by Jeremiah D. Sullivan The discussion that Sakharov started in 1968 reached fruition only in the late eighties when the military disutility of nuclear weapons became clear to a majority in all sectors of society, including the military. His call helped prepare the way for arms control measures now under way and likely in the near future. Jeremiah D. Sullivan is a professor of physics and director of the Program in Arms Control, Disarmament, and International Security at the University of Illinois at Urbana-Champaign and has been a consultant to the Department of Defense for over a decade. He currently is co-investigator of a UIUC research project on hydrodynamic methods for monitoring nuclear test bans.
