Short biography of speaker: Sir Joseph Rotblatt The 1995 Nobel Peace laureate and co-founder of the Pugwash Conferences on Sciences and World Affairs, Professor Sir Joseph Rotblat will give a Dean's Lecture about whether our civilisation will survive if ever nuclear weapons, the ultimate in warfare, are used in any future conflict. Sir Joseph, who has had a distinguished career in radiology and atomic physics dating back more than 70 years, was directly involved in the development of the atomic bomb between 1939 and 1944 both at the Universities of Liverpool and Los Alamos. Yet he is passionately committed to ensure that scientific advancements are used to benefit mankind rather than destroy it. He was a co-founder of both the Atomic Scientists Association in 1946 and the Stockholm International Peace Research Institute in 1966, and has worked tirelessly for over half a century to educate the public about the peaceful and military applications of nuclear science and energy.
The Pugwash Movemen t is a global network of scientists seeking to work with governments to ensure the achievements of science and technology are harnessed for the good of mankind, rather than for destructive purposes. It runs a series of influential conferences on science and world affairs which bring together, from around the world, influential scholars and public figures concerned with reducing the danger of armed conflict and seeking cooperative solutions for global problems. Delegates include science and arms control advisers to Governments, key academics and scientists and former and future holders of high Government office.

For reasons well known, Mordechai Vanunu is unable to be here in person to respond to the conferment on him of the title of Doctor Honoris Causa of the University of Tromsø. It has fallen on me - a former worker in the same field as Mordechai, though on a different aspect and at a different time, and also as a fellow whistle-blower, though with much less severe punishment - to give thanks to the University for this great honour.
Openness is a fundamental attribute of science. Science could not progress unless its findings were published and made available to all. This did not generally apply to technology, but nowadays the distinction between pure and applied science has all but disappeared in many areas. This was certainly the case at the start of the atom bomb project, when the same people who did the physics of the fission process also worked on the scientific feasibility of its military applications. It is still the case now, when scientists and technicians work together on the Stockpile Stewardship Management Programs to ensure the reliability of nuclear warheads in the US arsenals, while at the same time modifying these weapons. Thus, both I - a scientist - and Vanunu - a technician, and now an Honorary Doctor of Science - are equally responsible for our deeds.
There is yet another reason why science and technology should nowadays be more open. This is the dominant role that they have acquired in modern society. The applications of science and technology affect us, all of us, in every walk of life. Mostly these applications are of great benefit to us: better health, more wealth, improved quality of life. But other applications of the same findings can have very harmful effects, indeed they may put in peril the very existence of the human species on this earth. Surely, a threat of such gravity justifies any step that may help to avert the danger; it overrides all other considerations.

Joseph Rotblat was 91 years old when we met for the second time in February 2000. Even at that age he continued to zip around the world with unchanging vigor, his back straight and his pace even faster than that of a man in the prime of life. Why is he so active? "I have one overriding objective," he told me, "and I have remained as determined as ever in pursuing it. That, I believe, is how I have maintained my vigor." The objective Rotblat referred to was his determination to rid the world of nuclear weapons and of war itself.
When the Toda Institute for Global Peace and Policy Research held an international conference on "Non-Nuclear Prerequisites for Nuclear Disarmament" in the U.K. in 1997, Professor Rotblat arrived at the conference hall two and a half hours early to check all the equipment, the projectors and the microphones, and to make sure everything was set up perfectly. Since he is a Nobel Peace Prize laureate and is also advanced in age, one might expect that he would arrive just on schedule, making his leisurely way to the lecture hall and expecting that everything would be in order for him. But Professor Rotblat always confirms everything with his own hand, his own eye and his own ear, and he does so cheerfully, courteously and thoroughly.

He is the greatest scientist that ever existed in the world. However, I became involved with Einstein not as a scientist, but as a pacifist. He inspired me very much, as a young physicist in Liverpool before the war. Einstein had transformed all our ideas about time and space. We knew many laws of nature but here comes a scientist who taught us these were only approximations and under certain conditions they are not valid. Many of the things we took for granted were overturned. It was such a tremendous revolution. I had started to work on the atom bomb in November 1939 at Liverpool University. I do not believe that making WMD is in the remit of scientists - however, I was afraid that if we in England had thought of the idea, German scientists would too. My rationale, which maybe turned out to be flawed, was that the only way we could prevent this happening was if we also had the bomb and threatened with retaliation. My intention was that it should not be used.

Statement of Joseph Rotblat
The effects of local fall-out would be felt just as badly in some non-combatant countries, but global fall-out would result in long-term damage to all countries, including the Antarctic; it would be expressed in an increased incidence of cancers, and it is to be expected that there would be an increase in genetic defects in future generations. The property of fall-out to extend the injurious action both in space and in time, is a novel and unique characteristic of nuclear warfare. Not only the inhabitants of the combatant countries, but virtually the whole population of the world. and their descendants, would be victims of a nuclear war therein lies the radical change which nuclear weapons introduce into the whole concept of warfare.
I have read the written pleadings prepared by the United Kingdom and United States. Their view of the legality of the use of nuclear weapons is premised on three assumptions:
a) that they would not necessarily cause unnecessary suffering;
