Personal Background "I believe that feelings of frustration, of loss of hope are normal. But I also continue to believe that one person can make a difference."
Oscar was born in 1941 in the town of Heredia to one of Costa Rica's richest coffee-growing families. When Oscar was just seven years old, Costa Rica made the historic decision to abolish its standing army. Thus, Oscar grew up in Central America's only country that did not rely on military might to ensure its security.
After studying at the Colegio Saint Francis in San Jose, Oscar went to the United States and studied medicine at Boston University. Inspired by the political debates of the times, Oscar returned to Costa Rica to study law and economics. Oscar must have done extremely well in his studies because he was awarded a fellowship to study at two prestigious universities in London. His hard work and passion for his studies earned him a thesis prize, master's degree, and a Ph.D.

He's won the Nobel and the Martin Luther King Jr. Peace Prizes. He founded the Arias Foundation for Peace and Human Progress. This is his story. Costa Rica has had no military since 1949. It has very high rates of literacy and a strong economy. Its natural beauty extends from volcanoes to rainforests to beaches. It is home to such animals as jaguars, toucans and boa constricters. Revolution in Nicaragua, ending in 1979, left 30,000 people dead. Civil war followed with over 100,000 people in arms in the 1980s. The US imposed a 5-year economic embargo on Nicaragua. In 1988, Oscar Arias's peace plan brought the war to an end.

Oscar Arias Sanchez, Nobel Peace Prize Winner, to Speak at Law School
Former president of Costa Rica, Oscar Arias Sanchez spoke as a guest of the International Law Society on Friday, April 2, 1999 in Room 102. President Arias spoke about his efforts to eliminate military spending in Central America and other regions of the world in hopes of promoting human rights, democratic society, and a peaceful future. Because the poorest nations cannot depend on free trade, foreign direct investment, foreign aid, and debt forgiveness, they must provide their own resources to give their populations the opportunity for a proper education and advancement. He also stressed the need for the United States to provide world leadership on moral grounds. In 1987, Costa Rican President Oscar Arias Sanchez garnered world recognition when he was awarded the Nobel Peace Prize for his work in ending the Nicaraguan civil war. During that conflict, both the Sandanistas and the Contras set up military bases in the northern area of Costa Rica, and Arias was elected under the promise that he would work to put an end to this situation. He was able to get all five Central American presidents to sign his peace plan, and Nicaragua is now experiencing relative stability. President Arias will also speak at the Bradbury Thompson Center on Saturday, April 3, at noon.

Oscar Arias Sanchez was born in Heredia, Costa Rica on September 13, 1941. He was president of Costa Rica from 1986 through 1990. While President, he assumed the role of peacemaker in his determination to prevent Central America from being used as a battleground between Nicaragua and the United States. Educated in Costa Rica, the United States, and Great Britain, Arias served with distinction as Costa Rica's minister of planning from 1972 to 1977 and as general secretary of the moderately socialist National Liberation Party from 1979 to 1984. As president he tried to maintain Costa Rica's neutrality, political stability, high cultural level, and relative prosperity, despite serious economic problems. Dr. Sanchez's efforts to end the strife in Central America earned him the Nobel Peace Prize in October 1987. "How beautiful it is that these characteristics of the Hispanic culture are so broad and far reaching. They free us from the shackles of identifying ourselves with only one color, one accent or flag. Being Hispanic makes us diverse and being diverse makes us free." -Remarks by Oscar Arias Sanchez to the members of the Oscar Arias Sanchez Society, December 2, 1992.

DEMOCRACY, DEVELOPMENT AND PROSPERITY Speech delivered during the Opening conference
Nobel Peace Prize Winner (1987)
President of the Republic of Costa Rica (1986-1990)

This document is a translation. The Spanish version is the official text.
Ladies and Gentlemen, Dear friends, The economic integration process in our Hemisphere must be designed while drawing on the lessons of nearly two centuries of political relations between our peoples, always united, despite their diversity, around aspirations and principles of justice and democracy. However, the American nations must not ignore the lessons bestowed upon humanity by the two greatest integrationist experiments of our century: the now vanished Soviet Union and the ever more vigorous European Union. The basic common element in these two political experiences is a process of economic integration accompanied by profound political and social transformations. In the former case, there was a pretension of arriving, in the long term, at an egalitarian democracy, which was belied from the outset by the ignoring of fundamental freedoms, the violation of human rights and the militarization of society. In the latter case, the success of economic integration was the result of certain commitments with regard to peace, democracy and social justice, reasonably respected by the Western European societies. While the Soviet integrationist attempt, condemned to failure, as we have seen, was based upon the totalitarian indoctrination of its societies, the European Union rigorously closed its doors to the countries governed by antidemocratic regimes. In this contrast, one can see evidence that the strengthening of democracy is a sine qua non condition for an economic integration process to succeed and to have the possibility of attaining permanence. Such a strengthening depends, in turn, on political system's ability to face the challenges of fighting against poverty, inequality and violence, which are among the most urgent for the majority of the countries of our Hemisphere.

"Doing Justice: The Path of Peace" with Oscar Arias Sanchez
A former president is in town tonight. Dispel the familiar images dancing through your head right now; this is neither the fanatical jogger nor King George's dad. Nobel Peace Prize recipient Oscar Arias Snchez, once leader of Costa Rica a country amazing for its lack of a standing army has been invited to give a speech on the harmful effects of globalization and militarization on democracy, and the need for global justice. Responsible for his appearance is the Pendle Hill Peace Network, a Quaker-based organization promoting peace activism and research. Snchez is here to participate in the network's weekly Forum, a series of lectures from both activists and academics already committed to working for a peaceful word and for direct resistance to oppression, according to John Meyer, the Forum's organizer. The network itself, he says, was conceptualized just after 9/11 based on the belief that those studying the preconditions for a peaceful world and conflict resolution need to have as much intense work and dedication as the Roves and the Rumsfelds of the world put into planning for war. Snchez's monumental experience with peace work should prove an insightful jumping-off point in this organization's search for sustained peace. "Doing Justice: The Path of Peace" with Oscar Arias Sanchez , Thu., Oct. 30, 7:30 p.m., free, Lang Performing Arts Center, Swarthmore College, 500 College Ave., Swarthmore, 610-566-4507, ext. 121.
