Robles, Alfonso Garcia Alfonso Garcia Robles was born in Zamora in Mexico in 1911. After studying law he entered his country's foreign service in 1939. From 1962 to 1964 he held the post of Ambassador to Brazil, and from 1964 to 1970 was State Secretary in the Ministry of Foreign Affairs. From 1971 to 1975 he was Mexico's permanent representative in the United Nations; in 1975-76 he was Foreign Minister, and since 1977 he has been the Permanent Representative of Mexico to the Committee on Disarmament which has its headquarters in Geneva.
Garcia Robles played a crucial role both in launching and implementing the agreement on a denuclearised zone in Latin America, which was concluded in Tlatelolco on March 12, 1967. He has in fact been called the father of the Tlatelolco Agreement. This, proposed by Adolfo Lopez Mateos, President of Mexico at the time, was the outcome inter alia of the Cuba crisis. The idea was that a ban on nuclear arms would ensure that this part of the world would not be involved in any conflict between rival great powers. Negotiations were conducted by Garcia Robles, and his enterprise and diplomatic skill deserve a large measure of credit for the fact that the agreement was successfully concluded after some years of negotiation. The final goal, however, has still to be reached, as countries such as Brazil and Argentina have signed the agreement but as yet not implemented it.

98-11-06: LAUREATE LEAVES PERSONAL LIBRARY By Dan Heuchert The University Library has received a distinctive collection of books and papers from the late 1982 Nobel Peace Prize co-winner Alfonso Garcia Robles of Mexico this week. A new exhibit honoring the nuclear disarmament advocate's distinguished diplomatic career is on display in Alderman Library and consists of documents, articles and photos, with a particular emphasis on the peace prize. The collection, which comprises 1,100 volumes, will be permanently housed at the University's Law Library, where it will augment an extensive collection of national and international security materials. Alfonso Garcia Robles, who was born in Zamora and died in 1991, shared the 1982 Nobel Peace Prize with Swedish diplomat Alva Myrdal, who was also active in nuclear disarmament issues. The crowning achievement of Garcia Robles' career was the 1967 Treaty of Tlatelolco, which created a nuclear-free zone in Latin America. "For over two decades he led nearly every Mexican delegation to international disarmament negotiations, and was widely viewed as one of the most effective authorities in the field," said John L. Redick, a lecturer on nuclear disarmament issues in the Department of Government and Foreign Affairs, who was instrumental in arranging the donation of the Garcia Robles collection.

"Unfortunately it is necessary to confess that at times the actions and more frequently the words of the chiefs of states of the nuclear powers, and especially of the two superpowers, do not seem to reflect a full awareness of what is at stake in this question of the nuclear arms race," he told a news conference Wednesday. Afonso Garcia Robles
, uomo politico e diplomatico messicano nasce a Zamora nel 1911. Nel 1945 partecipa, in rappresentanza del Messico, alla Conferenza di S. Francisco, in cui viene stesa la carta statutaria dell'Organizzazione delle Nazioni Unite (ONU).
Il suo maggior impegno diventa da allora quello di far accettare e applicare il trattato di denuclearizzazione dell'America Latina, impegno che riesce a portare a termine nel trattato firmato nel 1967 nella prefazione del quale si impone come uno dei maggiori diplomatici del continente sudamericano.
Dal 1975 al 1976 ricopre la carica di ministro degli Esteri e successivamente viene nominato ambasciatore messicano a Ginevra.
Muore nel 1991

Alva Myrdal
of Sweden of the Nobel Prize for Peace for 1982. While serving as ambassador to Brazil, he first encountered the proposition of excluding nuclear armaments from Latin America, and, after the Cuban Missile Crisis of 1962, he persuaded the Mexican government to support such a policy. His unremitting efforts eventually led to the Treaty of Tlatelolco (1967), which committed 22 nations of Latin America to bar nuclear weapons from their territories. A year later he helped draft the Treaty on the Non-proliferation of Nuclear Weapons. He was appointed permanent representative to the Disarmament Conference in Geneva in 1977. In 1978 he served as chairman of the Mexican delegation to the UN General Assembly's special session on disarmament.
