firm and lasting peace in Central America," and persuaded his fellow heads of state to sign it. It was a peace plan that, according to Arias, Washington insisted would never work. Time has proved Washington wrong. Arias' efforts to carve out a peaceful solution in the region were recognized that same year when he was awarded the Nobel Peace Prize. He used the proceeds to create the Arias Foundation for Peace and Human Progress. Today, the former president takes a hands-on approach to the foundation's work to demilitarize and democratize Central America and the Caribbean.

Dr. Arias was born in Heredia, Costa Rica in 1940. He studied Law and Economics at the University of Costa Rica. Dr. Oscar Arias Sanchez was born in 1941. After studying in the United States, he read law and economics at the University of Costa Rica in the capital, San Jose. As a student he engaged actively in the work of the National Liberation Party. Having completed his degree, he went on to take a doctorate in England, with a thesis on the subject of “Who rules Costa Rica?” Dr. Arias embarked on his political career in earnest in 1970 and was elected President in 1986. As President, he was instrumental in forging an accord between Costa Rica, Guatemala, El Salvador, Honduras, and Nicaragua to bring peace to this region of Central America long torn by strife and civil war. For this achievement, Dr. Arias was awarded the Nobel Peace Prize for 1987.

Oscar Arias Sanchez (1941)
L'ancien président du Costa Rica, Oscar Arias, a joué un rôle prépondérant dans l'établissement de la paix en Amérique Centrale et dans la démilitarisation de la région. Ses positions et son engagement exemplaires en faveur de la paix, qui lui ont valu de multiples doctorats honorifiques et prix internationaux, ont fait de lui une référence morale incontournable.
Professeur de sciences politiques, ministre et député du Costa Rica en 1978, il devient le Secrétaire général du parti de libération nationale. Quelques mois avant son élection à la présidence de la République, il se rend dans les pays d'Amérique centrale et latine, invite personnellement les chefs d'état et demande que soit formée une alliance continentale en faveur de la démocratie. Il soumet donc aux participants un plan de paix qui sera signé en août 1987, l'année où ses efforts sont récompensés par le prix Nobel de la Paix. Aussitôt, Arias se lance dans la création d'une Fondation pour la paix et le progrès humain destinée, notamment, à œuvrer en faveur de la démilitarisation, de la résolution des conflits dans les pays en voie de développement et de la condition féminine en Amérique centrale.
La stratégie politique d'Oscar Arias repose essentiellement sur l'idée que la mondialisation doit s'accompagner d'une nouvelle approche éthique basée sur des valeurs universelles telles que la nécessité de « servir les autres ». L'état se doit, dit-il, de redistribuer les richesses au profit des plus nécessiteux et d'exercer la fonction éducative qui lui incombe. Il exhorte ainsi les gouvernements de la région et des pays en voie de développement à suivre l'exemple du Costa Rica : allouer les ressources investies dans les dépenses militaires, qu'il qualifie d'ailleurs de « pire perversion des priorités mondiales », dans le développement humain, économique et social. « Certains pensent que nous sommes vulnérables parce que nous n'avons pas d'armée. C'est exactement le contraire. C'est parce que nous n'avons pas d'armée que nous sommes forts », explique Arias ajoutant que la paix est avant tout « un mode de vie, une façon de résoudre les problèmes et de régler les conflits ».
